HomeMy WebLinkAbout10-17-89 SS "- OCOEE CITY COMMISSION JOINT MEETING WITH PLANNING AND ZONING HELD OCTOBER 17, 1989 This Special Joint Session with the City Commission and the Planning and Zoning Commission was called to order at 6:31 p.m. by Mayor Ison in the Commission Chambers. Gary Carroll led in the prayer and the pledge of allegiance to the flag. PRESENT: Mayor Ison, Commissioners Combs, Dabbs, Hager and Johnson. From Planning and Zoning: Meembers Switzer, Carroll, Swickerath, Weeks, Linebarier, Shiver and Bond. Also present: City Manager Shapiro, Planning Director Behrens, Planner Claman, and City Clerk Grafton. CONSIDERATION OF SUBCOMMITTEE MEMBERSHIP (BOTH COMMISSIONS) Planning Director Behrens stated that there was a great deal of work to be done in the next 15 months developing the City's Comprehensive Land Use Plan. One of the requirements of the plan is that there must be substantial public participation. Water customers were canvassed and a citywide publication requested volunteers for the tasks that lay ahead. More than 50 people did respond and most have been contacted. The job tonight is to formulate the committees required. Mr. Behrens felt there should be one commissioner and one Planning and Zoning Commission member on each committee, plus the public appointments. ~ City Manager Shapiro helped establish the parameters of the committees. The number, he determined, would be 5 to 10 members on each committee. Anyone could serve on more than one committee. Individuals who own land in the city but live outside of the city could be members and individuals renting property in the City could participate. Mayor Ison suggested that discussion of subcommittee selections begin with appointment of the Planning and Zoning Member on each. The following were appointed: Recreation and Open Space/Conservation - Jim Swickerath Housing - Pat Bond Future Land Use - Harold Switzer and Gary Carroll Intergovernmental Coordination - Mike Sims and John Linebarier Capitol Improvements - Mickey Shiver Traffic Circulation/Infrastructure - Gerald Weeks -- Mayor Ison requested any citizen in attendance to volunteer for committee assignment. Before accepting volunteers, the Mayor read the names of twenty six individuals who had responded to the ci tizen participation request in "City Limits", but did not indicate a specific committee. Mayor Ison read the names listed under each specific committee and requested volunteers. Mr. Swickerath suggested that, with an election only weeks in the future, the commission seats on the committees be assigned by the seat number rather than by name.
