HomeMy WebLinkAbout10-29-2015 Canvassing/Audit Board Minutes MINUTES OF THE OCOEE CANVASSING /AUDIT BOARD MEETING HELD OCTOBER 29, 2015 CALL TO ORDER — OCTOBER 29, 2015 City Clerk Eikenberry called the Canvassing Board to order at 2 :02 p.m. in the office of the Supervisor of Elections, 119 W. Kaley Street. BOARD MEMBERS: Canvassing Board Members Jean Grafton, Victoria Laney, and Martha Lopez- Anderson. Audit Team Members Kathy Heard, Nichole DeRienzo, Supervisor of Elections Representative Mary Cruz, and Supervisor of Elections Representative Timothy Frazier. ALSO PRESENT: City Clerk Eikenberry, City Attorney Cookson, Supervisor of Elections Representatives, and Recording Clerk Sibbitt. ABSENT: None. PROVISIONALS Orange County Supervisor of Elections Bill Cowles and Supervisor of Elections Representative Timothy Frazier briefly explained the one provisional ballot that had been received. Mr. Frazier shared that he advised the voter that she would have to bring her license to their office in order for her ballot to count and she had indicated she would think about it. Orange County Supervisor of Elections Bill Cowles said that response is typical for provisional ballots, especially after results are given, and usually they do not have voters come hack with anything to support their provisional. He advised that the Canvassing Board can vote to reject this ballot should they chose too. City Clerk Eikenberry clarified that if the voter did come in after they canvassed then they would have to change the certification to reflect that. Mr. Cowles answered in the affirmative. Canvassing Board Member Grafton, seconded by Canvassing Board Member Laney, moved to reject the provisional ballot. Motion carried unanimously. It was discussed that one absentee ballot came in and in order to count it they would have to run it through the machine and a new print out with the official totals will be given to the City Clerk. After the official totals are certified then the audit team will begin their process. Audit Team Members Kathy Heard and Nichole I)eReinzo were taken aside to be briefed on the audit procedures. The City Attorney inquired about the absentee ballot that was being processed for which an explanation was given by the Supervisor of Elections. Ocoee Canvassing /Audit Team Board October 29, 2015 POST LOGIC AND ACCURACY TEST & ZERO TAPE SOE Representative Daughtry explained the Post Logic and Accuracy (L &A) Test he did after the election as well as the Absentee L &A Test he conducted after they had received one additional absentee ballot. The City Clerk signed and dated both tapes. CERTIFY THE ELECTION Canvassing Board Member Laney, seconded by Canvassing Board Member Lopez - Anderson, moved to certify the election with the following votes: 1,187 for Rusty Johnson, 226 for Ronney Oliveira, and 1,066 for Jim Sills. Pursuant to $ C -46C of the Ocoee City Charter, due to no candidate receiving a majority of the votes cast for that office, a runoff election is required on Tuesday, November 24, 2015. Motion carried unanimously. (Certification Attached) AUDIT TEAM The random selection of the race and precinct to be audited was conducted by roll of die. City Clerk Eikenberry rolled a one so precinct 1106 (District #1) was audited. The Audit Team was moved to another table to begin the audit process. Kathy Heard, Nichole DeRienzo, Supervisor of Elections Representative Mary Cruz, and Supervisor of Elections Representative Timothy Frazier began counting the precinct ballots for District #1. Their results were as follows: Early Votes Rusty Johnson: 3 Ronney Oliveira: 0 Jim Sills: 1 Under Vote: 0 Over Vote: 0 Questionable: 0 Absentee Votes Rusty Johnson: 101 Ronney Oliveira: 16 Jim Sills: 87 Under Vote: 0 Over Vote: 0 Questionable: 0 Election Day Votes Rusty Johnson: 173 Ronney Oliveira: 26 Jim Sills: 150 Under Vote: 0 Over Vote: 0 Questionable: 0 Total Audited Precinct Ballots: 557 21Page Ocoee Canvassing /Audit Team Board October 29, 2015 City Clerk Eikenberry and a SOE Representative compared the auditing committee worksheet with the previous machine results, and all numbers matched. The Voting System Post - Election Audit Report was certified and signed by the Canvassing Board.
