Background Summary:
The City of Ocoee employs a Computerized Voice Stress Analyzer (CVSA) to help determine applicants' suitability
to become police officers. The City currently out-sources this testing. Having the CVSA in- house would allow
more applicants to be processed and would also reduce the processing time for each applicant. The CVSA also
could be used as an investigative tool for criminal cases and internal investigations.
Issue:
Should the Honorable Mayor and Board of City Commissioners authorize the use of not more than $15,000 from
forfeiture funds to purchase a Computerized Voice Stress Analyzer (CVSA) and training.
Recommendations
It is recommended that the Honorable Mayor and Board of City Commissioners authorize the use of not more than
$15,000 from forfeiture funds to purchase a Computerized Voice Stress Analyzer (CVSA) and training.

ISSUE
Should the Honorable Mayor and Board of City Commissioners authorize the use of not more than $15,000 from
forfeiture funds to purchase a Computerized Voice Stress Analyzer (CVSA) and training.
BACKGROUNDIDISCUSSION
The City of Ocoee employs a Computerized Voice Stress Analyzer (CVSA) to help determine applicants'
suitability to become police officers. The City currently out-sources this testing at the cost of$150 per applicant.
Having the CVSA in-house would allow more applicants to be processed more efficiently as well as greatly
reduce the processing time for new applicants. The cost of the system is approximately $10,000 to $12,000 and
the cost of training is approximately $1500 per examiner. The CVSA is also used as an investigative tool for
criminal cases and internal investigations. The CVSA would eliminate the police department's dependency on
outside agencies to schedule CVSA examinations and the Human Resources Department would have the CVSA
available to use for all other permitted employment purposes. CVSA equipment costs much less than traditional
polygraph equipment and is much more convenient to train with and utilize. Over 100 agencies in Florida
employ this technology. There is approximately $82,000 in the Forfeiture account.
