The elevated tank provides stability to the water system network, but will not be needed after Forest Oaks and South Water Plants are retrofitted with the two new high service pumps. The pumps will change the system from a single speed drive to a variable frequency drive system. The retrofit was previously authorized by the City Commission and should be completed and fully operational within the next three weeks. Pittsburg Tank & Tower Company is proposing to remove the elevated storage tanks at no cost to the City for the rights of salvage of the tank materials. Attached, is Pittsburg Tank's offer in the form of a letter of agreement. The tank company understands that the letter of agreement is not acceptable and that City will require its' revision. A second tank demo company, Iseler Demolition, Inc., was contacted to ascertain their interest in demolishing the tank. Mr. Doug Iseler, owner, indicated that the City should accept Pittsburg Tank's offer to remove the tank at no cost. Issue: Should City Commission declare that the Jamela Water Plant's Elevated Storage Tank as disposable surplus; and authorize City Manager to enter into a letter of agreement with Pittsburg Tank & Tower Co. Elevated Tank Division, Inc. for the demolition of the tank? Recommendations Staff recommends that City Commission declare the Jamela Water Plant Elevated Storage Tank as disposable surplus and authorize the City Manager to enter into an agreement acceptable to the City Manager and City Attorney to demolish the elevated tank at no cost to the City. Attachments: Pittsburg Tank letter of agreement. Financial Impact: The Jamela Water Plant Demolition Project was included in Fiscal Year 05/06 Budget at an amount of $145,600. This approval of this item should assure the demo project stays on budget. The dismantled tank will become the property of Pitts burg Tank & Tower Company, Inc. The job site will be left in a broom clean condition. Fire watch to be provided by others, and foundation removal is not included in this proposal. Any debris generated will be placed in containers/dumpsters furnished by Owner for disposal by others. If any part of the tank is insulated, it should be removed by others prior to our dismantling procedure. The tank owner further understands and agrees that all Federal, State, and Municipal taxes of whatsoever nature and kind that may be imposed on the contractor with respect to the products described herein shall be paid by the Owner. This contract shall be governed by the laws of the State of Kentucky, and the proper form for bringing claims shall also be of the State of Kentucky. The handling, removal, and/or disposal of hazardous or contaminated material including asbestos, fiberglass, chemicals, or any like substance that requires handling or that must be taken to a specific dump/disposal site is not included in this proposal for work submitted herein. Subsequent to the start of work, certificate of insurance covering Workman's Compensation, Occupational Disease, Employer's Liability, and Public Liability will be furnished to the Owner. PTT Elevated will dismantle and remove the elevated tank at no cost to the City. PTT Elevated will remove the tank from the site by the end of June of 2006.
