Subject: Approval for separate surplus sale of computing, network, and related quipment.
Background Summary:
The city has completed a number of technology-based activities and conducts continuous equipment
replacement programs that generate surplus equipment. These projects include revamping the city's
programming and broadcast equipment in City Hall and the Community Center, upgrading the
performance and reliability of the city's computer network, and replacing portions of the Police
Department's computer hardware. Computer and equipment replacement by the Support Services
Department occurs on a continuing basis, due to both the scheduled upgrading of obsolete equipment
and emergency repair/replacement necessary to maintain operations. In addition, the move to stronger
electronic archiving procedures has resulted in several large-format scanners being upgraded to units
with higher throughput speeds. All of this work has created a fairly sizable collection of obsolete and/or
broken equipment that needs to be sold soon to free office space. Although much of the equipment
could be handled through the traditional public auction mechanism used for more common surplus sales
by the city, commercial markets exist for the sale of the surplus computer, network, and audiovisual
equipment that could generate higher revenues.
Issue:
Staff seeks renewal of its prior authority to sell surplus technical equipment through a multi-path process.
Recommendations
Staff recommends the City Commission authorize the sale of surplus equipment by the Support Services
Department on the secondary market so as to maximize the potential revenue. Much of the applicable
equipment has already been identified and removed from service and can be sold immediately upon City
Commission authority to do so. However, some additional equipment will be taken out of service and
become surplus as more work is completed. Staff recommends that it be authorized to also sell or
otherwise dispose of surplus equipment of a similar nature as it is identified through the rest of the fiscal
year. Staff will work with its network consultants to offer the products for sale and to facilitate the best
opportunity to generate revenue for the city. Sales may occur through a direct solicitation of best offers
from known purchasers in the field and through auctions, including those utilizing the contract auctioneer
providing that service to the city at the time of sale.

Attachments:
Current list of surplus equipment. Note that additional equipment will be added to the list of items for
sale during the fiscal year. Not all products will be sold at the same time. Support Services staff will
work with the Finance Department to track the disposition of all assets.
Financial Impact:
Disposition of surplus technical equipment was handled under a similar process for FY 2015. Sale of the
equipment will generate funds for the city.
