MINUTES OF THE OCOEE CITY COMMISSION WORKSHOP SESSION HELD ON DECEMBER 5, 1989 This Joint Workshop of Recreation/Open Space/Conservation/Planning and Zoning and the City Commission was called to order at 6:37 p.m. by Mayor Dabbs. Commission - Mayor Dabbs, and Woodson. Space/Conservation - Bea Commissioners Combs, PRESENT: City Foster, Johnson Recreation/Open Melvin Shaver Planning and Zoning Harold Switzer, Mickey Shiver, John Linebarier, Mike Sims and Pat Bond Also Present - Planning Director Behrens and City Clerk Grafton Meeks, Joy McGraw and Bea Meeks: Recreation/Open Space/Conservation has had two meetings and does not have much to report. They have visited the parks and will be doing that again since not everyone was able to go the first time. This has advantage for the people who are not familiar with the City parks. They have decided to promote a swimming pool for the City. The City is currently in reasonably good shape according to the standards or criteria. Staff will be working to identify needs. Mr. Switzer: Wants Recreation Board to investigate the feasibility of some restrooms on this adjacent property (Starke Lake). Mr. Linebarier: He suggests the City look for some more passive recreational areas. He is all for football fields, etc., but some nature trails might be nice for senior citizens. He sugggested using the wetlands behind the cemetery and building wooden walkways and benches. Ms. Meeks: Stated this has been considered. Biggest question now is land for all the things they would like to do. Mr. Switzer: This might be a good use for wetlands. Commissioner Johnson: This committee is responsible for all types of recreation. One place that should be considered for development would be the sewer facility. This is about 190 acres of pretty land. Director Behrens announced that some developers, particularly along Clark Road, are donating lands to be used for recreational purposes. Pat Bond: If you are looking at restrooms for Starke Lake, why not look at a general rehab for the area. Ms. Meeks: Facilities for handicapped should also be considered. Commissioner Johnson: The City is making new Bar-B-Que grills that cannot be moved. They will be placed allover the City. Commissioner Combs: Stated he had done a lot of research on pools and if this committee is going to pursue this, he would like to be part of it. Mike Sims: Continued the subject of the effluent site by saying it was gorgeous and would develop well. The suggestion of a golf course came up. He asked about the property around Starke Lake and who owned it. He was told it was private property. He would like to see it developed. Mr. Shiver: Spoke again for the Little League and said that there are 370 children involved in baseball, and none who wanted to play \... Page 2 Ocoee City Commission Workshop Session December 5, 1989 ,...,. would be turned away. More facilities are needed and sooner than 1995. A new league, called Challenge, for handicapped children is in developmental stages but there is no room to put the teams at this time. He went on record saying he could not support Challenge at this time due to lack of space. Expansion of fields is needed today, in five years facilities should be more than doubled. Mike Sims: Asked how many acres it takes for a ballfield. The answer was the whole complex could be redone on 20 acres. Mr. Sims suggested the 40 acres at the north end of Apopka-Clarcona could be considered. Mr. Linebarier: Reminded the group that funding needs to be cited for all these projects. Mayor Dabbs: Mentioned the golf course project that would return $200,000.00 to the Ci ty wi thin two years. This would be one project that could be tied together with others. R. P. Mohnacky: Asked about the ballfield in the plans for the subdivision on Maguire Road. Mr. Behrens informed him that the plans for the field have been dropped. Commissioner Johnson reminded the group that these plans have not been approved. Mayor Dabbs: Regarding conservation, the City is in reasonably good shape with water and air pollution. Mr. Switzer: He has been in touch with representatives of the state regarding water quality and volunteer testing. He will be doing some testing of Prima Vista and Starke Lakes for this group. Ms. Bond: Reported that there has been a lot of disruption of the wetlands at Lake Olympia near Ocoee Hills Road. Mr. Behrens: Reported that he had called St Johns River Water Management to call attention to this activity. An investigation has been started. Protection has always been a big concern for Planning and Zoning Commission. Mike Sims: Air quality is becoming more important all the time. Mayor Dabbs declared the Joint Meeting adjourned at 7:09 p.m. Approved: -......
