Pump and Control Panel
Background Summary:
Due to construction conflicts, the second phase of the State Road 50 Widening project requires the relocation of
portions of the City's sanitary sewer collection system. The affected infrastructures are the gravity mains and
manholes on the south side of roadway west of Bluford Avenue, and the north side of the roadway from 300
west of Maguire Road. Currently, both the north and south side gravity main systems of S.R. 50 convey the flow
to the east, eventually combine, and finally convey the flow to lift station #7. The general conveyance is counter
intuitive as the flow must overcome rising topography, and the collection system has historically been subject to
operational issues.
The widening project provides the City with the opportunity to address operational issues and increases system
capacity by first allowing much of the flow to be redirected west, this reduces flows to the remaining system. At
the terminus of the new system is the proposed Consumer Court lift station (behind Dunkin' Donuts). Initially, the
station will pump into the remaining S.R. 50 gravity system; however, upon completion of the proposed downtown
sewer /western transmission main system, it will be diverted accordingly.
Bids were solicited for the Consumer Court Lift Station #62 Construction Project on May 10, 2015, but due to
significant lead time for the pumps and control panel, staff is requesting to directly purchase them from Xylem
Inc., Flygt. City Commission approved Flygt, Xylem Inc., as a sole source vendor of the pumps and panels on
May 1, 2012.
Issue:
Should the City Commission Authorize the City Manager to pre - purchase the Consumer Court Liftstation #62
Construction Project pumps and control panels from Flygt in the amount of $62,081.00?
Recommendations
Staff recommends the City Commission authorize the City Manager to pre - purchase the Consumer Court
Liftstation #62 Construction Project from Flygt, Xylem Inc., in the amount of $62,081.00.

Financial Impact:
The S.R. 50 Project (City Project No. 31701) has a current balance of $145,529.24. The pump and control panel
purchase of $62,081.00 will leave a remaining balance of $83,448.24. The estimated cost of the completed
station, including pumps and panel is $330,000; therefore, $184,470.00 will need to be transferred from fund 408
until proceeds from a secured financing are received in late summer or fall 2015.

JUNCTION BOXES, KELLUMS GRIPS, SURGE PROTECTION EQUIPMENT, SPARE PARTS, LABOR OR

TERMS: Subject to credit approval net 45 days after date of invoice or 100% payable before start -up of equipment
(whichever comes first).A service charge of 1.5% per month will be added to all balances unpaid 30 days after
invoice date. Failure to pay in accordance with these terms will void all warranties. A cancellation charge of
20% of the value of the order will be assessed for special orders or control panels cancelled after production is
completed.
CONDITIONS: 1. Price is firm based on our receiving complete approval and release for productions four (4) weeks
after drawings have been submitted by Xylem, Inc.
2. PARTIAL BILLING WILL BE MADE ON ANY PARTIAL SHIPMENT.
