PEC has submitted a cost proposal for the project in the amount of $231,627.00 for final design and permitting of the project. The project scope is located along Bluford Avenue, from Magnolia Street to Lakeview Avenue (approximately 1,800 linear feet). The proposed project includes improvements to widen roadways, improve intersections, stormwater systems, utility systems, landscaping, hardscaping, irrigation, as well as all utility coordination. The project includes the design of pedestrian friendly features and will be consistent with the design features and characteristics of the recently completed McKey Street Project. Issue: Should the City Commission approve PEC's Proposal for Engineering Design Services for the Bluford Avenue Phase 1 project? Recommendations: Staff respectfully requests that the Mayor and City Commission approve PEC's Proposal for Engineering Design Services for the Bluford Avenue Phase I. Attachments: PEC Proposal. Financial Impact: $600,000 was budgeted in the City's Fiscal Year 05-06 CIP for design ($120,000) and construction ($480,000) to cover the cost of this project. Construction will not commence until Fiscal Year 06-07, therefore there will be sufficient funds to fund the design and permitting phase at $231,627.00. FAX 407/849-9401 Mr, Robert Zaitooni, P,E, January 18, 2006 (Revised F ebIUllIY 21, 2006) (Revised MllIch 9, 2006) Page 2 P-5390R2 2 Bench Levels: Project bench level run will be perfOlmed which will establish tlnee (3) project benchmarks which will be based on 1929 NGVD or 1988 NA VD datum and based on two (2) existing published benchmllIks" 3 Topographic Survey-Data Collection: The 1,800 foot cOIIidor will be surveyed to obtain all above ground features and elevation within the survey limits, The survey limit is a conidor 100 feet wide being 60 feet east and 40 west of the centerline of Bluford Avenue, All elevations will be obtained to ensure an accurate digital terrain modeL The topographic sUIvey will be extended to include the two (2) llI'eas associated with the proposed exfiltration systems The area will be situated near the Maguire House and the second area will be determined during the project kick-off meeting , The survey will also extend 100 feet down intersecting side str'eets 4, Utili~ Survey: A utility survey will be performed locating all accessible inverts (e,g, sanitaIy sewer lines, storm sewer pipes, etc.), Under ground utilities will be located based on swface markings made through the Sunshine State One Call of Florida, Inc utili~ designation service, The location of the surface mllIkings will be included on the survey chawing Coordination with Oeoee Utilities to accurately locate and show all pipe limits within the project llIea and all impOItant features outside of the llIea, 5, Right-of- Way Survey: The proj ect rights-of-way will be determined in the field based on a proper boundary survey of the adjacent blocks and platted Bluford Avenue 6 Supplemental Swvey: One (1) day of supplemental survey will be included to be used at the direction of the engineer to address items which may llIise dUIing the survey and design process (e ,g, establish the ground elevation at each bOling)., GEOTECHNICAL ENGINEERING SERVICES I , Stake boring locations and coordinate underground utili~ clearance at the site, 2" Mobilize chilling equipment and crew to the site, 3, Perform up to twelve (12) shallow hand auger bOIings along the project alignment. The borings will be performed along 200-foot centers" This includes some contingency borings for, potentially, additional paved areas, 4, Perform three (3) power' auger bOIings to depths of 15 feet within the proposed stOImwater tr'eatment areas, Also, obtain soil samples for laboratory permeability testing, 5, Perform three (3) pavement cores along the project alignment. This report will address the following items: . Existing site conditions · Exploration, testing and sampling methods.. · Subsurface soil conditions encounter'ed and soil classifications · Depth to groundwater at the time of the explaration and estimated seasonal high groundwater levels · A discussion of general pavement/base recommendations. · Soil pllIameters to assist in design of an ex filtration system (i.,e., typical PONDS input pllIameters) · Permeability test results. · Pavement survey (existing conditions, composition, and thickness of pavement sections) . CIVIL ENGINEERING SERVICES 1 , Final Engineering: A. Prepare fInal construction drawings suitable for bidding and constmction for the required Phase I irnprovements. BASIS OF PROPOSAL / ASSUMPTIONS The following conditions and assumptions aI.e note as qualifications to the proposal 1 . This fee proposal assumes that the City of Ocoee will conduct a CCTV inspection of the existing stOlm sewer cormection system. 2. This fee proposal assumes that the contractor will prepare a stormwater pollutant prevention plan (SWPPP) and submit a Notice of Intent (NOn to FDEP 48 hours prior to the commencernent of construction. The existing water main shall be relocated and up-sized as dictated by the City. The approximate length of the water main to be relocated is 1,600 feet The City has no existing wastewater collection system within the project corridor. All of the existing entities currently utilize septic systems.
