cover the cost to replace the Broadcast Booth air conditioner (Emergency Purchase).
Background Summary:
Staff was required to replace the air conditioner in the City Hall Broadcast Booth as a result of failure of
the original unit. Temperatures in the room exceeded 85 degrees, which presented a danger to the
equipment and an adverse working environment for city staff. Upon investigation, it was determined that
the original unit was seriously undersized for the application, which resulted in its failure through
excessive runtime. Although the Broadcast Booth is small in size, the two racks of broadcast equipment
and the control computers generate a lot of heat, which required up- sizing the unit from 1 ton to 3 tons
with related changes in wiring and condensation drainage. The city's competitively chosen AC repair
firm, Apple Air Conditioning & Heating, Inc., did the work at a total cost of $6,888.00. The replacement
was undertaken as an emergency action authorized by the City Manager. Since the cost of the unit
exceeds $5,000, the city's purchasing rules require the City Commission to create a new capital budget
item for the work and to move funds budgeted for other purposes to cover the cost.
Issue:
Staff seeks City Commission authority to create a Broadcast Booth AC Replacement capital project, to
use $1,888.00 in budgeted funds from Cost Center 001 -519 (Maintenance Operations), and to transfer
$5,000 from Cost Center 001 -518 (Support Services), with the specific account numbers to be
determined by the City Manager.
Recommendations
Staff recommends that the City Commission authorize the creation of a new Broadcast Booth AC
Replacement capital project and transfer funds from other accounts to the new project.
