In 1993, the plant was outfitted with Kruger (the plant's Bio-Process Company) bar screens. Due to the aging screens, bar screen #2 was replaced with a Kruger device and bar-screen #1 was to be replaced in FY 2017. However, due to poor performance of both the new and existing screens, and the lack of support from Kruger, staff began evaluating other screening devices. The Parkson Fine Screen was selected with an approximate cost of$290,000 for installation. In October 2014, City bid the Bar Screen Replacement project, and FilterOne was the lowest responsive bidder with an "equal at" a cost of$106,121. The "equal at" cost included their own proprietary fine screen filter which is comparable to the Parkson brand. The second lowest responsive bidder proposed using the Parkson Fine Screen at a cost of$291,000. FilterOne was determined to bid the lowest cost and was the most responsive bidder with a savings of approximately $184,000. The new FilterOne fine screen was constructed and delivered on time. Installation of the product was quick and easy and the unit has worked flawlessly since being installed. Utilities staff is extremely satisfied with the quality of this unit. Due to the imminent failure of the second screen and the cost savings achieved through the bid process, staff negotiated with FilterOne at the time of the first filter installation to replace the second screen after a successful operational phase of the first screen. FilterOne agreed to provide a second screen subject to minor price adjustments due to increased material costs. The second screen is being offered at $115,886.32 which is an increase of$9,765.32. Fiscal Year Budget 2016 includes funding resources of$150,000 (in Wastewater R&R fund 407-535-00-6302). Staff recommends utilizing original bid #14-05 and contracting with FilterOne for the construction and installation of Bar Screen #2 for$115,886.32. Issue: Should the City Commission approve the utilization of the City's Bid #14-05 and contracting with FilterOne for the replacement of the #2 Kruger Bar Screen at a cost of$115,886.32? Recommendations Staff recommends that City Commission approve the utilization of the City's Bid #14-05 and contracting with FilterOne for the replacement of Bar Screen #2 at a cost of $115,886.32; and authorize the Mayor, City Clerk, and staff to execute the required contractual documents once the required insurance is received. Staff also recommends that the City Manager be authorized to approve change orders to this contract up to the limit of his purchasing authority for each change order, and up to the budgeted amount for this project for all change orders. Attachments: FilterOne Quotation# 2015056 Financial Impact: In the Fiscal Year 2016 budget, $150,000 is budgeted in Wastewater R&R fund 407-535-00-6302 for Bar Screen #2 replacement. Awarding this work to FilterOne will provide result in the project coming in $34,113.68 under budget. The head loss across the screen at the average flow will be approximately 15 inches assuming a downstream water level of 12 inches. The concentric flight shall be formed from bar stock. • The Fl WashPress unit shall be supplied with a screenings washing system to wash the screenings prior to directing this material to the pressing zone. The washing system shall be supplied with a solenoid valve and a 3/4 in. NPT connection. • The Fl WashPress unit is supplied with a spray cleaning system. The spray system shall flush the screening residue from the compaction zone and be supplied with a solenoid valve and a 3/4 in. NPT connection. • Each FilterONE Fl Shaftless Conveyor Washer Compactors shall be factory assembled and tested, and shall be shipped to the job site fully assembled. No field assembly shall be required. FilterONE shall provide the installation services and furnish all labor, materials and equipment to remove and dispose of the existing automated Bar Screen, existing screenings bin/discharge chute and all associated piping, conduit and un-necessary associated appurtenances. The installation services include the Plumbing supplies, material and labor to accomplish a complete functioning system. The installation services includes the Electrical supplies, material and labor (by a State of Florida Licensed Electrician) to accomplish a complete functioning system. 5. Startup services: One (1) trip to the jobsite/two (2) days total, including travel time, is included. Pricing: FOB Jobsite; the price for the equipment and services as listed above is US$115,886.32. Owner Responsibility: • Anchor bolts • Manual bar rack and any supports • Dumpsters for the compacted screenings • Unloading, uncrating, installation and installation supervision. Installation will at minimum require a crane/hoist. • Readiness of equipment before requesting start-up service. Non-readiness may incur additional charges. • Compatibility of equipment materials of construction with process environment. • Electric connection and interconnecting wiring, wiring and conduit from each unit to a terminal box or main control panel. • Interconnecting piping. • Lifting cables, platforms, gratings, and railings, etc. • Any other auxiliary equipment or service not detailed above. • Forwarding fees, customs charges, duties, transfer fees, and any and all taxes are not included in above.
