of $17,229.00.
Background Summary:
It is vital for the city to be able to recover its data and computer operating software whenever a fatal
failure has occurred. As part of the program of building a more robust computing environment, the City
Commission authorized the purchase of additional data storage units that could be shared by all
computer servers. Support Services staff discovered in March 2014 that long- established processes for
producing data backups were incomplete in coverage and failing to produce usable backups when the
system was reporting successful completion. Since then, department staff has been working to get the
city's data and computer backup operations fully functional and is now able to generate a complete
backup. However, it is now apparent that our data storage resources are inadequate to provide long-
term backup storage, in large part due to the rapid adoption of document scanning and image storage
practices by city departments. It is not uncommon for data stored on city devices to increase by 10 GB
per day. Under state law, scanned images must meet the requirements established many years ago for
microfilm, which precludes the use of file compression techniques to reduce the size of images.
Due to our data storage requirements (14 TB), it now takes more than 24 hours to make a single day's
data backup on our old tape storage device, so we had to switch to disk drive storage. We have 17 TB
of backup storage provided through two portable disk drive arrays, which is sufficient to make one
complete backup at the end of each week, with the following six days being stored as incremental
changes to the original version. We have learned, though, that bad data files are not always quickly
discovered, so a longer backup retention period is needed to ensure reliable recovery.
One strategy for increasing the backup storage capacity is to eliminate duplicates, which is the result of
multiple people saving the same file or it being stored in multiple locations by a single person. To do so
requires a data backup appliance, which is a single - purpose computer attached to a large disk drive
array. After extensive reviews of several leading products, including those from EMC, Exeblox, Exegrid,
HP, and Dell, staff has identified the Quantum DXi4700- series product line as the most cost effective
option. It provides fast performance in an expandable form at the lowest cost.
Staff also plans to acquire a separate e-mail backup solution at a cost of about $5,000 that will similarly
compress e-mail files by eliminating duplicates (both the a -mails themselves and their attachments) that
will off -load this part of the data backup process while also making it much easier to respond to public
records request through advanced search mechanisms. This e -mail archive mechanism will also reduce
the size of user mailboxes while not affecting their ability to recover old e -mails from their desktop

Outlook client. This part of the data backup plan does not require specific City Commission authority, as
its acquisition falls within the existing purchasing rules and prior City Commission action to allow up to
$30,000 in current funding to be used for data backup purchases. The Quantum data backup appliance
purchase does go beyond the existing authority granted to staff for this purpose.
In order to maximize the ability to backup city data and server software, staff plans to explore the
consolidation of servers at City Hall with a data recovery center to be located in the Police Headquarters
Building, which has a secure server room and backup generator. This design will be possible due to the
migration to the Centuryl-ink managed network. Funding to construct the data recovery center, which will
permit staff to immediately deploy application servers should the primary unit fail, is included in the FY
2015 Budget Request.
Issue:
The city needs to immediately increase its backup data storage capabilities by acquiring a Quantum
DXA700- series backup data appliance.
Recommendations
Staff recommends that the City Commission authorize the purchase of a Quantum DXi4701 backup data
appliance with deduplication capabilities, an initial storage capacity of 19TB, staff training program, and
technical support services for a total cost of $17,229.00. This unit is sufficient to provide a 45 -day data
and server software backup retention process. This unit can process data at a rate of almost 6 TB per
hour and is expandable through the addition of data storage modules as the city's needs increase.
Competitive price quotes were secured from several vendors; the CDW -G price for the Quantum unit
was the lowest cost proposed. For comparison, the price from Dell was $28,000 and from HP was
$23,500. In addition, city staff was able to negotiate the purchase of a 19 TB Quantum unit for the price
normally paid for an 11 TB unit.

Financial Impact:
The cost of the unit is $17,229.00 from CDW -G, which is an established governmental contract provider
routinely used by the city. This cost will be covered by the existing General Government Computer
Hardware /Software budget line item (Account No. 001 - 516 -00- 5235). By using this funding source,
some replacements of older desktop computers may be delayed until October.
