Background Summary:
City's Commercial & Multi-Family Contract with Onyx Waste Services will expire at the end of August 2006. City
will have the option of e~1ending the Contracts for another two (2) years or negotiate a limited term service with the
current hauler. In a work session held on October 19. 2005. staff presented the available options to the City
Commission regarding the commercial and multi-family garbage requested direction from City Commission. Staff has
determined that either the out-sourced or the in-house options are feasible and effective. and therefore. is requesting
direction from the City Commission regarding the available options. This staffreport sets forth the details in regards to
the options for the commercial solid waste operation. funding strategies and contribution to residential curbside. and the
required increase for commercial rates. Staffwill make a PowerPoint presentation on the details of the commercial solid
waste plan and provide copies of previous discussion items.
Issue:
Consideration of the commercial franchise operations.
Recommendations
Staff requests (1) direction from City Commission on options available to the City for commercial solid waste services.
(2) direct staff to bring back a resolution to establish new commercial rates effective September L 2006. (3) direct staff
on funding contribution level to residential curbside operation. and (4) in an in-house operation is selected. approve
purchase the commercial solid waste trucks and bins as recommended by staff in the mid-year budget.

Financial Impact:
Either the in-house or out-sourced operation options will be feasible and effective. Under either scenario. the current
rates will to be increased by a resolution effective September L 2006. City Commission to provide direction to staff on
contribution level from conunercial operation to residential curbside operation as outlined in presentation to City
Commission during the October 19.2005 work session.

Commercial Solid Waste Service Options
ISSUE
Should the Honorable Mayor and City Commission consider the options available for the commercial solid
waste service, direct staff to bring back a resolution for the increase in commercial rates, and provide direction
on contribution to residential curbside, and if the in-house option is selected, direct staff to proceed with the
purchase of commercial solid waste trucks and bins as outlined in the mid-year budget adjustments?
BACKGROUNDIDISCUSSION
The Commercial & Multi-Family was awarded in August 2001 to Onyx Waste Services of Florida, Inc. City
Resolution 95-13 (copy attached) established the commercial rates that can be charged to commercial customers
within the City limits. The commercial franchise fee is 200.10.
City's Commercial & Multi-Family Contract with Onyx Waste Services will expire at the end of August 2006.
City will have the option of extending the Contracts for another two (2) years or negotiate a limited term service
with the current hauler. In a work session held on October 19,2005, staff presented the available options to the
City Commission regarding the commercial and multi-family garbage requested direction from City
Commission. Staff has determined that either the out-sourced or the in-house options are feasible and effective,
and therefore is requesting direction from the City Commission regarding the available options. This staff report
sets forth the details in regards to the options for the commercial and multi-family solid waste operation,
funding strategies and contribution to residential curbside, and the required increase for commercial rates. Staff
will make a PowerPoint presentation on the details of the commercial solid waste plan and provide copies of
previous discussion items.
Staff will make a PowerPoint presentation to the City Commission on the details of the commercial solid waste
plan which include the following items:
. Current Commercial Franchise operation, fees, and rates
. Contributions level to residential curbside and/or general fund
. Rate study and recommended rates (actual new rates to be established in a future meeting)
. Staffing & equipment if the in-house option is selected
RECOMMENDATION
Staff respectfully requests that the Honorable Mayor and City Commission to (1) consider the ayailable options
and provide direction to staff, (2) direct staff to bring back a resolution to establish new commercial rates
effective September 1, 2006, (3) direct staff on funding contribution level to residential curbside operation, and
(4) if the in-house option is selected, direct staff to proceed with the purchase the commercial solid waste trucks
and bins as outlined in the mid-year budget.
