with hiring Randolph Consulting for Economic Development Consulting not to exceed $20,000
Background Summary:
In support of the City Commission's Economic Development and Master Planning Program, during the February
3 commission meeting, the City Commission by consensus directed the City Manager to move forward with
contracting with Randolph Consulting as an economic development strategist/consultant. The City's efforts to
re- develop downtown along with creating a high wage employment corridor along the State Road 429 corridor
include needs for being positioned to interact with companies and businesses willing to potentially relocate to
Ocoee. Mr. Bracy has already proven to be skilled in interaction with the business community and has
facilitated several meetings with City staff and well -known companies in the employment center and re-
development arena.
The attached proposal provides for a monthly retainer of $1667 and a work commitment of 30 hours /month.
The annual cost is approximately $20,000, and as part of the City's economic development and master
planning program, it is recommended that the City Commission authorize this work to be allocated from the
budgeted 2014/2015 contingency funding set aside for such purpose.
Issue:
Should the Honorable Mayor and City Commissioners authorize hiring of Randolph consulting for a
fee not to exceed $20,000 for economic development consulting?
Recommendations
Staff recommends that the Mayor and City Commissioners authorize execution of a contract under the terms of
the attached proposal for Randolph Consulting with funds designated from the 2014/2015 contingency account.

PRINCIPAL
igl Randolph Bracy is a Democratic member of the Florida House of Representatives,
representing the 45th District, which includes northern Orange County, since 2012.
Bracy was born in Jacksonville to Randolph Bracy, Jr., the Pastor of the New
Covenant Baptist Church of Orlando, and Dr. LaVon Wright Bracy, and attended
the College of William and Mary, where he graduated with a degree in psychology
in 1999, and later graduated from the University of Central Florida with a Master's
in business administration and a Master's degree in sports administration in 2006. He
worked as the Director of Business Development at Workforce Advantage
Academy, a charter school in Orange County. In 2012, following the reconfiguration
of Florida House of Representatives districts, Bracy opted to run in the newly
created 45th District, which includes Apopka, Ocoee, and Winter Garden and has a
minority- majority population. The Orlando Sentinel endorsed Bracy, praising his
"real - world caperie uce in building partnerships to entice businesses. " As was to be expected, Bracy defeated
Oliveira in a landslide, receiving 69% of the vote, and was sworn into his first term in the Florida House of
Representatives. In 2014, Bracy was re- elected to his second term without opposition.
