Background Summary: Currently, the Ocoee Fire Department has 3 frontline fire engines and one fire engine in reserve (4 total). The fire department's FY 2015/2016 CIP budget reflects City Council's approval to purchase a new 2016 Pierce fire engine. This budget item is described as a "replacement" engine. The fire department is requesting that the City retain the engine that is being replaced (Vehicle # 883). Retaining the spare apparatus will allow the fire department the better ability to keep units in service when frontline units are out of service for maintenance, repairs, or vehicle accidents. Additionally, this reserve may play an important role in the future expansion of fire protection in the NW area of the City (Station 38), where we currently only have a rescue unit without fire suppression capabilities. Issue: With the significant increases in annual call volume for service, it is critical that we have a sufficient number of fire suppression reserve apparatus available for use. Additionally, the rapid growth and development in the NW area of the city will require the future need for a fire suppression unit. By retaining this reserve apparatus, it will allow the fire department to place an Engine in the NW area without the significant initial start-up cost of purchasing a new fire apparatus. Recommendations Staff recommends the approval to retain the reserve engine (Vehicle # 883) and change the budget to reflect the approved Pierce fire engine purchase as "new" and not "replacement". Attachments: None Financial Impact: The only financial impact to the fire department for the retention of this reserve apparatus is the revenue that would be generated from the potential resale of unit at an approximate value of$20,000- $30,000. However, once the reserve is eventually sold, the department will recover much of this loss in revenue through resale or trade in. Public Works "Fleet" will incur a financial impact of approximately $11,000 annually for maintenance, repairs, and fuel of the reserve apparatus being retained.
