Subject: Code Enforcement Board; Changes in Membership Status for t*o (2) Members and
Aaaointment of New Alternate Member
Background Summary:
The Code Enforcement Board (CEB) was created by Ordinance No. 741 on June 16, 1981. The purpose of this
board is to review infractions of the City technical Codes, negotiate compliance and impose fines for failure to
comply. The Code Enforcement Board is to have seven (7) regular members and two (2) alternate members,
all with three year terms.
At their regular meeting on June 24, 2014, the CEB unanimously moved to recommend that regular member
Carol Amey be moved to the alternate member position, and that Michael Hopper be moved to the regular
member position on the Board.
From January 2013 to present, Member Carol Amey has attended six (6) of seventeen (17) meetings. From
September 2013 to present, Alternate Member Michael Hopper attended seven (7) of nine (9) meetings. Please
note that alternate members are not required to attend the meeting unless they are needed to fill in for an
absent member.
Member Ty Fischer (District 4) resigned from the board leaving a vacant alternate member position. There is
currently one (1) application on file for this board from Ocoee resident Robert Minarcin.
Issue:
Should the Honorable Mayor and City Commissioners consider moving regular member Carol Amey to the
position of alternate member, and that Michael Hopper be moved to the regular member position on the Board,
and consider the appointment of Robert Minarcin to serve as alternate member on the Code Enforcement
Board with a term ending June 2017?
Recommendations
Staff is recommending that the Honorable Mayor and City Commissioners consider moving regular member
Carol Amey to the position of alternate member, and that Michael Hopper be moved to the regular member
position on the Board, and consider the appointment of Robert Minarcin to serve as alternate member on the
Code Enforcement Board with a term ending June 2017.
