Subject: Winshire Boulevard (Windermere Groves Subdivision) Pavement Repairs -
Commissioner Johnson, District 3.
Background Summary:
The City accepted the maintenance of the general access roads in the Windermere Groves subdivision
in August of 2012. This non-gated community allowed general access of the public throughout since its
construction. The roads were originally constructed to City standards, and the Homeowners
Association expended significant funds repairing defects prior to the transfer. Since the acceptance, the
structural roadway base under the pavers at the entrance on Winshire Boulevard has failed in several
spots, and it has been determined the pavers have lost their structural capacity. Public Works has
made several repairs with various non-homogeneous materials and has researched various long-term
solutions for the entrance feature:
1. Remove all pavers & concrete border, replace with new base and stamped asphalt: $31,000.
2. Remove all pavers, replace with new base and non-decorative asphalt: $10,000.
3. Remove all pavers, replace with new base and stamped asphalt: $23,000.
4. Remove all pavers, replace with new base and concrete pavers: $22,000.
All of the proposed options include a new base course constructed of crushed concrete fines. Solution
1 removes all of the existing pavement entrance features and recreates the look of pavers bordered by
concrete using stamped and colored asphalt. Solutions 2 through 4 replaces the existing pavers within
the existing concrete ribbon curb, thus reducing the overall quantity of new materials required.
Public Works is recommending Solution 4 as utilizing concrete pavers will maintain the existing look of
the subdivision entrance and is in keeping with the Maguire Road Corridor. There are adequate funds
from the completed 2014/15 resurfacing program remaining to cover the cost for the proposed repair.
Issue:
Request the City Commission approval for Winshire Boulevard restoration.
Recommendations:
Recommend approval to assign $25,000.00 of the remaining 2014/2015 resurfacing capital funds to
restore the existing roadway base and pavers on Winshire Boulevard. Work will be solicited and
awarded in accordance with City Purchasing Policy and Procedures.

Financial Impact:
There are adequate funds remaining in the 2014-2015 Resurfacing Capital Budget to cover the
restoration of Winshire Boulevard to a maximum of $25,000.00.
