ISSUE
The Utilities staff is following up its' December 20, 2005, reuse program update with a presentation of a draft
Reuse Resolution, which provides for assistance to customers by providing payment plans for reuse meters,
backflow device installations, and on-site irrigation connections to the reuse meter. This Resolution also
provides for a minimum volumetric charge based on the costs that the City must pay for wholesale reuse water.
Staff will be seeking direction and/or a consensus from the Mayor and City Commission on the issues covered
by this Reuse Resolution.
BACKGROUNDIDISCUSSION
The City of Ocoee is currently expanding its reuse service area by retrofitting: Waterside, Reflections, Reserve,
and Silver Glenn neighborhoods with reuse water. Under typical conditions a customer desiring to connect to
reuse must fill out an application, submit the application with fee payments, contract with a plumber to have a
backflow device installed, and to have their irrigation system disconnected from their potable water line to the
house and have the plumber reconnect the irrigation system to the new reuse meter. During all of these steps,
the customer must coordinate the plumber's efforts with the City's Utility Department for service cutoffs and cut-
ons; the backflow device tested and inspected and have the City witness the disconnection of the irrigation
system from the potable water line. If anyone item does not fall into place the customer must re-coordinate
each task or effort. Finally, it is estimated for customers to connect to reuse they will need to pay $500 to the
City for a reuse meter, $250 to a plumber for the backflow device and $350 to a plumber/irrigation specialist to
connect the irrigation system to the reuse meter.
To assist the customers with the physical undertaking to covert from potable water to reuse water, the City has
made available the Water Conservation Coordinator. He will provide applications for reuse services and assist
the customer through until completion. After the customer selects a plumber/irrigation specialist, the Water
Conservation Coordinator will coordinate all phases of work and inspections.
To further assist the customers, staff is requesting direction from City Commission by way of a draft resolution,

which provides for payment plans and on-site technical/installation assistance to the customer. If the customer
elects this service, the City will administer and directly contract and pay for the irrigation system to be
connected to a reuse meter.
Financial Analysis:
Given:
Based on City's current consumption records the Silver Glen customers average 16,130 gallons per
month, The Reflections customers will average 16,490 gallons per month and the Waterside customers
average will be 13,200 gallons per month of potable water.
Using a conservative average for all the retrofitted neighborhoods of 14,000 gallons a month with a non-
irrigation usage at 5,000 gallons:
Review:
1. A customer paying all meter/connection/installation fees would realize a monthly savings of $6.46 at
minimum flow and $12.51 at an average flow.
2. A Customer electing to enter the City's payment plan for meter and backflow device would be
subject to a monthly increase of $3.42 at a minimum flow and would realize a monthly savings of
$2.63 at an average flow.
3. A customer electing to enter into the City's payment plans would see an increase monthly fee of
$7.91 at minimum flow, and $1.86 for average flow.
4. In all cases, a customer with usages greater than 18,500 per month would see a reduction in overall
utility fees.
5. Exhibit "A" rates have been updated to account for the annual increase that went into effect with
Resolution 2003-17.
6. The City purchased reuse water from Conserv II at a rate of $0.70 per thousand gallons and has
included this within the resolution an adjustment to the rates to assure that City costs are not less
than the wholesale rate and a minimum handling charge.
