Background Summary:
The police department employs a . Computerized Voice Stress Analyzer (CYSA) to help determine applicants'
suitability to become police officers. The police department currently outsources this testing. The cost of the tests
has been approximately $6750.00 ($150.00 x 45 applicants) for new applicants for the last two years. The cost of
the system ($10,000 to $12,000) and training (approximately $1500 per examiner) would pay for itself in
approximately three to four years.
Issue:
Should the Honorable Mayor and Board of City Commissioners authorize the use of not more than $15,000 from
forfeiture funds to purchase a Computerized Voice Stress Analyzer (CVSA) and training.
Recommendations
It is recommended that the Honorable Mayor and Board of City Commissioners authorize the use of not more than
$15,000 from forfeiture funds to purchase a Computerized Voice Stress Analyzer (CYSA) and training.

Use of forfeiture funds to purchase a Computerized Voice Stress Analyzer
ISSUE
Should the Honorable Mayor and Board of City Commissioners authorize the use of not more than $15,000 from
forfeiture funds to purchase a Computerized Voice Stress Analyzer (CYSA) and training.
BACKGROUNDIDISCUSSION
The police department employs a Computerized Y oice Stress Analyzer (CYSA) to help determine applicants'
suitability to become police officers. The police department currently outsources this testing. The cost of the
tests has been approximately $6750.00 ($150.00 x 45 applicants) for new applicants for the last two years. The
cost of the system (approximately $10,000 to $12,000) and training (approximately $1500 per examiner) would
pay for itself in approximately three to four years. Having the CYSA in house would also reduce the processing
time for new applicants. The CYSA also could be used as an investigative tool for criminal cases and internal
investigations. CYSA equipment costs much less than traditional polygraph equipment and is much more
convenient to train with and utilize. Over 100 agencies in Florida employ this technology. There is
approximately $82,000 in the Forfeiture account.

Windows XP Home and a 15" XGA active-matrix display.
Panasonic Toughbook 29: At $12,893.00, the CVSA ™ installed onto the Panasonic
Toughbook 29 is the ultimate in ruggedized notebook computers. The Toughbook 29 will handle
the most demanding conditions such as desert, jungle, naval and combat operations. As with all
Toughbooks, the 29 has many accessories available and can be built to virtually any required
