Background Summary:
Annually, staff requests funding to make repairs and upgrades, and to extend the City's potable water
distribution system, which ensures continued and /or improved service to the City's customers. This year, to
extend water service and provide redundant (looping) backup, staff recommends the Nay Avenue & Whittier
Avenue Water Main Project. This project provides looping from 1St Street to 2 nd Street and extends south on to
Nay Avenue for 445 feet. A later project will pick up from the end of the Nay Avenue main extending south to
Silver Star Road. The second project will include a looping element and provide service to properties on the
north side of Silver Star Road.
Proposals (bids) for the construction of the project were requested from the City's prequalified Small
Construction Project — Continuing Term Contract list with four proposals received (see attached bid tabulation).
Corrected prices ranged from $99,847.97 (Barracuda Construction) to $159,799.78, with the Engineer's Opinion
of Probable Cost being $111,830.67.
Binding special conditions of this award which shall be a part of Barracuda's responsibility are as follows:
1. All work shall be in accordance with notes and specifications included within the plans, and as specified in
the City of Ocoee Engineering Standards Manual.
2. There will be no formal pre -bid meeting.
3. No bid bond is required.
4. The construction time limit for the pipeline, including pressure and bacteriological testing, is two weeks
from the issuance of the Orange County ROW Utilization Permit (subject to' availability of materials). All
site restoration and off -site demobilization shall occur within in one week of clearance being issued by
FDEP.
5. As- builts shall be prepared by City staff.
6. Service lines can be installed by directional drilling.
Issue:
Should the Mayor and Commission authorize the City Manager to cause the construction of the Nay Avenue
and Whittier Avenue Water Line Project using Barracuda Construction in the amount of $99,847.97?
Recommendations:
Motion to authorize City Manager to contract with Barracuda Construction in the amount of $99,847.97, with the
above - listed special conditions, and approve $5,000 for associated construction administration costs for a total
project amount of $104, 847.97. Staff also recommends that the City Manager be authorized to approve
change orders to this contract up to the limit of his purchasing authority for each change order, and up to the
budgeted amount for this project for all change orders.

Financial Impact:
Annual Major Water Line Replacement & Upgrade Program funding resources for Fiscal Year 2015 were set at
$375,000.00 (account # 401 - 533 -10- 6302). The Nay Avenue and Whittier Avenue Water Main Project and the
supporting construction administration costs (e.g. materials testing) is $104,847.97 which will leave an
unencumbered amount of $270,152.03 to be used for future projects.

General Notes:
1) Prior to the start of work, the Contractor shall obtain
and to County Right-cif-way Utilization and
Underground Utility permit.
2) Prior to the start of work, the Contractor shall obtain
and Orange County Maintenance of Traffic (MOT)
permit. For Information regarding the Orange County
MOT permit, contact Gary Rodgers, Orange County
Traffic Engineering, at 407 -836 -8085.
3) If the Contractor is going to dewater and discharge
groundwater Into the County's Master Stormwater
(MS4) system, the Contractor is responsible for
obtaining FDEP Generic Permit for the Discharge of
Produced Groundwater from any Non - contaminated
Site Activity In accordance with Florida Administrative
Code 62- 621.300(2) and 62 -620, and Florida Statutes
Chapter 403. Copies of the FDEP permit Not and
required test results shall be submitted to Alexis Clark,
Orange County Environmental Protection Division
(407 - 836-1433) and Miguel Tamayo, Orange County
Publlc Works Development Engineering Permitting
Section (407-836-7914). An Orange County
Right-of-way Utilization permit for dewatering will
also be required.
4) All work, material, testing, and sampling must be in
accordance with the Contract documents which shall
include, but not be limited to the Agreement, Specific
Conditions, Method of Payment, and the City of Ocoee
"Engineering Standards Manual" 2012 Edition.
Conflicts between the Engineering Standards Manual
and specified requirements M Instructions shall be
resolved by the more stringent requirements.
5) The City of Ocoee Engineering Standards Manual's
purpose is to provide direction to the development
unity for the Improvements to be dedicated
and /or maintained by the City and to Supplement
contract documents with specifications, materials, and
testing requirements. The contractor shall interpret
applicable references to Developer, Owner and /or
Developer's personnel including Engineer as
"Contractor'. Any reference within the Engineering
Standards Manual to "City Engineer" and /or
'Engineer' shall mean "Utilities Director'.
6) Contact the City of Ocoee Utilities Department at
407- 905 -3159 (Emergency after -hours 407- 428 - 5766).
7) City of Ocoee water, wastewater, and reclaimed water
valves, pump stations or other utility infrastructure are
to be operated only by City of Ocoee personnel.
8) Contractor shall comply with chapter 556, F.S.,
"Underground Facility Damage Prevention and Safety
A " and chapter 553, F.S., "Florida Trench Safety Act,
Part IV".
9) Contractor shall comply with all conditions of the
Florida Statues (F.S.) Chapter 556: "Underground
Facility Damage Prevention and Safety AW which shall
include, but not be limited to, calling "Sunshine
811 " before excavation(s).
10) Contra ct or shall exercise extreme caution when
excavating in proximity of water mains, wastewater
force and gravity mains, and reclaimed water mains.
Water main, force main, gravity main, and reclaimed
water main locations shown on the plans arc not exact
or guaranteed. The contractor Is responsible for field
verification of existing utility locations.
11) Contractor shall field verify the existence and location
of all aboveground and underground utilities. Extreme
caution shall be exercised In areas of fiber optics.
Contractor shall bring all conflicts to the Qty's
attention.
12) Contractor shall field verify existing water maln's
material and outside diameter at proposed tie -in
location before beginning any water main installation.
Contractor shall bring any conflict or issues to the City
attention.
13) Contractor must coordinate with all other utility
firs for resolution of conflicts. Contractor shall
have 48 hours to determine the resolution of any
unknown or unforeseen conflicts. Coordination costs
Incurred shall be borne by the contractor.
14) Contractor shall support and protect all existing
utilities; and shall be responsible for coordinating with
utility owners and for providing temporary support for
utility poles and all other utilities during construction.
15) No valve boxes, meters, portions of manholes, or other
appurtenances of any kind relating to contractor's
work shall be located in the curb, sidewalk, roadway
and /or driveway unless specifically noted on the plans
or directed by the Engineer.
16) Where required, at no additional cost to the City, the
c ontractor shall use temporary sheeting or trench
boxes to minimize the size of the excavations and
protect existing roadways, utilities, and other facilities,
or as needed to remain within the limits of
onstruction. Contractor shall comply with OSHA
trench safety requirements at all times.
17) The contractor shall Immediately notify the City of
Ocoee In the event of a utility main break or damage.
18) All main repairs are to be completed Immediately by
the contractor, at the contractor's expense. If the main
Is not repaired in a timely manner, as determined by
s
the Engineer, City of Ocoee personnel may repair the
damage and the contractor will be back charged for
repairs.
19) Contractor shall apply for and secure all necessary
permits from state, county, and local municipalities;
permits shall include, but not be limited to,
construction, business license, and dewatering.
20) Pipe lengths shown on plans are approximate. Actual
lengths are to be determined during construction.
21) Contractor shall locate all right -of -way lines /property,
comem and provide preliminary water line layout. Any
conflict shall be resolved by the Engineer with written
field directive(s).

22) Contractor shall maintain emergency vehicle access to
all businesses and residences at all times.
23) The roadway and property owner's Ingress/egress to
their premises shall remain open at all times. Partial
closure or obstruction of vehicle ingress /egress shall
only be allowed based on City approval with seven
days' nonce. Contractor shall provide public and /or
Individual notification at a minimum of forty eight
hours.
24) Contractor shall protect existing Improvements to the
extent Possible. Restore all existing
improvements and disturbed areas to original
condition. All impacted mailboxes, damaged sidewalk,
roadway pavement and other facilities Shall be
restored to their original condition.
251 Maintenance of traffic needs to comply with the FOOT
requirements and Manual of Uniform Traffic Control
Devices.
26) All unsuitable material, Including deleterious
excavation, demolished concrete, and pavement shall
be the property of the Contractor and must be
disposed of In accordance with all applicable federal.
state and local requirements.
27) Removal of pavement, curb, sidewalk and driveway
pay items shall include saw cutting and disposal of
unsuitable material.
28) Contractor shall restore right -of -way to a
pre- tonstruchon equal or better condition.
Water, Wastewater and Reclaimed Water System Notes
11 This project is exclusive to water (potable) system and
specific notes and /or references to wastewater and
reclaimed water construction notes shall not be
germane to this project.
2) Pavement removal and replacement shall in
accordance with Orange County Standard Open Cut
Restoration per GDl and extent of pavement shall be
as indicated on plan sheets.
3) Water services extended under existing pavement
must be bored, mole punched and /or directional
drilled under pavement Path of service shall be 24"
below base of roadway.
4) Water main may be installed using the directional drill
method but shall be limited to mains from nominal
sizes of 4" to 12 ". Directional drill material shall be
high density polyethylene material and methods shall
be in accordance with "Article 33: Engineering
Standard ". Payment for this method shall utilize
similar direct burial method and shall not result in
additional costs to the Qty.

5) Contractor shall flush, disinfect and perform
hydrostatic testing of constructed water mains
Including all services, valves, hydrants and
appurtenances per "Article 31: Engineering Standards
Manual ". Contractor shall coordinate with City
personnel, with 48 hours' notice, the collection of and
conveyance of samples to a City- approved testing
laboratory. Contractor shall reimburse City for all
failed material testing samples.
6) All existing mains shall remain in service until the
proposed main(s) are accepted for service and cleared
for service by FDEP. Contractor shall coordinate with
City for the City to relocate existing water meters to
new ervices. Contractor's work will not include
relocating, adjusting, and /or tying -In existing metes.
7) City shall provide reasonable and necessary water (or
c onstruction through a construction meter/backfiow
Jumper at no cost to the contractor. Contractor shall
supply Jumper or may check out a Qty -owned
Construction Meter /Backflow Hydrant Meer.
Contractor shall be responsible for loss of or damage
to the hydrant meter.
8) Pipe material, including fittings, shall be per "Article
31: Engineering Standards Manual ".
9) All polyethylene tubing, services, and mains shall be
continuous with the minimum fittings and shall be
Joined exclusively by utilizing compression -type fittings
with confined grip seals and coupling nuts.
10) Polyethylene wrap or encasement Is not required for
this project.
11) De- watering shall be provided during construction to
keep ground water elevation to a minimum of 6 inches
below proposed water main.
12) Contractor shall be responsible for submittinga
c onstruction phasing plan /schedule for City approval
prior to fourteen (14) days before beginning
construction. Phasing plan /schedule shall include
testing, sampling and FDEP clearance milestones and
completed work date.
13) All thrust protection shall be by retaining glands unless
specifically called out in plans or as approved by the
Engineer.
14) Water main separations for environmental hazards
shall be in accordance with FDEP requirements and or
as specified with the plan detail.
15) Contactor's work will not Include the abandonment of
water lines unless specifically address in the
construction plans.
Required As -BUih IMormatlon
1) Contractor shall provide City with As -Built drawing
documentation certified by a registered Florida tan'
Surveyor as described in the following Items.
2) As -Bulit plans' horizontal control shall be based on
Florida State Plain Coordinates "Florida East NAD27 ".
Vertical control shall be based on NAD83.
3) Control shall be provided on all water systems
including but not limited to mains, fittings, service
connections (both ends), valves, fire hydrants, and
appurtenances. As -Built plans shall note all deviations
from plans including sizes, materials, and deflection
both vertical and horizontal.
4) "As -Bui It" information submitted to the City shall be
submitted both in paper and electronic (AutoCAD dwg)
formats. The data must be accurate, clear and legible
to satisfy the City that the Informatlon provides a true
representation of the Improvements constructed.
5) The submitted data must be certified (signed and
sealed when applicable) by a State of Florida licensed
Professional Land Surveyor.
Erosion Control
1) Contractor shall provide Erosion Control, with cost
Included within the unit price for 6" and 8" D.I.P.
2) The contractor shall provide temporary erosion and
sedlmentatlon measures In accordance with NPDES
ms4 permit requirements. The contractors measures
shall protect the condition of existing slopes and
control sedimentation and turbidity within water
courses and wetlands within limits that are acceptable
to the regulatory agencies having jurisdiction. These
measures shall include silt fencing, barriers, synthetic
hay bales of other acceptable measures. Contractor
shall be responsible for developing a Storm Water
Pollution Prevention Plan and following all best
management practices Includl ng obtaining all required
permits.
3) Existing storm water systems shall be protected at all
times to prevent sedimentation within their
conveyance. Sedimentation prevention shall comply
with or exceed "best management practices" In
accordance with the St. Johns River Water
Management District.
