REGULAR CITY COMMISSION MEETING
A. CALL TO ORDER
Mayor Vandergrift called the regular session to order at 7:15 p.m. in the Commission
Chambers of City Hall. Commissioner Keller gave the invocation, followed by the Pledge of
Allegiance to the Flag, led by Commissioner Wilsen. City Clerk Eikenberry called roll and
declared a quorum present.
Roll Call: Commissioner Grogan, Commissioner Wilsen, Mayor Vandergrift, Commissioner
Johnson, and Commissioner Keller.
B. PRESENTATIONS AND PROCLAMATIONS
Presentation of Check to Smile for a Lifetime, as the Beneficiary of the Proceeds from the
Chick -fil -A 5K Run and Kids Fun Run During the Founders' Day Celebration.
Recreation Leader Mark Rollins along with Representatives from Chick -fil -A presented a
check in the amount of $1003.00 to Smile for a Lifetime as the beneficiary of the 4th Annual
Chick -fil -A 5K Run and Kids Fun Run.
Recognition of Detective Michelle Grogan as the Ocoee Police Department's 2014 Crisis
Intervention Team "CIT" Officer of the Year.
Police Chief Brown announced and recognized Det. Michelle Grogan as the Ocoee Police
Department's 2014 CIT Officer of the Year for her outstanding work in the assistance of a
veteran with PTSD.
Presentations by the Citizens Advisory Council for Ocoee Police Department (CACOPD).
CACOPD Vice -Chair Laney gave a brief summary of each award recipient and why they were
chosen.

➢ Officer of the Quarter Award: Officer Matthew Serrao

C. COMMENTS FROM CITIZENS /PUBLIC
Martha Lopez- Anderson, Saving Young Hearts, announced the 10 Annual Spring Fling will
be held on March 14 at Bill Breeze Park with many cities, county and state agencies as well as
business participating. She further stated since they will have an audience of many youth the
Saving Young Hearts organization was would like to inquire if they would be able to us the
Ocoee Lakeshore Center for indoor heart screenings during the Safety Spring Fling on March
14 Commissioner Wilsen advised that the Lakeshore Center in addition to the park complex
has been reserved for the Spring Fling.
Commissioner Wilsen, seconded by Commissioner Keller, moved to allow use of
the Ocoee Lakeshore Center to Saving Young Hearts for heart screenings during
the March 14 Spring Fling Event. Motion Carried 5 -0.

Martha Lopez- Anderson encouraged any residents with children between the ages of 5yrs and
18yrs old to please register their child to be screened. A brief explanation on the process of the
heart screening was shared. Information for this upcoming screening can be found on their
website www.SavingYoungHearts.org.
D. STAFF REPORTS AND AGENDA REVIEW - None
E. COMMISSIONERS ANNOUNCEMENTS
Commissioner Keller — 1) announced the Police Recruiting Unit Open House — March 31,
2015, 6:30pm- 8:30pm. The Ocoee Police Department's recruiting unit will be hosting an Open
House for those hoping to get an inside look at career opportunities with the Police Department.
Administrative staff will be present along with officers from the Recruiting Unit to answer
questions and give information regarding civilian and sworn open positions with the department.

MIannuzzi( ocoee.org. 2) announced the Ocoee Municipal Election is Tuesday, March 10 so
please go out and vote!
Commissioner Johnson — announced the Parks and Recreation Department will be hosting its
monthly Food Truck Friday event on Friday, March 20th, from 6:00 to 9:00 pm. on Lakeshore
Drive, in Bill Breeze Park. Food trucks will be offering gourmet food and delectable treats, and
the movie "Guardians of the Galaxy" will be shown during the event; the movie will start at
7:30p.m. So come out and enjoy a dinner and a movie in the park.
Commissioner Wilsen — 1) announced Coffee with a Cop — March 11, 2015, 10:OOam- 12:OOpm
The community is invited to join members of the Ocoee Police Department at the Ocoee
Starbucks for our first Coffee with a Cop event on March 11, 2015 from 10:OOam until 12:OOpm.
Coffee with a Cop provides a unique opportunity for community members to ask questions and
learn more about the department's work in Ocoee's neighborhoods. If you have any questions,
please contact Sergeant Mireya Iannuzzi at (407) 554 -7197 or MIannuzzi@ocoee.org. 2) briefly
gave a history of the Spring Fling event and why and how it started. This year they are hosting
their 10 Annual Spring Fling free event that is sponsored by the Ocoee Police Department. She
further thanked all the volunteers who have been involved every year in helping plan this event.
Commissioner Grogan — announced Public Safety Academy — April 9, 2015, through June 11,
2015, from 6:OOpm- 9:OOpm. The Ocoee Police Department and Fire Department will be hosting
its annual Public Safety Academy. If you have any questions, please contact Officer Patera

F. CONSENT AGENDA
Commissioner Wilsen, seconded by Commissioner Keller, moved to approve the
Consent Agenda Items #1 through #6. Motion carried 5 -0.

2. Approval of Replacement Grit Turntable #2 Equipment for Wastewater Treatment
Plant (WWTP). (Utilities Director Smith)
The City of Ocoee's wastewater treatment plant utilizes duplicate grit removal units; for the pre- treatment the
treatment process and is not biodegradable. Left in the incoming wastewater stream the material will cause
damage to other equipment, derogates the treatment process and settles downstream requiring cleaning and
treatment down time.
Grit table #2 (Smith and Loveless Pista Grit) was part of the treatment plant's original specific equipment and
has been in continuous service for more than 15 years. The WWTP's pre- treatment is specifically designed and
constructed around the Smith and Loveless Pista Grit removal system. Due to age, wear, and tear this unit has
passed its normal life expectancy and needs to be replaced. Sanders & Company is the "single source"
distributor for Smith and Loveless Pista Grit equipment in the South East region of the US. Sanders and
Company is the only supplier of the equipment, thus the City has obtained a proposal from Filter One Co. to
install the grit pump. Staff recommends approval of the Smith and Loveless Pista Grit from Sanders and
Company as the single source vendor in amount of $26,836.00 and authorizes the City Manager to contract with
Filter One Co. to install the grit equipment for $14,978.00 for a total replacement expense $41,814.00.

3. Approval of the Renewal of the Rental Lease Agreement for Stat 38. (Inter Fire
Chief Hoover)
Station 38 is currently housed in a store front location next to Publix on West Road. The Fire Department
entered into a 3 -year rental lease agreement that began on May 7, 2012, and will end on May 7, 2015. The Fire
Department is seeking the approval of the Commission to renew this lease agreement for 2 years beginning May
7, 2015, and ending on May 7, 2017.
Approved on Consent. Motion carried 5 -0.
4. Approval of Award of Bid #B15 -03 Resurfacing of Swimming Pool. (Purchasing Agent
Tolbert)
In conformance with the policies and procedures of the City of Ocoee (City), bids were solicited from qualified
contractors to perform the Resurfacing of the Swimming Pool at the Ocoee Family Aquatic Center located at
the Jim Beech Recreation Center, located at 1820 A.D. Mims Road. Opening day for this facility is May 1,
2015; all work shall be substantially completed no later than March 31, 2015, and the entire work shall be
complete and ready for its intended use, including final dressing and cleanup, by April 7, 2015.
The bid was publicly advertised on February 8, 2015, and opened on February 23, 2015. A mandatory pre -bid
conference /site visit was held on February 17, 2015. There was a single bid received from Classic Marcite Inc.
for $39,500.00. The Parks and Recreation and Finance Departments reviewed the bid and it was considered
responsive. Staff recommends awarding the bid to Classic Marcite Inc. as a responsive and responsible bidder,
per recommendation from Jeff Hayes, Parks and Recreation Director.
Approved on Consent. Motion carried 5 -0.
5. Approval of Renewal of School Resource Officer Agreement with Orange County
Public Schools. (Police Chief Brown)
The Ocoee Police Department provides one (1) DARE officer to five (5) elementary schools, one (1) School
Resource Officer to one (1) middle school, and two (2) School Resource Officers to one (I) high school, all of
which are located within the city limits of Ocoee. An annual agreement between the City and the School Board
of Orange County is required in order for the Police Department to understand its officers' responsibilities and
for the City to be reimbursed by the School Board of Orange County for a portion of the officers' salaries. This
agreement is effective from July 1, 2014, to June 30, 2015. A similar agreement was previously reviewed by the
City Attorney and approved by the City Commission for 2013 -2014.
The agreement reimburses the City a total of $126,562.50 for providing the four (4) officers for the schools
located within the City limits.
Approved on Consent. Motion carried 5 -0.

6. Approval for Separate Surplus Auction of Computing and Audiovisual Equipment.
(Support Services Director Butler)
As previously approved by the City Commission, the city is undertaking a number of technology -based
activities. These projects include revamping its programming and broadcast equipment in City Hall, upgrading
the performance and reliability of the city's computer network, and replacing portions of the Police
Department's computer hardware and software in preparation for switching to Winter Garden dispatch services.
All of this work has created a fairly sizable collection of obsolete and /or broken equipment that needs to be sold
soon to free office space. As with the previously approved separate auction for telecommunications equipment,
commercial markets exist for the sale of the surplus IT and AV equipment, too.
Staff recommends the City Commission authorize the sale of surplus IT and AV equipment on the secondary
market. Much of this equipment has already been identified and removed from service and can be sold
immediately upon City Commission authority to do so. Staff will work with its network consultant to offer the
products for sale and facilitate the best opportunity to generate revenue for the city.
Approved on Consent. Motion carried 5 -0.
G. FIRST READING OF ORDINANCES
7. Swatkowski 112 Lee Street. (Second Reading and Public Hearing scheduled for March 17, 2015,
Regular Commission Meeting at 7:15 p.m. or soon thereafter). (City Planner Rumer)
The subject property is located on the North side of Lee Street, 200 feet east of the intersection of N Kissimmee
Ave and Lee Street. The subject parcel has one existing Single - Family Residence and numerous structures used
for agricultural processing. The Applicant is annexing into the City limits as a condition to receive city potable
water connection. The applicant has requested a City of Ocoee zoning designation of A -1 (Agriculture), which
is consistent with the zoning of the adjacent Orange County properties on the south.

City Attorney Cookson read the title of the Ordinances. Mayor Vandergrift announced the
second readings and public hearings will be held on March 17, 2015, Regular Commission
Meeting at 7:15 p.m. or soon thereafter.
8. Chaudhry & Angard - 1102 E. Silver Star Road — First Reading of Annexation
Ordinance. (Second Reading and Public Hearing scheduled for March 17, 2015, Regular Commission
Meeting at 7:15 p.m. or soon thereafter). (City Planner Rumer)
The subject properties are located on the west side of 2nd Street and east side of Whittier Avenue, fronting E
Silver Star Road. The subject parcels contain one single- family dwelling. With respect to State annexation
criteria, Chapter 171.044 of the Florida Statutes grants municipalities the authority to annex contiguous,
compact, non - circuitous territory so long as it does not create an enclave. The subject property is considered
contiguous to the City of Ocoee since it is bordered by property located within the City limits on the north,
south and east.
City Attorney Cookson read the title of the Ordinance. Mayor Vandergrift announced the
second reading and public hearing will be held on March 17, 2015, Regular Commission
Meeting at 7:15 p.m. or soon thereafter.

9. Code Enforcement Reduction of Two Fines/Liens for Federal National Mortgage Assn.
CIO: Choice Legal Group PA. re: 709 Lakeview Drive. (Assistant Director of Support
Services Gaines)
The property located at 709 Lakeview Drive has two separate fines /liens from separate code enforcement actions;
they are being presented as a single agenda item so the property owner can be provided a single solution.
Case 07 -106: The property was cited on June 19, 2007, by Officer Carmen Delgado for an inoperable and untagged
blue Chevy vehicle with no front windshield. The code in violation was: §165 -3 Prohibited Acts. On July 24, 2007,
the Code Enforcement Board issued an order to comply by August 17, 2007, or be fined $100.00 per day per
violation. On August 28, 2007, the Code Enforcement Board imposed the accruing fine and lien for non- compliance
of 165 -3. On November 14, 2007, the property was documented as in compliance, thus stopping the accruing fine
with a total due of $8,900.00. The new property owner, Federal National Mortgage Assn. C /O: Choice Legal Group
PA, obtained the property through foreclosure on August 12, 2014.
Case 10 -049: The property was cited on March 24, 2010, by Officer Carmen Delgado for overgrown grass and
weeds. The code in violation was: §115 -5. On April 28, 2010, the Code Enforcement Board issued an order to
comply by May 7, 2010, or be fined $150.00 per day, if not in compliance with the Board's orders. On May 26,
2010, the Code Enforcement Board imposed the accruing fine and lien for non- compliance. The property was found
to be in compliance on August 16, 2010, stopping the accruing fine with a total due of $15,000.00. The new property
owner, Federal National Mortgage Assn. C /O: Choice Legal Group PA, maintains the property in compliance.
A representative of Federal National Mortgage Assn. C /O: Choice Legal Group PA, the new property owner,
appeared before the Code Enforcement Board on January 27, 2015, and requested a reduction of the fine /lien for
Case No. 07 -106 in the amount of $8,900.00, plus $970.59 in City costs totaling $9,870.56., and for Case No.10 -049
in the amount of $15,000.00, plus $1,273.64 in City costs totaling $16,273.64. The Code Enforcement Board
recommends the fine /lien be reduced to $970.59 for Case No. 07 -106 and $3,273.64 for Case No. 10 -049, which is
the cost to the City and a penalty for the negative blighted impact on the neighborhood and the city. The decision
by the Board to reduce the amount was based on testimony and answers from the representative of U.S. Bank
National Association Trustee and city staff.
Assistant Director of Support Services Gaines gave a brief history of the two separate cases
for the property located at 709 Lakeview Drive. He advised a representative of Federal National
Mortgage Assn. C /O: Choice Legal Group PA, the new property owner, appeared before the
Code Enforcement Board on January 27, 2015, and requested a reduction of the fine /lien for
Case No. 07 -106 in the amount of $8,900.00, plus $970.59 in City costs totaling $9,870.56., and
for Case No.10 -049 in the amount of $15,000.00, plus $1,273.64 in City costs totaling
$16,273.64. The Code Enforcement Board recommends the fine /lien be reduced to $970.59 for
Case No. 07 -106 and $3,273.64 for Case No. 10 -049, which is the cost to the City and a penalty
for the negative blighted impact on the neighborhood and the city.
Anissa Bolton, of Choice Legal Group, attended the meeting on behalf of Federal National
Mortgage Association. Ms. Bolton explained Federal National Mortgage Association obtained
the property by virtue of a foreclosure action. The violation for the inoperable and untagged blue
Chevy vehicle with no front windshield was no fault of the bank because it had existed prior to
their ownership of the property. Fannie Mae currently has a buyer for the property and has
maintained the property. They are in support of the fine being reduced to the City's cost.
Commissioner Wilsen, seconded by Commissioner Keller, moved to approve the
fine reduction for 709 Lakeview Drive to $4244.23 payable within 30 days or the
fine reverts back to the original fine amount. Motion carried 5 -0.

10. Appointment of Three (3) Members to the Canvassing Board Relating to the March 10,
2015, Election. (City Clerk Eikenberry)
The following citizens were named to be considered for the Canvassing Board:
Commissioner Grogan wished to nominate Jean Grafton.
Mayor Vandergrift wished to nominate Victoria Laney.
Commissioner Johnson wished to nominate Martha Lopez- Anderson.
Commissioner Wilsen, seconded by Commissioner Keller, moved to appoint Jean
Grafton, Victoria Laney, and Martha Lopez- Anderson to the Canvassing Board
relating to the March 2015 General Election. Motion carried 5 -0.
J. STAFF ACTION ITEMS — None
K. COMMENTS FROM COMMISSIONERS
Commissioner Grogan — thanked the police officers for keeping our city safe.
Commissioner Wilsen — announced Ocoee Municipal Election is Tuesday, March 10` and the
two voting locations will be the Ocoee Lakeshore Center and the Jim Beech Recreation Center.
Polls will be open from lam — 7pm.
Commissioner Johnson — None
Commissioner Keller — restated same information regarding election and advised that it is
important for voters to decide the future of the city.
Mayor Vandergrift — reminded the public that stealing campaign signs can put you in jail. A
call was just received that someone is currently removing campaign signs and the police are
looking into this.
Commissioner Grogan reminded the Commission that they need to take an Ethics class that is
mandated by the state. The Tri- County League of Cities has some classes but it might not be
compatible with their schedule; he would like Executive Assistant Shafer to contact the Tri -
County League of Cities about hosting a class in the City of Ocoee and the city could invite
neighboring cities to also attend. Mayor Vandergrift said without objection he would
like to have Executive Assistant Tiffany Shafer contact the Tri- County League of
Cities.
