Wheeler 407 -905-3100, ext. 1504 Reviewed By: Department Director: City Manager: Subject: Name Change of Professional Parkway and a portion of Old Winter Garden Road Background Summary: Old Winter Garden Road is being widened and realigned to facilitate the traffic volumes within the road corridor. It has been envisioned that realignment would also provide for the renaming of Professional Parkway to Old Winter Garden Road and the portion of Old Winter Garden Road from old Professional Parkway to SR 50 would be renamed to South Bluford Avenue. See the attached maps for reference. There are only two businesses that would be affected with the name changes and staff has been working with them and other agencies on the new road names and street numbers for a smooth transition. Issue: With the widening of Old Winter Garden Road and Professional Parkway to a four lane divided section and the City's position to enhance traffic flow in this area by creating a major road corridor, it would better serve the traveling public to rename Professional Parkway to Old Winter Garden Road. This would lessen any confusion in a road name change on a straight through minor intersection. In changing Professional Parkway to Old Winter Garden Road, that portion of Old Winter Garden Road from Professional Parkway to SR 50 needs to also be changed. Because Bluford Avenue is on the north side of SR 50 at this intersection, it seemed only right to name the portion of the road on the south side of the intersection to South Bluford Avenue. Recommendations Staff recommends that the City Commission approve the name changes for the new alignment of Old Winter Garden Road and remove Professional Parkway and rename the portion of Old Winter Garden Road from old Professional Parkway to SR 50 to South Bluford Avenue. Staff recommends that the City Commission adopt Resolution 2006 - which renames Professional Parkway to Old Winter Garden Road and renames a portion of Old Winter garden Road to South Bluford Avenue. Those two businesses are Central Florida Investments, Inc. and Maguire Crossings, which is under construction at this time. The Building Department is ready to notify all other agencies (Le.: Orange County Property Appraisers, 911, and etc.) of the name change and readdressing. 1 RESOLUTION NO. 2006-_ A RESOLUTION OF THE CITY OF OCOEE, FLORIDA CHANGING THE NAME OF PROFESSIONAL PARKWAY TO OLD WINTER GARDEN ROAD AND THE NAME OF A PORTION OF OLD WINTER GARDEN ROAD TO SOUTH BLUFORD AVENUE; DIRECTING THE CITY CLERK TO PROVIDE NOTICE OF SAME TO CERTAIN PARTIES; PROVIDING FOR SEVERABILITY; PROVIDING AN EFFECTIVE DATE. WHEREAS, the name Professional Parkway is the legal name of a that certain street in the City of Ocoee, Florida located between Maguire Road and Blackwood Drive, as generally depicted on Exhibit "A" attached hereto and by this reference made a part hereof ("Professional Parkway"); and WHEREAS, the name Old Winter Garden Road is the legal name of a portion of that certain street in the City of Ocoee, Florida located between Professional Parkway and West Colonial Drive (State Road 50), as generally depicted on Exhibit "A" attached hereto and by this reference made a part hereof ("Existing Old Winter Garden Road"); and WHEREAS, the City desires to change the name of Professional Parkway to "Old Winter Garden Road;" and WHEREAS, the City desires to change the name of Existing Old Winter Garden Road to "South Bluford Avenue." NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA, AS FOLLOWS: Section 1. Authoritv. The City Commission of the City of Ocoee has the authority to adopt this resolution pursuant to Article VIII of the Constitution of the State of Florida and Chapter 166, Florida Statutes. ORLA_398933.1 Section 2. Renamine: of Professional Parkway. The name of Professional Parkway is hereby renamed and designated as "OLD WINTER GARDEN ROAD," as generally depicted on Exhibit "B" attached hereto and by this reference made a part hereof. Section 3. Renamine: of a Portion of Old Winter Garden Road. The name of Existing Winter Garden Road is hereby renamed and designated as "SOUTH BLUFORD AVENUE," as generally depicted on Exhibit "B" attached hereto and by this reference made a part hereof. Section 4. Further Acts: Notice. The City Commission of the City ofOcoee hereby authorizes the Mayor and the City Clerk to execute any docwnents that may be necessary to effectuate the designations referenced in Sections 3 and 4 above. Without limiting the forgoing, the City Clerk is hereby directed to provide notice of the adoption of this resolution to all affected property owners, the United State Postal Service, the Orange County Property Appraiser's Office, the Orange County Tax Collector's Office and Orange County Emergency Services. Section 5. Severability. If any section, subsection, sentence, clause, phrase or portion of this resolution is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portion hereto. Section 6. Effective Date. This resolution shall become effective as of February 1, 2006.
