Background Summary:
Professional Engineering Consultants were awarded RFQ# 0601 at the city Commission Meeting on
December 20, 2005 for engineering design services for the Bluford Avenue Phase 1. PEC has submitted a
cost proposal for the project in the amount of $231,627.00 for final design and permitting of the project. The
project scope is located along Bluford Avenue, from Magnolia Street to Lakeview Avenue (approximately
1,800 linear feet). The proposed project includes improvements to widen roadways, improve intersections,
stormwater systems, utility systems, landscaping, hardscaping, irrigation, as well as all utility coordination.
The project includes the design of pedestrian friendly features and will be consistent with the design features
and characteristics of the recently completed McKey Street Project.
Issue:
Should the City Commission approve PEC's Proposal for Engineering Design Services for the Bluford

Recommendations:
Staff respectfully requests that the Mayor and City Commission approve PEC's Proposal for Engineering
Design Services for the Bluford Avenue Phase I.

Financial Impact:
$600,000 was budgeted in the City's Fiscal Year 05-06 CIP for design ($120,000) and construction
($480,000) to cover the cost of this project. Construction will not commence until Fiscal Year 06-07,
therefore there will be sufficient funds to fund the design and permitting phase at $231,627.00.

BACKGROUNDIDISCUSSION
Professional Engineering Consultants were awarded RFQ# 0601 at the city Commission Meeting on December
20, 2005 for engineering design services for the Bluford Avenue Phase 1. PEC has submitted a proposal for the
project in the amount of $231 ,627 for final design and permitting of the project. The project scope is located
along Bluford Avenue, from Magnolia Street to Lakeview Avenue (approximately 1,800 linear feet). The
proposed project includes improvements to widen roadways, improve intersections, stormwater systems, utility
systems, landscaping, hardscaping, irrigation, and utility coordination. The project includes the design of
pedestrian friendly features and will be consistent with the design features and characteristics of the recently
completed McKey Street Project.

Professional Engineering Consultants, Inc, (pEe), is pleased to provide this revised proposal for
professional engineering design and permitting services fOI the Bluford Avenue Phase I Pr~ject as
outlined in RF Q #0601, The project consists of the design and permitting ofBlufOId Avenue - Phase
I improvements from Magnolia Street to Lakeview Avenue (approximately 1,800 linear feet)., The
proposed improvements include roadway widening, intersection improvements, stormwater
improvements, landscape improvements, hardscape improvements, irrigation, utility cOOIdination, and
utilities improvements, The project includes the design of pedesnian friendly features and will be
consistent with the design features and characteristics of the recently completed McKey Street Project
BASIC ENGINEERING SERVICES
Following is a list of Basic Services we anticipate, as necessary, to accomplish the work required for
the referenced project
DESIGN SURVEY SERVICES
The smveyand mapping of the 1,800 foot corridor will consist of the following elements:
1.
Baseline Smvey: The baseline smvey will establish and reference three (3) baseline points in
the center of the Bluford Avenue right-of-way at the beginning, mid-point, and end of the
project The baseline points will be referenced outside the limits of the proposed construction
and will be shown on the survey drawings, The baseline will also be stationed on the ground
for use by the geotechnical consultant

2 Bench Levels: Project bench level run will be perfOlmed which will establish tlnee (3)
project benchmarks which will be based on 1929 NGVD or 1988 NA VD datum and based on
two (2) existing published benchmllIks"
3 Topographic Survey-Data Collection: The 1,800 foot cOIIidor will be surveyed to obtain all
above ground features and elevation within the survey limits, The survey limit is a conidor
100 feet wide being 60 feet east and 40 west of the centerline of Bluford Avenue, All
elevations will be obtained to ensure an accurate digital terrain modeL The topographic
sUIvey will be extended to include the two (2) llI'eas associated with the proposed exfiltration
systems The area will be situated near the Maguire House and the second area will be
determined during the project kick-off meeting , The survey will also extend 100 feet down
intersecting side str'eets
4, Utili~ Survey: A utility survey will be performed locating all accessible inverts (e,g, sanitaIy
sewer lines, storm sewer pipes, etc.), Under ground utilities will be located based on swface
markings made through the Sunshine State One Call of Florida, Inc utili~ designation
service, The location of the surface mllIkings will be included on the survey chawing
Coordination with Oeoee Utilities to accurately locate and show all pipe limits within the
project llIea and all impOItant features outside of the llIea,
5, Right-of- Way Survey: The proj ect rights-of-way will be determined in the field based on a
proper boundary survey of the adjacent blocks and platted Bluford Avenue
6 Supplemental Swvey: One (1) day of supplemental survey will be included to be used at the
direction of the engineer to address items which may llIise dUIing the survey and design
process (e ,g, establish the ground elevation at each bOling).,
GEOTECHNICAL ENGINEERING SERVICES
I , Stake boring locations and coordinate underground utili~ clearance at the site,
2" Mobilize chilling equipment and crew to the site,
3, Perform up to twelve (12) shallow hand auger bOIings along the project alignment. The
borings will be performed along 200-foot centers" This includes some contingency borings
for, potentially, additional paved areas,
4, Perform three (3) power' auger bOIings to depths of 15 feet within the proposed stOImwater
tr'eatment areas, Also, obtain soil samples for laboratory permeability testing,
5, Perform three (3) pavement cores along the project alignment.

6 Perform visual classification and required laboratory testing of the soil samples obtained from
the bmings., Laboratmy testing may include grain size, Atter berg limits and/or organic
content analyses to verify visual classification of soil types., LaboratOIY testing will also
include permeability testing on soil samples obtained from the exfiltration area
The exploration will be supervised by a qualified geotechnical engineerTegistered in the state
of Florida, and the results of the explOIation will be presented in a geotechnical engineering
report. This report will address the following items:
. Existing site conditions
· Exploration, testing and sampling methods..
· Subsurface soil conditions encounter'ed and soil classifications
· Depth to groundwater at the time of the explaration and estimated seasonal high
groundwater levels
· A discussion of general pavement/base recommendations.
· Soil pllIameters to assist in design of an ex filtration system (i.,e., typical PONDS
input pllIameters)
· Permeability test results.
· Pavement survey (existing conditions, composition, and thickness of pavement
sections) .
CIVIL ENGINEERING SERVICES
1 , Final Engineering:
A. Prepare fInal construction drawings suitable for bidding and constmction for the
required Phase I irnprovements. Design services will be provided far the following:
1) Roadway typical sections.,
2) Roadway paving, grading, and drainage improvements.
3) Pavement analysis and design
4) Signing and pavement mllIking improvements.

lighting design provided by the power company will be shown in the utility
adjustment sheets for coordination purposes.

2" Pe:rmitting Services:
The following permits/approvals are anticipated to be required prior to construction, or in
conjunction with the proposed improvements, Applications for these pe:rmits/approvals will
be completed, submitted to the City for execution, and forwarded to the appropriate regulatory
agency for processing, Coordination with the regulatory agencies will be provided during the
permit application review process, and requests for additional information as related to the
engineering issues will be addressed, Attendance at the required meetings will also be
perfmmed,

components of the project.
13 . After receipt of any City review comments on the 100% construction documents, HHI shall
make any required revisions and submit the final drawings and technical specifications to the
City.
BASIS OF PROPOSAL / ASSUMPTIONS
The following conditions and assumptions aI.e note as qualifications to the proposal
1 . This fee proposal assumes that the City of Ocoee will conduct a CCTV inspection of the
existing stOlm sewer cormection system.
2. This fee proposal assumes that the contractor will prepare a stormwater pollutant prevention
plan (SWPPP) and submit a Notice of Intent (NOn to FDEP 48 hours prior to the
commencernent of construction.

Dear Mr Wheeler:
We are pleased to present the attached proposal for Engineering Services related to the
above referenced project The Engineering Services include the design and preparation of
construction plans and specifications, and permitting assistance for the Bluford Avenue,
Phase I Improvements Project from Magnolia Street to Lakeview Street
The objective of this assignment is to provide construction documents for the construction
of a proposed new City of Ocoee gravity sanitary sewer and service laterals discharging to
the City's existing Lift Station No 26; construction of a proposed new City of Ocoee
reclaimed water main and service connections; and construction and relocation of a City of
Gcoee water main and service connections affected by the proposed highway and drainage
improvements along Bluford Avenue Based on a review of the City's water and wastewater
system atlas and a conversation with David Wheeler, Public Works Director, the City's utility
improvement requirements are as follows:
The existing water distribution main along Bluford Avenue within the project reach
consists of a 6-inch water main along the east side of the right-of-way from Magnolia
Street to Lakeview Street. The existing water main shall be relocated and up-sized
as dictated by the City. The approximate length of the water main to be relocated
is 1,600 feet
The City has no existing wastewater collection system within the project corridor.
All of the existing entities currently utilize septic systems. The proposed new gravity
sanitary sewer is intended to collect future wastewater flows from the properties
located along Bluford Avenue from Magnolia Street to Lakeview Street, discharging
into the City's existing Lift Station No 26 located in the vicinity of the City's Municipal
Complex The proposed gravity sanitary sewer along Bluford shall be designed to
allow for future extension, in so far as possible, given the depth of existing Lift
Station No. 26 and existing topography The approximate length of the proposed
gravity sanitary sewer to be designed in this phase is 1,600 feet

The City has no existing reclaimed water system within the project corridor The
closest reclaimed water main to the project area is located on Maguire Road at
Professional Parkway A proposed new reclaimed water main will be designed as
part of this project. The approximate length of the proposed reclaimed water main
is 1,600 feet.
PEC will provide the City of Ocoee with Technical Specifications, General Requirements,
and Measurement and Payment specifications which the City of Ocoee will include with their
standard bidding and "front end" documents Utility relocation plans will be prepared on the
Roadway Improvements plans base sheets which have been prepared by Professional
Engineering Consultants.

1 Copies of all information related to the existing system, including as-builts or record drawings will be provided to the
Engineer at no cost by the Client
2 It is assumed that all easements, maps and legal descriptions for proposed pipeline alignment have already been
acquired

1 Contract Specifications will utilize PEC's standard technical specifications for inclusion with the City of Ocoee's front
end bidding documents
2 Revisions at a 60% and 90% progress completion stage will be completed by PEC upon receipt of corresponding
written review comments from the City's project manager which incorporate the review comments of all relevant
departments of the City
