Subject: Purchase Purchase of services from the Omega Group (required for converting data from CTS America's
CAD/RMS for use by Omega Group's Crime View products).
Background Summary:
The City of Ocoee currently owns the Omega Group's Crime View software. Crime View offers the police
department's crime analyst a simple interface that allows for advanced analyses such as Hot Spot mapping and
Repeat Calls reporting. The City's Computer Aided Dispatch (CAD) and Records Management Systems (RMS)
data can be automatically imported into a mapping platform which allows end users to visualize crime activity
geographically. This will allow for improved directed patrol and enforcement activities. When the City of Ocoee
contracted dispatch services through the City of Apopka, computer connectivity did not allow for the City of
Ocoee to have the direct connection needed to pull the crime data required for the utilization of Crime View.
Now the upgraded CAD and RMS, made possible by contracting with the City of Winter Garden, allows the City
of Ocoee to access crime data. In order to utilize the Crime View, the Omega Group will have to write a script
to pull the data from the CAD and RMS. This will cost $8,662.50.
Once the data is pulled from the RMS and CAD, it can also be used by the Omega Group's
Crimemapping.com. This product is the Web face of the Crime View Enterprise platform, which reaches and
informs interested community members with timely, accurate crime and incident information, resources and
alerts via a map. This product will allow community members access to view and monitor criminal activity,
raising awareness and assisting law enforcement in prevention. This product has an annual cost of $600.
Issue:
Should the Honorable Mayor and Board of City Commissioners authorize the Police Department to spend up to
$10,000, for the purchase of Crimemapping.com and the interface to pull the data from our current RMS /CAD?
Recommendations
It is recommended that the Honorable Mayor and Board of City Commissioners authorize the Police
Department to spend no more than $10,000 for the purchase of the Crimemapping.com and the interface to pull
the data from our current RMS /CAD

Financial Impact:
A total of no more than $10,000 from Federal Forfeiture Funds. The $600 for Crimemapping.com will be a
reoccurring annual cost. There is currently approximately $72,792.92 in Federal Forfeiture Funds.

The Ocoee Police Department has requested The Omega Group to reconfigure the CrimeView Desktop
application and associated datasets in order to accommodate the changes to data schema, table names,
field names, and data type. The profile reconfiguration will be completed for the CrimeView Desktop
application. The profile reconfiguration requires Omega staff to perform data collection, application
configuration, query building, report configuration and testing services related to CrimeView Desktop and
Import Wizard.

Subscription Fees
Subscription fees represent the cost of hosting and maintaining the enterprise solution module. Fee
payment will commence upon completion of installation and training of the system and cover the first
twelve months of use. The first year of subscription fees are included in the total year one costs.
Payment Schedule
Your agency will be invoiced for the annual amount of $600.00 once your data has been posted
in the staging area at CrimeMapping.com for thirty (30) days. Payment is due thirty (30) days from
invoicing.
• In the case of credit card payments The Omega Group will automatically charge Customer
Credit Card on file all fees associated with the account on the due date.
• The Omega Group may, at its option, charge a 10% fee for late payments.
• Cancellation of the annual hosting agreement must be requested in writing sixty (60) days
prior to the expiration date.

Scope of Work
The Omega Group will set up an automated export of crime data to the hosted
CrimeMapping.com application. The data will be cleaned and geocoded at the client site, and then
exported via a web service transmission to The Omega Group's secured hosting facility.
1. Project Planning /Management
1.1. Identify data source for incident data (RMS preferred)
1.2. Identify data fields from incident reports to be displayed in CrimeMapping.com
(fields used include: address, crime type, description, date /time and case number)
1.3. Determine remote connection method
1.4. Review roles and responsibilities
2. Omega Import Wizard Configuration and Application Setup
2.1. Client will install /license ArcGIS on import server or workstation
2.2. Omega will install /license Import Wizard and Omega Extractor on import server or workstation
2.3. Omega will create import profile for CAD /RMS data extraction
2.3.1.Omega will create SQL Statement
2.3.2.Omega will configure data processing steps
2.3.3.Client will group incident types /call types into one of fifteen standard Omega crime type
categories and will decide which crime types (if any) should be excluded from
CrimeMapping.com site
2.3.4.Omega will configure geocoding process

2.4. Omega will configure the Omega Extractor and configure the profile import automation with the
client's assistance

serves as quality assurance to ensure the data is displayed accurately in Crimemapping.com.

Software Specifications
For Crimemapping.com the following software will be required for the deployment:

Incident Data Specifications
Crimemapping.com automates the import of source data via an application called the Import Wizard.
The Crimemapping.com dataset (layer) is imported daily via Import Wizard profiles (licensed
individually). The profile license contains configuration information for extracting data from an RMS (via
a SQL Statement), geocoding, data processing, & subsequently outputs /appends the result into a GIS
feature class format. It is important to consider that source data originating from a relational database
will be transposed into a de- normalized (flat file) format. As a result, there will be one "dot" on the map
per record in the Crimemapping.com dataset. The maximum number of records returned on
Crimemapping.com is 800 records. The application will be configured to support the following dataset:

Crime Types are a set of pre- defined data queries. They include: Arsons, Assaults, Burglaries,
Disturbances, Narcotics, DUI's, Fraud, Homicides, Motor Vehicle Thefts, Robbery's, Sex Offenses,

Remote Access Requirement
• Establishing remote connection to the server(s)
o Data collection, installation and technical support will be performed through remote
connection
o Omega recommends VPN or Citrix's GoToMyPC or GoToAssist for remote connections
• Client must provide the necessary remote access details
• If the client is unable to provide high speed remote access, a fee will be incurred based on the
additional time required for data collection and application development

Proxy Settings
The Extractor can be configured to work with a proxy, as long as the client can provide a static external IP
address for that server (or network) or a continuous range of IP addresses that the extraction will always
come from. The IP address requirements are independent of the proxy issue.
Database Connections
Omega uses the Import Wizard to read the data from the RMS tables. With our software installed, use
standard Microsoft ODBC connections, and provide Omega with read -only user access.
External Network Connection
Using the Import Wizard data extraction tools, the data is transmitted via
https : / /extractor.theomegagroup.com (Port 443).
