MINUTES OF THE CITY OF OCOEE CANVASSING BOARD HELD
NOVEMBER 22, 1989

City of Ocoee Canvassing Board was called to order at
in the conference room at city hall by Mayor Dabbs.

PRESENT: Mayor Dabbs, Commissioners Combs and Hager, City Clerk
Grafton
City Clerk Grafton advised that there were 36 absentee ballots
returned and that the signatures had been verified by the
Supervisor of Elections office. One of the ballots was not signed
but the name had been printed at the top of the ballot and was
witnessed. County Supervisor of Elections Clerk Keough had
advised that this Board should make the determination on whether
to count the ballot. The Board elected to count the ballot as
there was enough evidence to justify the decision. One ballot was
not contained in the secrecy envelope and so was declared invalid.
Two voters had returned ballots meant for the November 7 election
and those were also declared invalid. The envelopes containing the
33 remaining absentee ballots were counted by Mayor Dabbs and
Commissioner Hager and found to be in order. Upon opening the
envelopes, the ballots were separated from the envelopes and
stirred to ensure that the voter's right to secret ballot would
not be violated. Mayor Dabbs read aloud the vote cast on each
~ ballot and the results were as follows:

Mayor Dabbs announced that Sam Woodson is the winner for
Commission Seat #4, and Paul W. Foster for Commission Seat #2.
Mayor Dabbs administered the oath of office to Commissioner
Woodson and then to Commissioner Foster.

Commissioner of the City of Ocoee, which I am about to enter,
