Background Summary:
On February 9, 1999, Ordinance No. 99-09, was adopted requiring nine (9) members that must be City residents
for the Planning and Zoning Commission and five members are needed to meet the quorum requirement.
Due to the election of Joel Keller to the City Commission, he resigned from the Planning and Zoning Commission
causing one vacant position on the board with term ending February 2008. The board currently consists of eight
(8) regular members. Three (3) applications were received with interest in serving on this board.
Issue:
Should the Honorable Mayor and City Commission appoint Teska Dillard, Shelly Simon, or Conrad Taylor to fill the
position, formerly held by Joel Keller, on the Planning & Zoning Commission with term ending February 2008?
Recommendations
Staff recommends that the Honorable Mayor and City Commissioners appoint either Teska Dillard, Shelly Simon,
or Conrad Taylor to the Planning & Zoning Commission.

Law school facility in downown Orlando. A multi-four-story 160,000 S.F. concrete and steel composite structure
with exterior brick, metal wall panel, stuuco and curtainwall window system. As Project Manager, responsibilities
included overseeing all operations (i.e., preconstruction, field operations, engineering, purchasing, accounting and
cost) staffing and profit/risk management for this project. Schedule completion of the College of Law is

individuals in the preparation of materials for sales presentations. Lead and coach team members in the delivery
of sales-presentations and interviews. Negotiated final contract terms and agreements for various project accounts.
Network with owners, architects and political officials to increase the company's exposure within the business
community.
Formulate the development of the Annual Business Plan (i.e., sales forecast and profit plan of $1.5 million in
gross sales earnings) $40 to $60 million in sales volume. Develop and implement the profit and risk management
plan for project accounts. Communicate with management and operations to identify business unit's contractual
risk obligations. Develop and update sales reporting documentation (i.e., sales lOR's, 4-quarter sales forecast,
lead log, and bluebook). Obtain and monitor insurance and bond requirements for project accounts. Assist clients

Served as the owner representative for a $69 million Women's Ambulatory Care Center Project. Planned and
coordinated the preconstruction, construction and post construction activities between hospital administration,
architect/engineering consultants and the construction manager. Submitted and developed information to prepare
for JCAHO and State of Pennsylvania reviews. Coordinated with the Construction Manager the relocation of
existing site parking, utilities, medical oxygen storage tanks, and relocated existing hospital loading docks.
Organized the construction of temporary space for labs and administration offices. Worked with the CM to
demolish a 50,340 S.F. research facility and constructed a new 226,915 S.F. addition. Program for the new
addition included a radiation oncology center, bulk storage, admitting, a breast imaging center, surgery, pathology
labs, genetics/cytology labs, an emergency room, in-patient bed units, nurseries, labor and delivery rooms,
private physician offices and over 56,808 S.F. of renovations to existing ICU and NICU centers. The project was
completed on time and within budget. It received several architectural and building awards.
Turner Construction Company

Coordinated and directed the estimating, purchasing, engineering, accounting, scheduling, cost and construction
functions as they related to the completion of the project. Developed and managed the master progress schedule,
incorporated dates and times for owner decisions, identified procurement of materials and subcontracts, and
provided lead times for fabrication and field installation.
Responsible for conducted meetings with owner, architect and subcontractors. Assured that quality control and
safety procedures were implemented. Documented and reviewed drawings, specifications and shop drawings.
Established and monitored administrative procedures for each project identified below. Submitted payment
applications to owner and ensured payment was promptly received and properly disbursed.
Circuit City Store - Minneapolis, Minnesota
Supervised the renovation of a lump sum $1.5 million retail project, while maintaining effective relationships with
out of town owner and architect. Converted a 40,000 s.f. Children's Palace store into Circuit City Store in four
months.
Magee-Women's Hospital/Isley Building - Pittsburgh, Pennsylvania
Converted a 50,000 S.F. ice cream and processing plant into administrative offices for the hospital. The program
included concrete in-fill of existing loading dock to provide space for the information services, human resources,
and accounting departments. The project volume was $700,000, cost guaranteed.
Cost/Scheduling Engineer: Pittsburgh. Pennsvlvania
April 1990 - April 1992
Created and prepared cost reports for a variety of Business Unit projects. Served as the business unit's
independent auditor and prepared forecast projections for a number of projects. Developed various GMP
schedules on Primavera software. Project Management Control Engineer for Presbyterian University Hospital
($130 million); North Hills Passavant Hospital ($40 million); and Shady side Hospital Parking Structure ($14
million) .
