There are currently two (2) budgeted positions in tlle solid waste funds. "hich include a sanitation coordinator and an
administratiye assistant. As preyiously described in detail to the City Commission. tlle in-house residential curbside sef\-ice will
require one (1) sanitation manager and twelye (12) sanitation driyers hired oyer time. at least 30 days in adY31lCe of the tmck
deliyery dates. The twelye (12) residential sanitation drh'ers include six (6) driyers for residential garbage. two (2) driyers for
residential recycling. two (2) driyers for residential yard & bulk~' waste. one (l) claw truck operator. 31ld one (l) floating driyer.
An official budget amendment by the Finance Department will take place at mid-year: howe,-er staffing must be approyed prior to

manager 31ld three (3) driyers in March. four (~) dri,-ers in April. two (2) drh'crs in May. and three (3) driyers in Junc to effcctiycly
and smoothly transition the residential curbside sef\'ice to an in-house operation.
Issue:
Approve the necessary staffing in the Sanitation Division of Public Works to transition to an in house operation for
residential curbside service (garbage. recycling. and yard & bulky waste.)
Recommendations
Staff recommends City Commission to approve addition of one (1) sanitation manager and twelve (12) sanitation
drivers for the residential curbside service (garbage. recycling. and yard & bulky waste).

Financial Impact:
Transition is financially feasible as illustrated in the financial analysis and will require a late increase for residential
customers from current $16.00 per customer per month to $19.00 per customer per month. A mid-year budget

ISSUE
Should the Honorable Mayor and City Commission approve addition ofa sanitation manager and twelve (12)
sanitation drivers for the residential curbside services (garbage, recycling, and yard & bulky waste) consistent
with the plan to transition to an in-house operation?
BACKGROUNDIDISCUSSION
Pursuant to a City Commission Work Shop on October 19, 2005 and a City Commission meeting on November
15,2005, the residential curbside service (garbage, recycling, and yard & bulky waste) will be transitioned to an
in-house operation as soon as the collection vehicles are delivered to the City. City Commission has previously
approved the purchase of the vehicles and they have been placed on order.
There are currently two (2) budgeted positions in solid waste funds, which include a sanitation coordinator and
an administrative assistant. As previously described in detail to the City Commission, the in-house residential
curbside service will require addition of one (1) sanitation manager and twelve (12) sanitation drivers hired over
time, at least 30 days in advance of the truck delivery dates. The sanitation manager will manage both the
residential as well as the commercial collection. The twelve (12) sanitation drivers include six (6) drivers for
residential garbage, two (2) drivers for residential recycling, two (2) drivers for rear-load yard & bulky waste,
one (1) claw truck operator, and one (1) floating driver.
An official budget amendment by the Finance Department will take place at mid-year; however staffing must be
approved prior to that date in order to begin the transition process in March 2006 with a sanitation manager and
three (3) drivers. Therefore, staff is requesting the City Commission to approve addition of a sanitation
manager and twelve (12) sanitation drivers for the residential curbside service. The tentative plan subject to

Subject:. Sole Source Purchase of Garbage, Recycling,and Yard Waste Trucks
Background Summary:
On November 15, 2005, the City Commission approved the in-house operation for the residential curbside services
(garbage, recycling, and yard & bulky waste). During the meeting, staff outlined the recommended services and the
type of collection vehicles determined to be the most feasible. In order to transition in the residential curbside services
as quickly and as orderly as possible, it is vital to place an order for the collection vehicles at the earliest possible time.
Staff was unable to locate an active contract to piggyback and has determined that it is in the best interest of the City to
place a sole-source order to Nextran Corporation for the purchase of the vehicles to the City's required specifications.
The required specifications were determined based on the efficiency of operations, durability of the products, ease of
maintenance, and verification of crucial references. The recommended trucks have been in service and operated by the
City of Orlando for many years. However, the current contract between the vendor and the City of Orlando has
expired, preventing staff from a direct piggyback of the contract. The City of Orlando has been utilizing the expired
contract by using a resolution for the purchase of these vehicles annually. The unit prices proposed by Nextran to the
City are better the list prices under the Florida Sheriff's Bid List.
Issue:
Should the City Commission approve the sole-source purchase of trucks from Nextran Corporation as a sole
source vendor?
Recommendations
Staff respectfully requests that City Commission approve the sole-source purchase of trucks from Nextran Corporation
as a sole source vendor for the purchase of the City's solid waste trucks.

Financial Impact:
This item will be placed on a future meeting for approval of financing as a part of City's leased vehicles. The proposed

Sole Source Purchase with Nextran Corporation for the Purchase of Garbage, Recycling,
and Yard Waste Trucks
ISSUE
Should the City Commission approve the sole-source purchase of garbage, recycling, and yard waste from the
Nextran Corporation?
BACKGROUNDIDISCUSSION
On November 15, 2005, the City Commission approved the in-house operation for the residential curbside services
(garbage, recycling, and yard & bulky waste). During the meeting, staff outlined the recommended solid waste services
and the type of collection vehicles determined to be the most suitable for the in-house operation.
In order to transition in the residential curbside services as quickly and as orderly as possible, it is vital to place an order
for the collection vehicles at the earliest possible time. Staff has researched the type and the quantity of the required
vehicles and has determined that it is in the best interest of the City to place a sole-source order to Nextran Corporation
for the purchase of the collection vehicles based upon the City's required specifications. The required specifications were
determined based on the efficiency of operations, durability of the products, ease of maintenance, and verification of
crucial references. The recommended collection vehicles are:
Garbage - MACK LE613 Chassis with a Heil CP Python Body
Recycling - MACK LE612 Chassis with Container Systems G-S Recycling Body
Yard & Bulky Waste - MACK LE613 Chassis with Heil Compaction Body
As outlined in the presentation to the City Commission, the recommended trucks have been in service and operated by the
City of Orlando for many years. However, the current contract between the vendor (Nextran Corporation) and the City of
Orlando has expired, preventing the City of Ocoee for a direct piggyback of the contract. The City of Orlando has been
utilizing the expired contract by City Commission Resolution for the sole-source purchase of the vehicles annually. Staff
was unable to locate another active contract to piggyback for the same exact purchase price.
The price being offered by Nextran is more cost effective than the MACK Chaises currently offered on the
Sheriff s bid list and staff recommends that it is imperative to move forward with ordering the trucks in order to
be in a position to phase out the current contractor and transition in to an in-house operation as efficiently as
possible. The total cost of the garbage and recycling trucks is $1,527,788.00 with a delivery schedule of two
trucks by late March 2006, 4 trucks by late April 2006, and 3 trucks by late May 2006. The order for the yard
waste trucks will be placed at a later date for operation by the end of August 2006. The proposed prices by
The actual approval of the financing and placement of the order will be placed on a future City Commission
meeting for approval as a part of the City's vehicle leasing program.
RECOMMENDATION
Staff respectfully recommends City Commission to approve the sole-source purchase of the recommended
collection trucks utilizing Nextran Corporation as a sole-source vendor.
