Krug Department Director:" Contact Number: 6002 City Manager: l J A Subject: Authorization for Use of County Solid Waste Management Syste Background Summary: The City has historically utilized the County solid waste management system to dispose of residential and commercial solid waste. The interlocal agreement between the City and Orange County expired in September, 2011. On October 18, 2011, the City Commission ratified a letter of intent from the County to continue to receive County solid waste management services under the terms of the expired interlocal agreement until a new agreement was reached. The County Commission since elected to take a step back and re- evaluated their rate structure ultimately lowering the tipping fees to the City's benefit from $37.10 to $33.60 per ton. Due to the County's prolonged rate evaluation process, the City is still negotiating a new contract. The City Commission previously authorized use of the County solid waste management system through April 30, 2014. While interlocal agreement negotiations continue, Public Works seeks City Commission authorization to continue to use the County solid waste management system to dispose of residential and commercial solid waste until a new agreement is reached or April 30, 2015. Issue: Request authorization to utilize current County solid waste management services. Recommendations: Recommend approval to authorize the City to continue to use the County solid waste management system until a new interlocal agreement is reached with the County or April 30, 2015. Attachments: None. Financial Impact: The City is utilizing approximately $46,000.00 monthly for services through the County solid waste management system as budgeted in the Sanitation Division Sanitary Landfill account line 402- 534 -10- 5500. The total 2014 -2015 budget for this account line is $600,000.00.
