Subject: Approval for the Fire Department to purchase new Air Packs .
Background Summary:
The Ocoee Fire Department has been using Scott Air Packs for the last 11 years without any complaints or
problems. These current Air Packs are reaching the end of their life cycle and new editions of NFPA 1981/1982
standards have made these packs obsolete. The Ocoee Fire Department is seeking the approval of the
commission to move forward in the acquisition of new Scott X3 Air Packs to replace our current Scott Air Packs
in an effort to upgrade to the current edition of NFPA standards and provide additional firefighter safety. Our
neighboring fire departments, Winter Garden and Orange County, are also moving toward replacing their
current Air Packs with the same Scott Air Pack, so by also making the change to these Air Packs will provide all
three departments with uniformity in Air Pack operations and aid in training and /or emergency operations.
Issue:
The Scott Air Packs currently in use for the Ocoee Fire Department are over 11 years old and are quickly
approaching the end of their life cycle. This, along with these air packs not meeting the latest NFPA 1981/1982
compliancy, has led to the need to purchase new replacement air packs.
Recommendations
Staff recommends the approval of the Commission to purchase the new Scott Air Packs as a single /preferred
source for these packs and to waive the bidding requirements, in order to ensure the Ocoee Fire Department
continues to meet the latest edition of NFPA standards and provide additional firefighter safety. It is also Staff
recommendation to add this purchase to the combined City equipment lease purchase financing, to realize the
interest rate savings, once the lease documents have been finalized.

Attached is a copy of the Scott X3 Air Pack submittal data, along with information pertaining to the 2013 edition
of NFPA standards 1981/1982 for air pack compliance. Also attached is our pricing quotation and breakdown of
the 4 -year financial impact.
Financial Impact:
Financial impact is based upon a 4 -year lease option. For fiscal year one (10/01/2014- 09/30/2015) the cost will
be $46,714 with years 2, 3, and 4 being the same $46,714 impact for a 4 -year grand total of $186,856.

Why we need to purchase new airpacks
• Current airpacks are 11 yrs. Old

• Newer airpacks are lighter and will reduce firefighter fatigue and
injuries
What does NFPA 1981 address?
Requirements cover certification, labeling, design requirements, performance requirements, and test
methods and apply to all open- circuit SCBA and combination SCBA /SARs used during fire fighting,
rescue, hazardous materials, terrorist incidents, and similar operations where responders may
encounter confined spaces, atmospheres that are unknown, atmospheres that are or could become
Immediate Dangerous to Life and Health (IDLH), or atmospheres that are or could become oxygen
deficient.
What does NFPA 1982 address?
Provisions cover design, performance, testing, and certification of PASS that monitor an emergency
responder's motion and automatically emit an audible signal to summon aid in the event the user
becomes incapacitated or needs assistance. In addition to addressing corrosion, heat, flame, impact, and
vibration resistance specific topics include criteria for mode selection and motion sensing, radio system
tests, and signal frequency tests.
Why Scott Airpacks over other brands
• We have 3, Scott certified service technicians that can perform
testing, maintenance, and repairs.
• We have computer and testing equipment for Scott airpacks.
• We have a supply of parts for Scott airpacks
• The current air bottles we have will work with the new airpacks.
• Other departments around us use Scott airpacks, so training or an
actual event such as RIT (Rapid Intervention Team) would be
more beneficial.
• We have used Scott airpacks for the last 11 yrs with no problems.
• Scott Safety is the leading manufacturer of life safety products for
firefighting.

Advantages
• NFPA 1981 and 1982, 2013 edition compliant.
• New safety features
• New AV -3000 mask have better thermal durability. (longer use in higher
heat and flame loads)
• New AV -3000 mask allows for better voice communication.
• Scott X3 air -pak has a more streamline design, hiding hoses and wires
which create less opportunity for snags.
• Waist mounted pressure reducer takes stress off of the shoulders and
allows for more range of motion.
• Low air alarm has changed from 25% bottle pressure to 33% bottle
pressure, giving the firefighter more time to evacuate the fire building
before running out of air.
• New universal PASS alert sound, per NFPA 1982 for all air packs regardless
of manufacturer. ( all will sound the same )
• Available PAK Tracker Firefighter Locator System. ( Directs rescue teams to
the location of the down personnel )
• Current service techs certifications will continue for the new packs
• Computer and testing equipment already in- house. ( only have to purchase
new software )
• Orange County Fire Rescue Department and Winter Garden Fire Rescue
Department use Scott air packs and would allow for continuity of training.

2013 EDITION NFPA 1981/1982 STANDARDS HIGHLIGHTS
• Increased facepiece lens durability requirements through two additional tests to measure facepiece
performance against high temperature, flame and radiant heat
• New voice intelligibility requirements will eliminate the subjectivity of the testing and enhance overall
intelligibility using new test protocols:
• Speech Transmissibility Index (STI) for improved repeatability and reproducibility in the test results
• Mechanical communication performance test protocol
• Amplified communication performance test protocol
• End -of- Service Time Indicator (EOSTI), or low air alarm, will move from 25% to 33% of the cylinder's
operating pressure
• All PASS devices will have a universal sound regardless of the manufacturer
• NFPA committee worked with NIOSH to establish minimum performance and approval requirements
for Emergency Breathing Support Systems, which were previously not approved for use

is based on the industry - leading AV -3000 facepiece with SureSeal platform, and incorporates
next - generation material technology to enhance user experience and meet these stringent NFPA
2013 Edition Standards,
BUILDING ON TRUST
The Scott Safety fire service - proven SureSeal technology is a reverse reflex sealing surface
designed for enhanced fit and comfort. The U -shape of the reverse reflex seal maintains a
continuous circumferential seal around the user's face, allowing the AV -3000 HT to flex with
every move.
• THERMAL DURABILITY
The AV -3000 HT meets the facepiece requirements set forth in the 2013 Edition of the NFPA
1981 Standard for high heat and flame and radiant heat by utilizing new lens and bezel materials.
These new materials provide enhanced thermal durability and enhanced wearer safety by
ensuring the facepiece stays under positive pressure when exposed to the heat and flame loads
measured under NFPA 2013.
• MAXIMUM VOICE INTELLIGIBILITY
In response to the voice intelligibility tests —one for mechanical communication and one for
electronic, or amplified, communications — included in the 2013 Edition Standards, the AV -3000 HT:
• Exceeds the mechanical measurement requirement with the redesigned location of the
ducts, nosecup and voicemitter
• Uses two voicemitters to provide a sphere of intelligibility to those around the respirator
wearer, not just the individuals directly in front of the wearer
• Enables right- or left -side mounting for Scott Safety EPIC 3 voice amplifiers, with a
robust communications bracket attachment
COMPATIBILITY
Providing an upgrade path for current Air -Pak SCBA users, AV -3000 HT facepiece is
approved on all 2002 and 2007 Edition Scott Safety Air -Pak Fifty, AP75, NxG2 and NxG7
respirators. Current 2002 and 2007 users can utilize the AV -3000 HT with either the EPIC
or EPIC 3 voice amplification products, or with mechanical communications only.

PAK ALERT PASS DEVICE
Scott Safety offers a suite of accountability
products that begin with the Pak Alert PASS
device. NFPA 1982, 2013 - compliant, the Pak Alert
monitors and alerts for man -down situations. The
2013 Edition of NFPA 1982 requires a standardized
sound for man -down situations, so users will
notice a difference in the sounds emitted from
the latest PASS devices. All Scott Safety Pak Alert
PASS devices that are compliant with 2007 or
2013 Editions of NFPA 1982 may be upgraded to
activate the Pak Tracker locator functionality.
PAK TRACKER FIREFIGHTER
LOCATOR SYSTEMS
To complement the Pak Alert, Scott Safety
offers Pak Tracker firefighter locator systems.
With time - proven technology, the Pak Tracker
will notify remote users of a man -down situation
via the HHR (hand -held receiver). The HHR
is also a directional receiver that assists with
directing rescue teams to the down personnel.
The Pak Tracker locator utilizes 2.4 GhZ radio
transmissions to assist with indicating the best
path to the down personnel.
SEMS II
SEMS II is the latest in SCBA telemetry from Scott
Safety. The SEMS II includes all of the Pak Alert
PASS and Pak Tracker locator features but also
provides a redundant network to provide PASS
and low air notifications to command, and sends
evacuation requests to interior teams, reducing
radio traffic during emergency conditions. The
SEMS II utilizes a patented self - healing mesh
network and the SEMS II is compatible with
the entire Scott Safety accountability suite of
products. A High Rise Repeater assists with
extending the range of the mesh network as
needed in high -rise or long- distance operations.
Scott also has a Graphic User Interface (GUI) that
may be viewed by command personnel to monitor
personnel on the fire ground.
