RE:
2005-2006 MVP Neighborhood Matching Grant Applications
ISSUE
The City of Ocoee funds MVP Grants once each year. Applications that were received for this budget year are
attached for review by the City Commission.
BACKGROUND/DISCUSSION
The City of Ocoee MVP Grants Program has been in operation for several years. The Program assists
neighborhoods and Ocoee organizations with projects that will enhance property values, educate the public,
provide cultural and recreational opportunities, or contribute to the safety and security of our residents.
This year the application cycle opened November 1 st with applications due November 30th. Funding is not
given up front, but is reimbursed at the completion of the project, applicants front the money and then get a
portion back, up to a maximum of $2,500, through the MVP Program. If an applicant does not have a funding
source, the City of Ocoee will purchase the materials and associated services for them. In this way, applicants
can start their projects immediately upon approval by the City Commission at the January 17th meeting, giving
them an additional two months to complete their project.
Below is a summary of the six applications received for the 2005-2006 cycle. Staff has reviewed each
application and has requested and received all necessary supplemental information to support these applications.
All project leaders were notified of the City Commission meeting and asked to attend to answer any specific
questions on their projects.
Sleepy Harbor: Re-landscape and beautify both entryways

Discussion re:Founder's Day Report & Citizen Survey
Chairperson Lopez-Anderson said that she and Vice-Chairman Phillip Lee Fatt were present at the last
Founder's Day Committee meeting on July 21 st, and met the new Parks & Recreation Director Vito
Petrone. She said that it was confirmed in writing that the HRDB's activities on Founder's Day would
take place on Sunday from 1 :00..5:00 p.m. and a stage would be available.
'>
Chairperson Lopez-Anderson stated the need for the board to work on the three church groups that
WOllld be participating with Klassique that day and asked Member Dillard to give an update iegarding
STAR94. Member Dillard said that STAR94 would participate at Founder's Day on Sunday, which
means tbe station's gospel host would attend. She said the only issue is that the Statioll normally pays
their talent to pelform on the weekend and the cost for two (2) hours is $200. Before the next meeting,
she plans to get with the new director to go over the issue and ask him to palticipate free of charge.
Chairperson Lopez-Anderson envisioned the Reverend beginning the events on Sunday and turning it
over to Member Phillip Lee Fa.rt, keeping things contillUouS. Member Dillard said that if they could
convince the Reverend to be there on Sunday, then their service would be free. Member Vareen said that
he attends church with Rev. Bobby Lions and will t.alk to him on behalf ofthe board. Chairperson
Lopez-Anderson reminded the board that their fllnd balance was only $750.
Vice-Chairman Le.e Fatt said it was good that we had three (3) main acts planned due to the allotted time
frame. He said the event beginning at 1:00 p.m. would allow each group 1.5 2 hours 30 minutes each and
then Klassique in the order a..<; follows:

He added that the event win be mostly musical to excite the audience; however, will intenwine with
Psalm 24: 1.
Member Dabbs stated he spoke to Chairperson Lopez-Anderson regarding having local choirs join in the
event in order to broaden their horizons even more. Discussion ensued regarding the time crunch at
. founder's Day; however, members agreed that the idea was well worth researching for future events.
Member Murray arrived at 7:20 p.m.
Member Fleming announced he had made arrangements to have the Blood Bank present on Founder's
Day, but he was not sure ifit would be better to have them on Saturday or Sunday. The board decided
that whenever they could a1..tend would be great.
Chairperson LopezwAnderson said that Gary Lewis and the Playboys were scheduled to perfom1 Friday
night, Sawyer Brown is scheduled for Saturday night with Craig Morgan and Jason Alvin. and Klassique
will perfonn on Sunday.
Member Dillard added that she had. the pictures of Klassique necessary to print posters along with a bio.
Chairperson Lopez-Anderson said they would not be putting together a big poster; however, they would
do one for Sunday's activities that they would discuss later.

for free by Alarie Design Associates. The board reviewed the samples and decided whica.logo would be
put on the front of their brochure. Further discussion ensued on the subject of rearranging sections of the
sample brochure in order to create the final draft.
It was decided that the chosen HRDB logo would appear at the top of the front and the City of Gooee logo
below that. The headings inside the brochure would be highlighted in blue, rather than green. The left
column inside would stay the same as the draft. The middle column would list the vision, the mission
statement, and the meeting times. The third column would list the responsibilities. The back ofthe
bl'ochllre would have the same left column as tbe draft and the middle column would include the section
of questions, comments, and suggestions.

grants: Community Merit Award and the Neighborhood Matching Grant Program. She suggested the
board establish a subcommittee to focus on the grants and communicate with the CityCommlssion about
budgeting money for tbe various City boards.
l\'layor Vandergrift asked if the board members thought it would be fair to ask the City to match dollar
for dollar as opposed to volunteer man-hours. AU agreed that would be great.
Chairperson Lopez-Anderson said that as soon as the changes to the brochure are made she will send it
to the members. The board's liaison would then place it on the City Commission meeting agenda at the
end of September for the Commission's blessing. Each Commissioner would receive a copy of the
brochure, strategic plan, and the flyer of Sunday activities.

I spoke to garden dept
Lowes only carries st. augustine sod
pallet sod including all taxes = $154.96
$55 delivery fee IS the same for 1 or more pallets
each piece sod 16" by"24"
150 pieces on pallet
16x24 = 384 sq inches divide 144 = 2.666 sq feet per piece
times 150 = 399.99 square feet of sod on a pallet.
so 2 pallets = 310 + 55 = 365
9 pallets = 155 x 9 + 55 = $1450
Lowes clerk said other customers tell him that Lowes charges $30 too much per pallet.
he was right - whisperwinds is 30 cheaper.

Home Security Checklist
Use this as a guide as you check your home for safety measures. Boxes marked "no"
indicate areas where you could take actiqn to improve your home's security. These are
just some of the steps you can take to decrease the likelihood that you or your home is
targeted.
Exterior Doors
All doors are locked at night and every time we leave the h6usc-cven if it's just for
a few minutes.
Doors are solid hardwood or metal-clad.
Doors feature wide-angle peepholes at heights everyone can llse.
If there are glass panels in or near our doors, they are reinforced in some way so that
they cannot be shattered.
All entryways have a working, keyed entry lock and sturdy deadbolt lock installed
into the frame of the door.
Spare keys are kept with a trusted neighbor, not. under a doormat or planter, on a
ledge, or in the mailbox.
Garage and Sliding Door Security
The door leading from the attached garage to the house is solid wood or metal-clad
and protected with a quality keyed door lock and deadbolt.
The overhead garage door has a lock so that we do not rely solely on the automatic
door opener to provide security.
Garage doors are all locked when leaving the house.
The sliding glass door has a strong, working key locks.
A dowel or a pin to secure a glass door has been installed to prevent the door from
being shoved aside or lifted off the track.
The sliding door is locked every night and each time we leave the house.
Protecting Windows
Every window in the house has a working key Jock or is securely pinned.
Windows are always locked, even when they are opened a few inchcl'l for ventilation.
Outdoor Security
Shrubs and bushes are trimmed so there is no place for someone to hide.
There are no dark areas around our house, garage, or yard at night that would hide
prowlers.
Every outside door has a bright, working light to illuminate visitors.

Floodlights are used appropriately to ensure effective illumination.
Outdoor lights are on in the evening-whether someone is at home or not or a
photocell or motion-sensitive lighting system has been installed.
Our house number is dearly displayed so police and other emergency vehicles can
find the house quickly.
Security When Away From Home
At least two light timers have been set to turn the lights on and off in a logical
sequence, when we are away from home for an extended time period.
The motion detector or other alarm system (if we have one) has been activated when
we leave home.
Mail and newspaper deliveries have been stopped or arrangements for a neighbor/
friend to pick them up have been made when we go away from home for a period of
time.
A neighbor has been asked to tend the yard and watch our home when we are away.
Outdoor Valuables and Personal Property
Gate latches, garage doors, and shed doors are all locked with high-security,
laminated padlocks.
Gate latches, garage doors, and shed doors are locked after every use.
Grills, lawn mowerst and other valuables are stored in a locked garage or shedt or if
left out in the open, are hidden from view with a tarp and securely locked to a
stationary point.
Every bicycle is secured with a U-bar lock or quality padlock and chain.
Bikes are always locked, even if we leave them for just a minute.
Firearms are stored unloaded and locked in storage boxes and secured with trigger
guard locks.
Valuable items, such as television, stereos, 'and computers have been inscribed with
identifying number approved by local police.
Our home inventory is up-to-date and includes pictures. A complete copy is kept
somewhere out of the house.
