HomeMy WebLinkAboutItem #08 Approval to Award Security Camera Replacement Work at City Hall to MillenniuM Fire & Security, Inc., in the Amount of $15,822.75 ocoC e florida AGENDA ITEM COVER SHEET Meeting Date: February 2, 2016 Item # Reviewed By: — Contact Name: Al Butler, Support Services Department Director: Contact Number: 407-554-7063 City Manager: Subject: Authorization to award security camera replacement work at City all to MillenniuM Fire & Security, Inc., in the amount of$15,822.75 with a 10% contingency allowance. Background Summary: The security camera installation at City Hall covers portions of that building and the City Hall Annex (former Police Headquarters Building) with a mix of analog and digital cameras, with a central recording device located in the Annex. In addition to using outdated technology, the system has a number of functional shortcomings, such as poor or absent coverage in several critical locations. Replacement of the system was planned for FY 2016. City staff identified three suitable vendors who had previously worked on audiovisual systems at the city: • MillenniuM Fire & Security (Orlando, FL), which had installed the security camera system at the Community Center; • Convergint Technologies (Orlando, FL; fka Qualified Systems), which had installed the original City Hall camera system and maintains the city's building security systems; and • Infinity AV & Security (Longwood, FL), which had installed the Community Center, Commission Chambers, and !son Center audiovisual systems. Staff developed a deployment plan requiring a 15-camera installation and sufficient storage capacity to retain at least 30 days of video at a 15 frames per second or higher rate. The selected camera locations are primarily on building exteriors in order to monitor entrances to the two buildings, in addition to retaining security camera coverage of the Utility Counter. A centrally located digital network video recorder would be able to provide access to the live video and recorded images through a secure website. It is anticipated that all cabling will need to be replaced. Competitive proposals were received from each vendor. Staff from the Support Services Department was involved in the solicitation and evaluation process. The proposals received were: • MillenniuM Fire & Security - $15,432.75 for a using a 16-port digital network video recorder with a 9 TB video storage capacity and 3 megapixel dome cameras. • Convergint Technologies - $29,703.72 for a 15-camera system utilizing a Dell server with 6 TB of storage capacity and 3 megapixel dome cameras. • Infinity AV & Security - $15,824.00 for an HIK Vision system using 2 megapixel cameras that is similar to what is now at the Community Center and $19,625.00 for a higher quality system using a Blackjack Cube network video recorder. 1 Issue: The city needs to replace the security camera system at City Hall. Recommendation Based on the nature of the products and services being acquired, staff recommends waiving the formal RFP/bid process and selecting from the three companies with which the city has prior successful experience. Staff additionally recommends that the City Commission authorize the execution of an agreement with MillenniuM Fire & Security, Inc. to furnish and install a digital security camera system for City Hall and City Hall Annex at a total cost of $15,432.75, with the addition of a recording microphone at the Utility Counter for $390.00 (not in original request) and a provision for change orders of up to 10% of the total price. In addition to providing the lowest cost proposal, staff experience with this vendor for similar work indicates the highest likelihood of successful completion. Attachments: • Price proposal and contract with MillenniuM Fire & Security, Inc. (recommended option); this proposal includes the audio microphone, which raises the cost to $15,822.75. The total cost of change orders to respond to changing conditions, if any, could not exceed $1,582.28 without subsequent action by the City Commission. • Price proposal from Convergint Technologies (separate pricing for equipment and labor); note that this proposal uses references to the former Police Department occupancy of the City Hall Annex. • Price proposals from Infinity AV & Security, Inc. (two proposals based on different equipment). Financial Impact: This procurement is accommodated by the Adopted FY 2016 Budget. Scope of Work Furnish and install a commercial quality Hikvision IP video surveillance system for the Ocoee City Hall and Annex Building per the parameters that were discussed at the meetings that I had with Kiel Gajadhar on 12/17/15 and 1/7/16. Per Kiel's request, the new IP System that we're proposing will be installed on your existing network as a stand-alone system. As discussed,it's our understanding that the PoE switches that are required for the cameras are either existing or will be furnished and installed by others and that they have enough spare ports and will support the new IP cameras being added at the existing Server Rooms.
