HELD ON THURSDAY, OCTOBER 4, 1990
CALL TO ORDER: 7:30 p.m.
PRESENT: Chairman Sims; Vice Chairman Linebarier; Commission
members Weeks and Swickerath; Director of Planning
Behrens, Associate Planner Claman, and Deputy Clerk
Resnik.
ABSENT: Commission members Bond, Shiver, and Switzer; and
Alternate members Carroll and Rhodus.
Associate Planner Claman explained that the meeting was called to
review four of the Comprehensive Plan elements: Future Land Use,
Capital Improvements, Intergovernmental Coordination, and Housing.
Planner Claman stressed that there was still plenty of time to
review these elements and that changes could be proposed up until
the time they were slated to go before the City Commission for
formal public hearings in December.
Planner Claman said that the Future Land Use Element data was based
on other data found in the other elements. She went through the
document briefly with the Planning and Zoning Commission members
and explained that the maps for this element were still not
complete.
Vice Chairman Linebarier said on Page 28, Planner Claman needed to
revise the part that discussed commercial garbage collection to
reflect the fact that it is now handled by a private firm.
Director of Planning Behrens said that some of the issues in these
elements are controversial and that what is reflected in the
elements at this time are the recommendations of staff and the
Citizen Advisory Committees. Director Behrens said the Planning
and Zoning Commission as the Local Planning Agency (LPA) needed to
formulate its recommendations to pass along to the City Commission
and that the Planning and Zoning Commission members should not feel
as though the contents of these elements were set in stone.
Director of Planning Behrens said it was his intention to let the
City Commission know what the Citizen Advisory Committees came up
with, what staff recommends, and what the Planning and Zoning
Commission supports so that they will have the whole picture before
making any final decisions.
Vice Chairman Linebarier commented on the Architectural Review
Board and asked what the function of the Board would be. Planner
Claman said the function and duties of the Board would have to be
ultimately decided by the City Commission, hopefully with input
from the Planning and Zoning Commission. Commission member

Swickerath said he has not seen an Architectural Review Board do
anything but discourage creativity and problem solving and it
usually creates more problems because the Boards are typically made
up of non - professionals who are not artistic. Commission member
Swickerath said this leads to boring, although homogeneous,
development.
The Planning and Zoning Commission members discussed commercial
shopping centers and what dictates the architecture and whether or
not anchor tenants impose too many restrictions on what the
buildings may look like.
Director of Planning Behrens said the City staff is currently
working with the Orange County School Board on creating an optional
element on schools to include as part of the Comprehensive Plan.
Chairman Sims said he believed eventually schools would be a
required element. Commission member Swickerath said he felt very
strongly that schools and the education the children receive are
as important as police and fire protection or anything else that
the City requires impact fees for and that he would like to see the
City establish an educational impact fee where money collected
could go into a fund to help the School Board.
Director of Planning Behrens said according to the Orange County
School Board, the City of Ocoee is in need of two new elementary
schools, one south of State Road 50 and one in the Prairie Lake
area. Director Behrens said, though, that the principle of double
taxation would preclude the City from instituting an educational
impact fee since Orange County already taxes property owners for
schools.
The Planning and Zoning Commission members all agreed that it was
important to get the maps that go along with these elements as soon
as possible. Chairman Sims said it is hard to relate to a lot of
this information without having the map to go along with it.
Planner Claman noted that the "old" Future Land Use Map that the
City has been using will not change all that much for the new
Comprehensive Plan.
Chairman Sims expressed his desire to keep the elements as general
as possible. He said the City should provide the Department of
Community Affairs with the minimum they require and then expand on
that when it comes time to draft the new land regulations and new
Land Development Code.

Planner Claman said most of the information and figures contained
in the Housing Element was based on 1980 census data and that all
the numbers would change once the 1990 census data was available
to plug in.
The Planning and Zoning Commission members all agreed that they had
not had sufficient time to review these elements in detail.
Director Behrens and Planner Claman reminded them that they could
make further comments at any time up until the first City
Commission meeting in December when the Plan would be before the
City Commission for the formal public hearing process.
