MINUTES OF THE OCOEE BOARD OF ~ COMMISSION REGULAR MEETING
HELD NOVEMBER ~ 1989
The regular meeting of the Ocoee Board of City Commission was
called to order at 7:33 p.m. by Mayor Ison in the Women's
Club. Mayor Ison gave the invocation followed by the pledge
of allegiance.
PRESENT: Mayor Ison, Vice Mayor Johnson, Commissioners
Hager and Combs. City Attorney Rosenthal, City Manager
Shapiro, Planning Director Behrens, City Engineer Shira and
Deputy Clerk Swilley.
ABSENT: None
PRESENTATIONS AND PROCLAMATIONS

Mr. Bill Warden, representing Meals on Wheels, thanked the
Commission for their continued support. Mr. Mauro Rigante,
President of League of Mayors spoke to Commission and
expressed the rewards of working with Mayor Ison over the
years. He stated that it was Mayor Ison who initiated the
League of Mayors program. Mr. Rigante then read a resolution
from the League of Mayors honoring Mayor Ison who was then
presented with the framed resolution. At this time Mayor
Ison temporarily turned the meeting over the Vice Mayor
Johnson who asked Mayor Ison and Commissioner Hager to come
to the speaker podium where he presented them each with a
plaque in appreciation for their respective years of public
service. Vice Mayor Johnson expressed gratitude for their
inspiring him to run for office. Mayor Ison then spoke to
the Commission and audience by reading a speech he wrote in
1984 to his fellow citizens, neighbors and friends. He
thanked many employees from each department citing excellence
in performance. He also stated that he would miss the job of
Mayor. Mayor Ison was given a standing ovation.
CONSENT AGENDA

The proposed consent agenda consisted of items A, B, C, D and
E. Mayor Ison announced that item E (Approval of
Recommendation to Not Purchase Rich Property) would be pulled
per City Manager Shapiro to be brought back at the next
meeting.
A. Acceptance and Approval of Commission Regular Meeting
Minutes of September 19, 1989.
B. Approval of Grave Site Donation for Jesse Bruce.
C. Approval of Revision to the Public Participation
Procedures Document.
D. Approval and Adoption of the Innovative Ideas Program.
Vice Mayor Johnson moved to approve the Consent Agenda, items
A, B, C and D. Motion seconded by Commissioner Hager and
carried with unanimous vote in favor.

COMMENTS FROM CITIZENS/PUBLIC
Don Tyndall stated that Mayor Ison would be missed and
thanked him for a fantastic job.

OTHER BUSINESS
Resolution No. 89-14, Authorizing Poston/Grafton/Batts
signatures for Safe Deposit Box.
Resolution 89-14 was read by title only by City Manager
Shapiro. Commissioner Combs moved to approve Resolution 89-
14, seconded by Commissioner Hager and approved unanimously.

Discussion re: Recommendations regarding use of Attorneys
for City Wide Legal Matters
Commissioner Combs moved to authorize City Manager Shapiro to
search for an attorney to fulfill needs as indicated in the
staff report, items 5 and 6. Second by Vice Mayor Johnson
and motion carried with unanimous vote in favor. The issue
of board attorneys, especially Code Enforcement Board, was
discussed. Mayor Ison suggested perhaps taking RFPs allowing
the current attorney to participate. Commissioner Combs
advised the City Manager to pursue based on the Code
Enforcement Board's satisfaction with Attorney Cool and to
report back at the next Commission meeting.

COMMENTS FROM COMMISSIONERS
Commissioner Hager stated that it has been a pleasure to
serve, that he has enjoyed the job and appreciated the
support. He stated that the community is a family of people
working for the good of the City. He further stated that he
will miss the job but that after ten (10) years it is time to
move on. Commissioner Hager stated that he looks forward to
Ocoee becoming the gateway to the west.

Commissioner Combs thanked Commissioner Hager and Mayor Ison
for their time served and jobs well done. He then stated
that he wants a left turn lane put in at Highway 50 and
Bluford. He stated that he asked for one a year ago and that
there was another accident there today. Commissioner Combs
stated that he wants something done and has asked City
Manager Shapiro to work on. City Manager Shapiro stated that
he has put Engineer Shira on the problem. Commissioner Combs
stated that used car lots seem to be popping up in the City
and that the lot next to the cabinet shop has cars on it
again. City Manager Shapiro stated that he has Code
Enforcement on it now. Commissioner Combs asked about the
water/sewer increase issue as far as an irrigation meter
being allowed for a water hose when the citizen does not have
a sprinkler type irrigation system. Engineer Shira stated
that an irrigation meter would be allowed but that the line
could only be run to the property line.
At this time (8:27 p.m.) Mayor Ison announced that Lester
Dabbs would be the next Mayor. Mayor Ison stated that the
Canvassing Board will meet at noon tommorrow (November 08,
1989) to count the absentee ballots and make the official
announcement.
Vice Mayor Johnson stated that there is a problem with cats
running loose in the community and he wants to know if the
City can operate their own animal control. City Manager
Shapiro stated that he will look into the costs and have the
Attorney look into the legal implications and report back.
Vice Mayor Johnson then thanked Mayor Ison and Commissioner
Hager for all of their endeavors in behalf of the City of
Ocoee. A standing ovation was given to both.

youth and that the youth are the future. Commissioner Hager
thanked everyone for the opportunity to serve and especially
thanked Mayor Ison. He stated that he respects the Mayor and
would cherish the time served with him.
Mayor Ison stated that he did the best job he could and had a
lot of help which he thanked everyone for.
