MINUTES OF THE CITY OF OCOEE
CODE ENFORCEMENT BOARD MEETING
August 22, 2006
CALL TO ORDER
Chairman Godek called the regular meeting of the Ocoee Code Enforcement Board to order
at 7:02 p.m. in the Commission Chambers at City Hall. Member Hopper led the Invocation
and Member Ballard led the Pledge of Allegiance to the Flag. The roll was called and a
quorum was declared present.
PRESENT: Chairman Godek, Vice Chair Chancey, Members Ballard, M. Godek, Hopper,
Morton, Stanley and Alternate Member Lowery. Also present were Code
Enforcement Supervisor Loeffler, Code Enforcement Officers Braddy-Bagwell,
Rodriguez, and Siegrist, Permitting Clerk Ramos, Attorney Sneed, and Deputy
City Clerk Sibbitt.
ABSENT: None
Permitting Clerk Ramos administered the oath to Code Enforcement Officers Braddy-
Bagwell, Loeffler, Rodriguez, and Siegrist, and anyone intending to speak regarding a case.
CONSENT AGENDA
ALL MAITERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED ROUTINE BY THE CODE ENFORCEMENT BOARD AND WILL BE
ACTED UPON BY ONE MOTION. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS UNLESS DISCUSSION IS DESIRED BY A
MEMBER OF THE BOARD, IN WHICH CASE THE CHAIRMAN WILL INSTRUCT THE BOARD CLERK TO REMOVE THE ITEM FROM THE

Officer Rodriguez gave a detailed history of the case and presented exhibits. She further
announced the property was in non-compliance as of August 22, 2006.

Lee Armstrong, who does not reside at the address but is the owner of the vehicle, stated he
did receive a notice in July and has continued to work on the truck since then. He further
stated the tru.ck has been sitting at that location for two years while he has been working on it
but due to the hot July weather he has recently had to quit. He is requesting that the Board
give him a chance to finish working on the truck to get it running again. Member Hopper
inquired if there was a family member who could finish the work on the truck to get it fixed
quicker for Mr. Armstrong due to his concerns of having a stroke in the heat. Mr. Armstrong
stated his son did not have any mechanic experience. He also further stated the vehicle is
tagged and insured and is parked in the driveway correctly so it does not obstruct anyone's
view of the road. Member Hopper stated per City Ordinance the vehicle is still not up to
code. Vice Chair Chancey inquired if the complaint on Mr. Armstrong was a citizen
generated complaint. The officer stated the complaint received was made on several residents
on Caballero Street regarding vehicles. Member Morton inquired from Mr. Armstrong as to
how much time he would need to fix the truck. Mr. Armstrong stated he did not know since
he would only be able to work on the truck when the weather permitted. Member Hopper
inquired if the vehicle had broken down at his son's home since Mr. Armstrong resides in
Orlando. Mr. Armstrong stated the vehicle had broken down on his way to Ocoee and he
had a tow company tow the vehicle to his son's horne,
Member HODDer, seconded bv Member Morton, moved in Case No. 06-077 to find the
respondent in violation as cited as of Julv 19. 2006, and be given until September 1, 2006, to
come into compliance or be fined $100/per dav thereafter. Motion carried 6-1 with Vice

announced the case is a repeat violation and the property was in compliance as of August 22,
2006.
Bissoondai Narine, 1722 Rachel's Ridge Loop, stated he has been having problem with his
landscaper who has recently lost his wife and had not shown up to cut his grass. Chairman
Godek informed Mr. Narine that as a repeat violator he could be fined from July 11, 2006, up
to the compliance date.

COMMENTS
Code Enforcement Officer Loeffler postponed the activity synopsis for August 2006 until
the September meeting.
Alternate Member Lowery announced he would like to see citizens come in and see how the
board operates and have them get involved. He also stated he applauds the officers for their
efforts.
Member Morton announced he will be absent for the September meeting. He further
announced in Sunday's paper there will be an announcement for part-time Federal Help
wanted.
Member Hopper thanked the officers for doing a great job and further inquired if the Wal-
mart situation had ever been corrected. Officer Loeffler updated him on the Wal-mart
outcome.
