MINUTES OF HUMAN RELATIONS /DIVERSITY BOARD
REGULAR MEETING HELD August 7, 2014
CALL TO ORDER
Chairman Dawkins called the meeting to order at 7:07 p.m. in Room 109 of City Hall,
150 North Lakeshore Drive. Following a moment of personal reflection, the board
pledged allegiance to the flag. The clerk called roll and determined there was a
quorum present.
PRESENT: Chairman Dawkins, Chair -Elect Calloway, Past - Chairman Hopkins, Members
Boudokhane, Foster, Freeman, Maxwell, Ruiz, and Singh
ALSO PRESENT: Staff - Liaison Joy Wright and Recording Clerk Westberry
ABSENT: Members Daily (A /E), McKenzie (A /U)
BUSINESS FOR DISCUSSION
APPROVAL OF MINUTES
July 10, 2014
Member Maxwell commented he was not pleased with the public distribution of his
PowerPoint document. He felt it was proprietary information and not for public
distribution. He stated he will not disclose the final product in the future. Staff- Liaison
Wright responded that her understanding is anything presented at a public meeting is
public record. Recording Clerk Westberry responded with the same understanding but
will check with the City Clerk.
Minutes of the July 10, 2014 meeting were accepted as written.
COMMENTS FROM CITIZENS/ PUBLIC
None
BUDGET UPDATE
Staff - Liaison Wright informed the board that the current balance as of the end of July
2014 is $3,471.38, with no outstanding expenditures.
CEMETERY OPTIONS
Director Butler was unable to attend the meeting.
FIESTA DE COLORES
Staff - Liaison Wright distributed a current list of vendors and current list of donations.
(Exhibit A). She further added the "task list" items are on schedule, unless the board has
questions or wants to report what they have accomplished in terms of the Fiesta De
Colores. Staff - Liaison Wright stated the radio sponsor, 98.1 Salsa Heat, will provide a
bilingual DJ from 12:00 p.m. to 2:00 p.m. She further explained that the Salsa Heat
amateur group has agreed to do two performances at a cost of $50. Member Freeman
asked what the board needs to work on. Staff - Liaison Wright responded the need of a
bilingual DJ and door prizes. She further added Member Maxwell mentioned he would
reach out to Nelson Tent's.

Member Maxwell stated there should not be a problem in obtaining the needed tents.
Member Singh arrived to the meeting at 7:24 p.m.
Staff - Liaison Wright asked for a volunteer to find a DJ. Member Singh volunteered to find
a DJ. Chairman Dawkins suggested the need to reach out for more entertainment.
Member Ruiz asked if any Hispanic churches have been contacted. Member
Boudokhane advised she was reaching out to area churches but has plans to move out
of state and will not be able to complete the task. Chairman Dawkins asked Member
Ruiz if she would like to take on the task of contacting Hispanic churches. Member Ruiz
agreed. Chairman Dawkins stated at this point the board will work on finding a bilingual
DJ, obtain more entertainment and search for door prizes. Chair -Elect Calloway
suggested to make sure the DJ will be available from 1:00 p.m. - 4:30 p.m. Past -
Chairman Hopkins suggested making sure that the radio group knows that there will be
a stage, so they will not have to work from their van. Discussion ensued concerning
flyers and posters. Chairman Dawkins stated that at the next meeting, the board can
decide on schedules.
Chairman Dawkins suggested rescheduling the September 4 HRDB meeting to
September 1 l t", due to the Labor Day weekend.
Chair -Elect Calloway, seconded by Member Boudokhane moved to reschedule the
Se ptember 4th meeting to September 11th Motion passed un animously.
INTERNATIONAL CULTURAL DAY
Member Maxwell shared that the subcommittee is on track and continuing with what
they were tasked to do. Recording Clerk Westberry requested the need for future
subcommittee meeting dates in order for public display. Member Maxwell stated he
read an article from the West Orange Times that the City of Winter Garden is having a
cultural festival. Member Maxwell asked board members if they felt it is necessary to
continue on with the plans of an International Cultural Event. Past - Chairman Hopkins
read from her cell phone the article. Member Maxwell voiced concerns about the
Ocoee City Commission supporting the idea of a cultural event. Chair -Elect Calloway
asked Member Maxwell if he felt that after the work is completed, could the city
commission still not approve the cultural event. Member Maxwell replied that there are
no guarantees the commission will approve the event. He further added that the
feeling he gets is the same old cold wave of "no money ". Member Maxwell asked
again if the board wants him to continue with the International Cultural Event. Member
Foster voiced she did not want to stop marching toward the mission and feels it does
not have to be a competition. Member Boudokhane voiced she felt the board should
not give up. Member Maxwell stated again he will not make the mistake again, of
giving up his hard work to be published. Chairman Dawkins agreed that she felt more or
less the "playbook" was given out. Discussion ensued concerning the event and time of
year to have the event. Member Maxwell stated he was prepared to talk with the
board about a proposal to present to the commission at budget time, but because of
the Sunshine Law he does not want to throw out these numbers and it be made
available before he has a chance to go before the commission. Discussion continued.

Chairman Dawkins stated she felt the board should still move forward with the
International Cultural Event.
MLK
Chairman Dawkins noted that a keynote speaker has been confirmed. Staff - Liaison
Wright confirmed Sisaundra Lewis has agreed, and had no further updates to report
about MLK. Chair -Elect Calloway stated Pastor Dorsey agreed to offer the invocation.
Commissioner Keller arrived to the meeting at 8:18 p.m.
ESSAY CONTEST
Staff - Liaison Wright stated that information has been e- mailed to the schools, but she
has only heard from two schools that had placed the essay contest on their curriculum.
Chairman Dawkins stated she still felt it to be a good idea for board members to visit
the schools to promote the essay contest. Member Freeman suggested coming up with
a theme in order to present to teachers and students. She further requested from Staff -
Liaison Wright a list of schools the board needs to visit. Staff - Liaison Wright stated she
would provide the requested information.

QUESTIONS /COMMENTS
Member Boudokhane voiced her concerns about the anonymous letter that board
members received by mail, concerning racism at the Ocoee Police Department. Past -
Chairman Hopkins replied that the anonymous letter is an H.R. matter and felt the HRDB
should not interfere. Member Maxwell informed he felt there was a lot more implied in
the letter than meets the eye and felt the City should take a serious look at it.
Commissioner Keller stated he understands there is an ongoing investigation.
Member Maxwell asked Commissioner Keller's opinion about the board moving forward
with plans of an International Cultural Event since Winter Garden has executed a similar
event. Commissioner Keller stated the board needs to decide if they are still
devoted /interested in moving forward. He further explained that the board needs to
come before the commission, especially at the upcoming budget workshop and ask if
there is room in the budget now or possibly in the future. Member Maxwell informed
Commissioner Keller of the preliminary plans for an International Cultural Event.
Discussion ensued and the board would like to see Ocoee be known for an event like
an International Cultural Event instead of the Ocoee Massacre. Commissioner Keller

voiced his frustration that in the Florida Historic Capital museum, the only mention of
Ocoee is about the massacre. Staff- Liaison Wright stated she would reach out to the
museum about updating images and language about the City of Ocoee, and possibly
display the information as, Ocoee then and now. Discussion ensued.
Staff - Liaison Wright presented a plaque to Past - Chairman Hopkins for her service as
chairman.
