The grant program assists Ocoee neighborhoods and organizations with projects that will enhance property values and improve the quality of life in Ocoee. The MVP grant program is a matching grant program held annually in November. The maximum matching grant award is $2,000. Funding is not given up front, but is reimbursed at the completion of organization's project. Applicants fund their improvement projects and then get a portion back, up to a maximum of $2,000. Six applications were submitted. Two organizations, Silver Glen HOA and Dirty Jeans 4H, withdrew their applications, leaving four applicants. The total amount of grant monies requested from the four applicants is $7,500. There is $12,000 funded for the MVP Grant Program. The following four organizations were recommended to receive grants: Admiral Pointe HOA; Roberts Rise HOA; Rotary Club of Ocoee and Sleepy Harbour HOA. Issue: Should the Mayor and Commissioners approve the $7,350 funding recommendation? Recommendations: Staff respectfully requests that the Mayor and City Commission approve the recommendation. Attachments: MVP Grant Applications Financial Impact: None. There is $12,000 available for the MVP Grant program in FY 2014/15. Below are the four organizations that staff recommends receive an MVP Grant: 1. Admiral Pointe HOA Plant 5 Oak trees along Keaton Parkway, install irrigation, replace old /dead landscaping with new plants Amount requested: $2,000 Staff recommendation: $2,000 2. Roberts Rise HOA Replace two entrance signs, pressure wash walls and sidewalks, tree /shrub trimming and replant flower beds. Amount requested: $2,000 Staff recommendation: $2,000 3. Rotary Club of Ocoee College scholarships for three Ocoee High School seniors who live in Ocoee Amount requested: $1,500 Staff recommendation: $1,500 4. TREASURER'S REPORT Board reviewed September financial report and A/R report. Management will have account zeroed out. VI. MANAGER'S REPORT Board reviewed Manager's Report. VII. COMMITTEE REPORTS ARB: No report at this time. Social: The will be a "Movies in the Park" held sometime in December. Gary Smith mentioned that the Social Committee might consider purchasing a projector for community events. Beautification: Eddie Quinn was in attendance and discussed the 2015 MVP Grant from the City of Ocoee. Eddie reported that the Beautification Committee would like to install new mulch in all of the common areas and plant 5 oak trees along the Keaton Pkwy retention pond and the re- landscaping of Upper Chauncey Circle island. Who is Eligible; Neighborhoods, civic clubs, religious groups and other organizations may apply as long as they can demonstrate that their project provides a benefit to the community. These groups should be located in Ocoee and serve the Ocoee community. Additional Required Documents Each organization must have its organizational structure vote on and approve a motion to participate in the MVP program. Minutes reflecting the vote must be attached to the application. Each organization must have a Tax Identification Number (TIN) or Employer Identification Number (EIN) on file with the City of Ocoee. You may obtain an application (form SS -4) for an EIN by contacting the IRS at (770) 455 -2360 or visiting their website at www.irs.gov. Applicants will be required to submit a W -9 with their application. Please plan ahead; this could take up to 4 weeks. For those applicants who don't have a formal organizational structure, the application must contain a petition (as outlined in the application) in place of the meeting minutes. We must come back to the Commission at the end of this Fiscal Year or September 30 2015 to request the continued use of the facility for another year. 3. I also requested from the commissioners and mayor to allow us to submit the MVP Grant application even though we are aware that we missed the deadline. They agreed to open up the submission of this application for another week, but our application would only be reviewed after all other timely filed applications were reviewed. 4. Rosemary Wilsen reminded us of the Spring Fling on March 14. As we have done in the past, we will be very happy to assist the city in this event. 5. Who is Eligible? Neighborhoods, civic clubs, religious groups and other organizations may apply as long as they can demonstrate that their project provides a benefit to the community. These groups should be located in Ocoee and serve the Ocoee community. Additional Required Documents Each organization must have its organizational structure vote on and approve a motion to participate in the MVP program. Minutes reflecting the vote must be attached to the application. Each organization must have a Tax Identification Number (TIN) or Employer Identification Number (EIN) on file with the City of Ocoee. You may obtain an application (form SS -4) for an EIN by contacting the IRS at (770) 455 -2360 or visiting their website at www.irs.gov. Applicants will be required to submit a W -9 with their application. Please plan ahead; this could take up to 4 weeks. For those applicants who don't have a formal organizational structure, the application must contain a petition (as outlined in the application) in place of the meeting minutes. Those applicants will use the City's purchasing system so they do not need to submit a TIN, EIN or W -9. Eligible Projects Projects should benefit a certain segment of the population in Ocoee whether it be a neighborhood or other group. Cash from Partners is the amount of money others outside the neighborhood /organization will be contributing toward the project. Examples of partners who may be interested in contributing are: 1. The developer or builder who developed the subdivision or built the homes there. 2. A nearby business, church, or other who may benefit from the project as well. 3. Someone who may have rental property in the neighborhood who would benefit from the project. 4. Someone or a business who has a connection to someone who lives in the neighborhood. **Volunteer Labor is the amount of time people will donate towards accomplishing the project. It is felt that if residents work with local businesses, it may start new relationships that will benefit both parties now and in the future.
