CITY OF OCOEE MINUTES OF HUMAN RELATIONS /DIVERSITY BOARD REGULAR MEETING HELD September 11, 2014 CALL TO ORDER Chairman Dawkins called the meeting to order at 7:02 p.m. in Room 109 of City Hall, 150 North Lakeshore Drive. Following a moment of personal reflection, the board pledged allegiance to the flag. The clerk called roll and determined there was a quorum present. PRESENT: Chairman Dawkins, Chair -Elect Calloway, Past - Chairman Hopkins, Members Boudokhane, Daily, Foster, Freeman, Maxwell, McKenzie, and Ruiz ALSO PRESENT: Director of Support Services Al Butler, Staff - Liaison Joy Wright and Recording Clerk Westberry ABSENT: Members Singh (A /U) BUSINESS FOR DISCUSSION APPROVAL OF MINUTES August 7, 2014 Director Butler asked that Member Maxwell's wording be changed to distribution instead of decimation. Minutes of the August 7, 2014 meeting were accepted as written with one modification. COMMENTS FROM CITIZENS/ PUBLIC None Member McKenzie arrived to the meeting at 7:05 p.m. Chairman Dawkins informed the board that she was going to rearrange the agenda and move the Fiesta De Colores after the Budget Report for consideration of Staff - Liaison Wright's need to leave early. BUDGET UPDATE Staff - Liaison Wright informed the board that the current balance is $3,486.54. FIESTA DE COLORES Staff - Liaison Wright provided the board with a current list of vendors /donations, the 2014 Fiesta De Colores event program and the task list. (Exhibit A). Staff - Liaison Wright advised volunteers were needed for the Pinatas. Member Boudokhane and Foster volunteered to manage the Pinatas. Board discussion ensued regarding door prizes. Some of the door prizes include: • Past - Chairman Hopkins will provide three, $5 coupons for Ocoee Caf6 • Member Boudokhane will donate a photo of Starke Lake • Chairman Dawkins will donate Chick -fil -A cards for free items Human Relations Diversity Board Minutes September 11, 2014 Page 2 of 4 Member Daily arrived to the meeting at 7:20 p.m. Chair -Elect Calloway, Members Boudokhane, Daily, and Ruiz volunteered to mark vendor spaces on Friday, September 26th at 10:00 a.m. Member Maxwell advised that he would contact the tent company about setting up tents Friday evening. Director Butler advised the board that in order to work the event, volunteer forms will need to be turned in. Chairman Dawkins asks Staff Liaison Wright be completed the same time members c Liaison Wright answered in the affirmative. if the walk -thru with the city electrician can e present on Friday, September 26th. Staff- Member Freeman arrived to the meeting at 7:33 p.m. Member Maxwell asked if an opening could be created to funnel people into the event so that the board would have an idea of the attendance amount. Staff - Liaison Wright added that she was not sure how to handle funneling people into the event when it is an open event. Discussion ensued concerning installing a mesh fence to block off the area of the event and for safety reasons. Chairman Dawkins noted that at prior events the Hispanic music had not been appropriate for the family event. The chairman asked Member Ruiz to alert them or tell them to stop, if the music became inappropriate. Member Ruiz stated she would do so. Staff - Liaison Wright stated she has spoken with the DJ and he knows the music should be appropriate. Staff - Liaison Wright will contact Lt. Drescher for 10 cans of paint to mark vendor spaces. Member Dawkins informed that she thought 3:00 p.m. would be a good time to do the 50/50 raffle. Discussion ensued concerning the rearranging of the event schedule. Past - Chairman Hopkins asks what type of clothing will be modeled at the fashion show. Staff - Liaison Wright answered casual wear. Director Butler advised the board that the orange construction fencing is approximately $1.00 per foot, costing around $350 to $400 for an area that is over 300 feet. Chairman Dawkins stated that she felt the fencing should be planned for next year's event. Member Ruiz advised that she reached out to several Hispanic churches and a few churches agreed to mention the event in their bulletin at no charge. Past - Chairman Hopkins noted that the only change to the schedule is the puppet show will be at 1:45 p.m. and the 50/50 Raffle will be held at 3:00 p.m. Human Relations Diversity Board Minutes September 11, 2014 Page 3 of 4 CEMETERY OPTIONS Director Butler stated the City is having difficulty finding a product suitable for the memorial. There are very few vendors in the Central Florida area. International Cultural Day Member Maxwell reported as of the September 8th, planning is ongoing and is well. He further gave a position description list. • Plan and Resources Committee • Media, Marketing and Outreach Committee • Culinary Cuisine Committee • Decoration Committee • Art, Dance, Pageantry and Entertainment Committee Chairman Dawkins provided the board with an advertisement flyer, Art from the Heart, a performing arts center that she contacted and would perform free of charge. (Exhibit B). Member Maxwell advised the subcommittee had discussed sponsors and a sponsorship letter that will be brought before the board for. approval. Discussion ensued concerning food, pageantry and dance representing each culture. Member Maxwell further informed the board of his discussion of funding with the commission. The HRDB has basically been assured of a $12,000 stipend and possibly another $10,000 will be earmarked for the HRDB. Past - Chairman Hopkins asked if the $12,000 is for the Board's total budget. Member Maxwell explained that the $12,000 is just for the event. Director Butler explained the City has two financial aid programs, one is a matching grant program called Most Valuable Partner (MVP) with an allocation of $12,000 per year and Community Grant Program with an allocation of $10,000 per year. Originally discussed during the budget meeting is that the MVP $12,000 would be targeted for the International Cultural Exposition. He further explained the City would like to see the HRDB: • Reach out to other groups and find partners experienced in creating large events. • Identify two culture areas to emphasize and work with. Member Maxwell presented to the board information he addressed with the commission (Exhibit C): • Concerned Citizens Dedicated to Change in Ocoee • Budget Questions for Commissioners' Clarification Further discussion ensued deciding May, 13th and 14th of 2016, as tentative dates for the International Cultural Event. Member Boudokhane presented a bouquet of flowers to Member Maxwell for his hard work on obtaining the $12,000. Your guidelines were as follows: a. Do some more fact finding and refining of the concept and report back to us your findings; b. Develop a more definitive cost structure in light of the slower economic times; c. Coordinate as much as possible with neighboring municipalities to determine their willingness to support the event; without giving -up its ownership. During the interim period the Human Relations Diversity Board (HRDB) formed a Sub - Committee and tasked it with the responsibility to: a. Research, Design and Develop a program, which would encompass all facets of a multi - cultural festival to be hosted by the City of Ocoee recognizing those traits, customs, traditions and heritages of each ethnicity represented throughout our community. b. Be prepared to present the operational concept of the Festival to the City's leadership for review, evaluation and approval. c. Upon approval of the Festival by the City Commission, conduct the event for the education and enjoyment of all citizens; and provide information to the Media to be widely publicized in such a manner as to enhance Ocoee's Corporate Image on a local, state, national and international platform; emphasizing "Ocoee Then compared to Ocoee NOW!!!. " We began this quest by asking the following question: "Ocoee, How Is Your Corporate Image ?" We made a brief visit to the world- wide -web, the internet. We, just as you will be, were completely dismayed by what is there. Presently, we are an Advisory Board in function, appointed by you, to serve at your pleasure. That being said, we are also Tax Payers, Property Owners; and most of all, we are registered Voters. As such, we call on you, our elected officials, to take a "Leadership Role," and empower us through the allocation of sufficient resources to realize this important event as a counter - measure to off -set the "very negative images" depicted of our city on the internet, available for world -wide viewing, as the place of "The Ocoee Massacre." There are numerous formats of social -media such as Facebook, YouTube, Pod Casting, Blogging, Tweeting, to name a few, being used 24/7 to convey to the world, the very negative headlines from ninety -five years ago as follows: 1. The Wikipedia, the free encyclopedia; 2. "90 year -old looks Back On Uncle's Lynching - Orlando Sentinel; 3. Constructing Public History: The Case of July Perry.....and: Ocoee, Florida: Remembering "The single bloodiest day in modern..... These are just a few glaring negative news articles which are displayed continuously about our City. If you visit our local Orange County Museum, The Florida Historical Museum and educational institutions throughout the region, you undoubtedly will encounter the widely publicized negative images portrayed of our City in graphic words and pictures. You Commissioned us in an Advisory Role to: a. Assist the City Commission in educating the community through projects devoted to the elimination of prejudice, racial tension, intolerance, or discrimination; b. Foster mutual understanding and respect among all persons emphasizing the positive impact that diversity brings to the City of Ocoee; c. Facilitate communication between the City Commission and citizen groups, individuals, and businesses; d. Serve as an informational conduit to the community at large; and assist the City Commission and staff, as requested. Commissioners and Mayor, each time you are approached with the proposition of providing resources for the conduct of a culture (Race Relations enhancing) event; your first response is that there is a lack of funds. It is at this juncture that I must ask each of you: a. Have you made yourselves aware of the "ludicrous information that has been posted, and is currently being circulated on the Internet" which portrays the City of Ocoee as the staging grounds for, "The Ocoee Massacre of 1920 ?" Has any one of you stopped to assess the impact of that negative publicity on your ability to attract corporate America to our City? b. We hear our residents speak daily of "the economic progress and development being realized in the City of Winter Garden." But do you hear the same message and are you really listening to what is being said? I briefed the concept of an Inter - Cultural Expo to you in March of 2012. You elected not to move forward with it. During the week of 17 July, 2014, the West Orange Times announced that the City in conjunction with a sponsorship of the Florida Film Academy would, on 1 -2 November this year, present for the first time in West Orange County, The Winter Garden Culture Festival. (Introduce West Orange Times Article at this time). Their proposed program is a mirrored image of everything that I presented to you for your consideration and evaluation and approval more than two years ago. What will the Cultural Exposition mean towards enhancing our City's Corporate Image? The planning and execution of the International Cultural Exposition will represent the culmination of more than two years of professional event management and planning effort by dedicated career professionals. Each component of the Event will be designed to be media attracting at all levels of presentation by showing a contrasting and noticeable difference of "Ocoee Then vs. Ocoee Now." PROJECT SYNOPSIS (OVERIVIEW): Friday Evening: The initial opening act will be an evening ceremony of approximately 3 -hours duration, to be held in the Lakeshore Center. This segment of the Event is one which introduces the Program in scope to our visitors. Visitors will consist of all dignitaries, politicians, educators, business leaders and lawmakers from throughout the local area, county, central Florida and the state. Our chosen Theme for the occasion is: "Striving for Unity throughout Our Community." The evening session will be highlighted with a renowned Keynote Speaker, with refreshments served after. This segment is designed to set the stage for the main event which will take place the following day. Saturday Morning: The day's event begins with Vendors Move -In and Set -Up, concurrent with the formation and procession of the Multi - Cultural Parade of Artistic Groups, businesses, floats and Marching Bands from our Middle and High Schools. The parade arrives on the field to a gathered crowd of eager spectators interspersed between a displayed line of Food Trucks along Lakeshore Drive, laden with delicate morsels of internationally flavored Cuisine for tasteful snacking for the casual diner on the go. On the opposite side of the field at Bill Breeze Park, the Event takes on a more prominent look with a promenade of business entities among which will be an amalgamation of the areas' top restaurants forming, "The International Cuisine's Restaurant Row." The Saturday morning ceremony will closely mirror Friday's indoors opener. The main stage will be the focal point of observation and activities. It will be decorated in an International flair of flowers, shrubbery, buntings and Flags displayed in the normal protocol. Around the perimeter of the Main Stage, there will be a display of fifty flags, representative of each and every (Nationality, Ethnicity) who is identified by the U. S. Census Board as a resident citizen of the City of Ocoee. The Opening Ceremony will begin with Standard Protocol: • A Call To Order • An Invocation • A Presentation Of Our National Colors & A Live Rendition of The National Anthem • A Welcome Extended To The Guests and the Public • Recognition of All Visiting Officials • A Mayoral Proclamation • An Opening Declaration and the fun commences. Maxwell Human Diversity Relations Board Sub - Committee Chairman, International Cultural Expo 150 North Lakeshore Drive Ocoee, Florida 34761 -2371 SUBJECT: Budget Questions for Commissioners' Clarification Dear Commissioners: During the Budget Workshop Review held on 21 August 2014, there was a discussion raised regarding the allocation of certain previously earmarked funds to the Human Relations Diversity Board (HRDB) for the purpose of Planning and Hosting an International Cultural Exposition (ICE). Said Event was to be held in fiscal year 2016 using the Bill Breeze Park combined with the scheduled use of the Lakeshore Center as the chosen Venue. In the discussion that resulted, Commission Johnson identified two earmarked funds in the amounts of $12,000 (MVP) and $10,000 (CMA), respectively, already contained in this year's Budget Proposal that were set -aside for the support of community activities with specific attention being devoted to the Community Merit Award (CMA) program. The conglomerate of said ear marked funds was proposed as a diversionary source of funding for use by the HRDB. Said funds would be set -aside for the Planning and Conduct of the above referenced Event, which would have represented an aggregate total of $22,000.00 of Tax Payers' Dollars. The above proposition received opposition from Commissioner Wilsen in that she felt that it was essential to maintain the amount of $10,000 in the Budget for the purpose of supporting the Community Merit Award Program. So the questions which have arisen around the topic of Community Merit Award are as follows: a. What are the eligibility criteria of a community to qualify for this award, and what is the selection process? b. Do communities over watched by Home Owner Association (HOA's) qualify as an eligible recipient of these awards? c. What are the on -going programs in the community that can, or will be considered for a merit award? d. Where and when is this program advertised so that the entire community may compete for funding grants? e. Are grants available to be made to individuals, or are they restricted to businesses and corporate entities? There were other considerations and inquiries made by the Commissioner and Mayor in terms of the suitability of proposed dates to host the Event. The Sub - committee discussed in great details, the consolidation of all ethnically related events into one major presentation in January of each year. The majority consensus was that each event was historically related to a specific and given set of conditions and circumstances existing at the time of its declaration. • MLK Holiday: 15 January each year is a nationally celebrated, congressionally established, and should not be debased through the attachment of events of lesser meaning. • Black History Month. Established in 1926 and designed to recognize outstanding contributions made to education, science and the advancement of this country by African Americans. • National Hispanic Heritage Month. Established in 1968 via Congressional and Presidential Proclamations to recognize the achievements of Hispanic/Latinos in this country. We believe that the City has made significant strides forward in Human Relations in a highly diversified culture and society. To diminish either of the above events by subordinating them to what some might misconstrue as a departure from tradition could render a negative impact on what otherwise has been proclaimed as outstanding and bold moves forward in Race Relations by the City of Ocoee. We recommend maintaining the status quo as it relates to changing or overshadowing the events listed above by convoluting them into an "all -in -one" attempt to reinforce our future Corporate Image in the eyes and minds of would be corporate investors in our City. Finally, we believe that the "creation of a next generation corporate park along the 429 corridor," is directly and inherently related to the City' Corporate Image. Research has shown that corporate America does not and will not invest in areas with an ambiguous or ill- defined past. We strongly believe that by supporting the success of the proposed International Cultural Exposition, the City can enhance its Corporate Image through demonstrated examples of positive multicultural interface and diversity which embraces all trends for future growth and development within our boundaries. We further believe that you're investing in this very progressive and positive cultural exposition will offer a greater Return on Investment than a few dollars selectively spent throughout a few chosen sub - divisions and communities.
