Background Summary: A city's street network commonly evolves over time as new areas are developed and traffic flows respond to these changes. In western Ocoee, one result of this evolutionary process is the ambiguous use of "Maguire Road" as a common name for what is actually a collection of streets with different official street names. According to the historical record, the Maguire Road name stops at the Marshall Farms Road intersection. The segment from that intersection to the Geneva Street intersection is actually a continuation of Marshall Farms Road, which existed before Maguire Road was extended north from its previous terminus at SR 50. Continuing north from the Geneva Street intersection, the official name is South Kissimmee Avenue, which is one of the originally platted streets of the Town of Ocoee. Near the railroad spur crossing further north, South Kissimmee Avenue continues straight and Maguire Road Extension branches to the northwest, which is the result of the "Extension" being the most recently constructed roadway. H.M. Bowness Road starts at the railroad grade crossing and runs north to the Franklin Street intersection. This name was assigned to the northernmost street segment due to the use of the railroad as a street numbering break point and the desire to avoid having North Maguire Road and South Maguire Road addresses. The name also recognized an important local family. Orange County 9 -1 -1 advised the city in 2013 that the Maguire Road Extension name must be eliminated, as it conflicts with street naming rules that preclude the use of the same root name for multiple streets. The agency is also concerned about the city's posted street name signs differing from the actual property addresses being used. City staff worked with the agency to develop a plan for officially transitioning the city's addressing system to use of Maguire Road as the name for the entire length of this street, from the southern city limits near Gotha and Windermere to the Franklin Street intersection, where the Ocoee - Apopka Road name begins. In order for the address numbers to be logically continuous on the segment north of SR 50, re- addressing 19 properties will be required. Issue: Should the City Commission approve staff's proposed renaming /renumbering of properties along what is now a sequence of street segments with different street names and numbering patterns? 1 Recommendations Staff recommends the City Commission authorize the city to undertake re- addressing of what is now commonly known as Maguire Road but is actually a sequence of five street segments with different names and number ranges. Each of these segments will be renamed as Maguire Road and address numbers modified, where necessary, to provide a continuous progression in street addresses. (Numbers will increase from 0 as one travels south from Franklin Street.) Under the proposed plan, Marshall Farms Road will end at the Tee intersection with Maguire Road, with the Maguire Road name continuing to the Geneva Street intersection. From there, the southern end of South Kissimmee Avenue will be renamed as Maguire Road to the point where the existing Maguire Road Extension segment begins. The "Extension" street type designation will be removed from this next segment, which extends to the railroad grade crossing where the H.M. Bowness street name now begins. The H.M. Bowness segment will be renamed in its entirety as Maguire Road. These changes will officially implement the existing local custom of using the Maguire Road name for the previously separate streets that now have a right -of -way flow which differs from the official names. As another matter for consideration, staff recommends renaming the street now known as Silver Star Road Extension to become Bowness Avenue. This will remove the issue of having two streets with the same root name (i.e., Silver Star Road and Silver Star Extension) and continue the assignment of the Bowness name to a city street. Changing from "H.M. Bowness Road" to "Bowness Avenue" should be sufficient to prevent confusing the old segment of Maguire Road with the new location of the Bowness name. No properties will need to be re- addressed, as none use the Silver Star Extension name. Staff does not propose to correct the discontinuous addressing that exists on the segment of Maguire Road south of SR 50, as some of these properties are in unincorporated Orange County. Prior to any implementation that may be authorized by the City Commission, staff will provide written notification to the affected property owners and conduct an informative public session in the Commission's Chambers to receive input and comments. Staff will return to the City Commission for approval of any modifications to the re- addressing plan that may arise out of that public input process. Financial Impact: The only cost to the city for making this change is staff time and postage costs for notification.
