November 25, 2014
CALL TO ORDER
Chairman Robert Godek called the regular meeting of the Ocoee Code Enforcement Board to order at
7:02 p.m. in the Commission Chambers at City Hall. Member Carrington gave the invocation, and
Member Kelley led the Pledge of Allegiance to the Flag. The roll was called and a quorum was declared
present.
PRESENT: Chairman Godek, Vice - Chairman Lowery, Members Blynder, Carrington, Hopper, Kelley,
and Osborne. Also present were Asst. Support Services Director - Code Enforcement
Manager Doug Gaines, Code Enforcement Officers Edward Loeffler and Bob Siegrist;
Administrative Assistant Bridgett Coffey, Board Attorney Mary Sneed, and Recording Clerk
Diana Turner.
ABSENT:
GUESTS: None.
Administrative Assistant Coffey administered the oath to the code enforcement officers and to anyone
intending to speak regarding a case.

Officer Siegrist presented the case and gave its history. Photos were presented as exhibits. The officer
explained that the case was brought forward by citizen complaints; the residence is occupied by Ms.
Shannon Larson. The City is recommending a 10 -day compliance window and $100 per day, per violation,
for non - compliance after the 10 days.
Member Osborne inquired if all of the violations cited are finable offenses. The officer responded that they

Member Carrington inquired if all of the mentioned vehicles remain on the property. The officer replied,
"yes ".
The tenant, Shannon Larson, explained that she cleaned -up the yard; the Toyota is now registered ;the
Cadillac will be removed from the premises tomorrow [November 26, 2014]; the El Camino will be
removed from the property by the end of the week; all the miscellaneous trash and debris has been removed
from the front yard.
Chairman Godek inquired how much time Ms. Larson would need to comply. Ms. Larson replied, "two
weeks ".
Member Osborne informed Ms. Larson that she cannot park her vehicles on the grass.

City is recommending a 10 -day compliance window and $50 per day for non - compliance after the 10 days;
and that the Board order the nuisance abated, and the cost added to the line.
Chairman Godelc commented that the docket shows the respondents to be in violation of Code 51 -13. The
officer stated that the docket is incorrect; the respondent was cited for violation of Code 115-5.

Member Osborne opined that the Board fined the respondent in the previous case [14 -094] $150 per day
for the violation, and recommended the Board remain consistent with their orders. The vice - chairman stated
this case [14 -095] has multiple violations and would result in $300 per day.
Member Kelley inquired if setting the compliance date to December 1, 2014, is realistic due to the
holidays. Board Attorney Sneed stated the compliance date is consistent with the previous case [14 -094].
