Background Summary:
An automated fingerprint system would greatly reduce the time it takes to take fingerprints and the turn around time
for fingerprint checks. The system can be used to print police applicants. The system could also be used for
fingerprinting people who come into the station for fingerprints for various purposes, as well as for fingerprinting
children and elderly adults to aid in missing persons investigations.

ISSUE
Should the Honorable Mayor and Board of City Commissioners authorize the use of not more than $20,000.00
from the police forfeiture account to purchase an automated fingerprint scanner, computer, and related
equipment?
BACKGROUNDIDISCUSSION
The police department wishes to purchase an automated fingerprint scanner, computer, and related equipment
with police forfeiture funds. An automated fingerprint system would greatly reduce the time it takes to take
fingerprints and the turn around time for fingerprint checks. It currently takes several months to process the old
style paper and ink form of mailed in fingerprint cards. The new automated scanning system allows the prints to
be sent, classified, and searched for matches electronically obtaining results in days or a few weeks. The system
can be used to print police, fire, recreation, and other City employment applicants. The system could also be
used for fingerprinting people who come into the station for fingerprints for various purposes.
The police department recently received a $5,000.00 grant from West Gate Resorts to purchase a Community
Affairs trailer. This automated fingerprint scanner, computer, and related equipment could be used in this trailer
as well for fingerprinting children and elderly adults to aid in missing persons investigations.
The Portable ID 500 automated fingerprint system from Cross Match Technologies in Palm Beach Gardens
Florida is on the State of Florida purchasing contract. There are over 100 users of this system in the state of
Florida. It is recommended that a printer and monitor be purchased for the three locations this system will be
used. The cost ofthe scanner, computer, monitors, printers, one (1) year maintenance totals approx $18,380.00.
There is $76,537.48 in the police forfeiture account.
