'''~ -.- - If MINUTES OF OCOEE BOARD OF CITY COMMISSION REGULAR MEETING HELD OCTOBER 3, 1989 The regular meeting of the Ocoee Board of City Commission was called to order at 7:30 p.m. by Mayor Ison in the commission chambers. Commissioner Hager gave the invocation followed by the pledge of allegiance. PRESENT: Mayor Ison, Commissioners Combs, Dabbs, Hager, Johnson, City Manager Shapiro, City Engineer Shira, City Planning Director Behrens, Public Works Director Brenner, and City Clerk Grafton ABSENT: None PRESENTATIONS AND PROCLAMATIONS Mr. Bill Warden, who was to represent Meals on Wheels, was not present and no action was taken on this item. CONSENT AGENDA The proposed consent agenda consisted of items A and B. A. Acceptence and approval of Commission special session minutes of September 26, 1989, B. Authorization for execution of Cooperative Fleet Maintenance Agreement with Windermere. Commissioner Dabbs, seconded by Commissioner Hager, moved to 1Pprove the consent agenda as presented. Motion carried with unanimous vote in favor. COMMENTS FROM CITIZENS/PUBLIC Mayor Ison noted that at the mini agenda at 7:20 p.m. Mr. Everette Humphrey, 1 E. Columbus, reported that there were two businesses operating illegally in the residential section on Bluford Avenue and Columbus Street. Commissioner Johnson advised that the Code Enforcement Officer has been informed and is working on it already. Mr. R.P. Mohnacky, 1820 Prairie Lake Boulevard, spoke on recycling, and was advised by Mayor Ison and City Manager Shapiro that the City of Ocoee has an agreement with Orange County and is subject to their direction. SILVER BEND-PRELIMINARY SUBDIVISION PLANS - PUBLIC HEARING City Planning Director Behrens read the staff report and pointed out that since this development was last before Commission the entrance at the bend of the road has been moved 600 feet westward. Also, that a second entrance 650 feet farther west has been included and the commercial property across the street would be asked to hook up to one of those entrances. Commissioner Dabbs recalled that the agreement was that D.O.T. was to straighten out the bend and if they did not then the development would align with /--- -----...---' -- ~~ -- - --- ~ Page 2 City Commission Regular Meeting October 3, 1989 Johio Shores Road. City Planning Director Behrens explained that that plan was submitted to D.O.T. and they objected to an entrance on the curve. This plan is the result of that objection. The public hearing was opened and as there were no further comments from Commissioners or citizens the hearing was closed. Commissioner Johnson, seconded by Commissioner Combs, moved to approve the plan as presented. Motion carried with unanimous vote in favor. STAFF REPORTS: None COMMENTS FROM COMMISSIONERS commissioner Combs asked if we have any control over Sunshine Stables as our Police Department had to deal with their horses when they got outside of their fence recently. City Manager Shapiro said we have jurisdiction over them when they are on City property or right-of-way, but not when they are inside the fenced area as that is in the County. ~ Commissioner Combs announced the Kiwanis Golf Tournament Fund Raiser to be held October 29 at Rosemont Country Club. The entry fee is $50.00 which includes golf and a sit-down meal. Commissioner Dabbs announced again that the reason the sprinkler is running occasionally in his yard during the daytime is because his heat pump is working and that is within the guidelines for permitted use. Commissioner Johnson thanked Public Works Director Brenner and his staff for getting the ball field ready in time for the games to start. He also commented that it was nice to have citizens in the audience. Commissioner Hager thanked the Street Department for cleaning up the street in his area and said that he has had many good reports about the department.
