Parker, District 4 RE: Preliminary/Final Subdivision Plan of McCormick Woods Phase 3 ISSUE Should the Mayor and City Commissioners approve the Preliminary/Final Subdivision Plan for McCormick Woods Phase 3 Subdivision? BACKGROUNDMISCUSSION McCormick Woods Phase 3 subdivision is a continuation of the previously approved McCormick Woods (Phase 1 & 2) residential subdivision. McCormick Woods is located on the south side of McCormick Road between the Western Expressway (S.R. 429) and Ingram Road. The subject property is currently undeveloped and is sparsely vegetated with cherry trees, pine trees, and other varieties. Most of the surrounding land is either residential or vacant. The adjacent areas to the north and east are part of the previously approved McCormick Woods (Phase 1 & 2) Residential Subdivision. Additionally, to the extreme south and southwest there are some public facilities uses such as a golf course (Forest Lake Golf Course) and a cemetery (Orlando Memorial Gardens). A future 25-acre middle school site is located adjac®-ni on the southeast side of the subject subdivision. To the east lies the proposed Ingram Estate residential subdivision. The zoning to the north is designated residential R-1A (McCormick Woods). Unincorporated land to the south is the Orlando Memorial Gardens. The remaining surrounding land to the east and west is in the City's jurisdiction and is designated residential R-1A zoning to the west (across SR 429) and R-1AA to the east (Ingram Estates). As stated above, the Preliminary/Final Subdivision Plan McCormick Woods Phase 3 will be developed as a continuation of the previously approved McCormick Woods subdivision. The Preliminary/Final Subdivision Plan proposes 30 single-family residential lots on approximately 9.86 acres. The property is zoned R-1A requiring a minimum lot width of 70 feet and lot size of 8,000 SF. Proposed land density for the project will be 3.04 units per acre. The community meeting building, amenities, and recreation facilities will be provided by the McCormick Woods (Phases 1 & 2) subdivision. Access to the proposed subdivision will be through the internal road network of the McCormick Woods subdivision. Along the Expressway, homes will have a 20-foot wide landscape buffer (Tract "A") that will be planted along the entire eastern boundary. Finally, water and wastewater will be provided by Orange County. DEVELOPMENT REVIEW COMMITTEE RECOMMENDATION: The Development Review Committee (DRC) reviewed the McCormick Woods Phase 3 Preliminary/Final Subdivision Plan on May 2, 2006. The DRC voted unanimously to recommend approval of the Preliminary/Final Subdivision Plan, as date stamped received by the City on April 21, 2006. PLANNING AND ZONING COMMISSION RECOMMENDATION: The proposed Preliminary/Final Subdivision Plan of McCormick Woods Phase 3 was reviewed by the Planning and Zoning Commission on May 9, 2006. Staff presented the Subdivision Plan and reiterated that the Plan was the final phase of the previously approved McCormick Woods residential subdivision. City Staff answered several questions regarding the future middle school and the subdivision process. All of the questions were addressed appropriately in the P&Z meeting. There was no one from the public to speak regarding this request. After finishing its deliberations, the Planning & Zoning Commission voted unanimously to recommend approval of the McCormick Woods Phase 3 Preliminary/Final Subdivision Plan as date -stamped April 21, 2005. STAFF RECOMMENDATION: Based on the recommendation of the Planning & Zoning Commission, Staff recommends that the Mayor and City Commissioners approve the Preliminary/Final Subdivision Plan for McCormick Woods Phase 3, as date -stamped received by the City on April 21, 2006.
