MINUTES OF OCOBB BOARD OF CITY COMMISSION SPBCIAL SBSSION HELD
DECBMBBR 26, 1989
The Special Session was called to order by Mayor Dabbs in the
conference room in City Hall at 10:00 a.m. for the purpose of
holding a public hearing pursuant to the provisions of Section 7
of Article I of the Charter of the City of Ocoee which requires
that a public hearing be held whenever the City Commission
considers the borrowing of money in an amount in excess of
$100,000. Mayor Dabbs announced that this public hearing was
preceded by at least seven days notice in accordance with the
provisions of the City Charter and was called to consider the
adoption of two resolutions: Resolution 89-16, a resolution
authorizing the issuance of not to exceed $6,500,000 in Water and
Sewer Revenue Bonds, Series 1989 A, and $4,000,000 in Water and
Sewer Revenue Bonds, Series 1989 Bi and Resolution 89-17, a
resolution authorizing the sale of such bonds to Barnett Bank of
Central Florida, N.A.

Mayor Dabbs opened with a prayer and asked City Manager Shapiro to
read the titles of Resolution 89-16 and Resolution 89-17, which he
did. The public hearing was opened and City Attorney Arkin
explained the contents of the documents for the benefit of the
two citizens present. Commissioner Combs questioned the notes
attached to the documents and City Attorney Arkin explained that
the documents had just been finalized at 8:30 this morning and due
to the lack of time he had not had an opportunity to run the
final corrected pages into the master document. All agreed that
it would be appropriate to take the time to read the completed
documents before taking a vote and so a recess was called.
RECESS 10:17 A.M. TO 10:35 A.M.
Mayor Dabbs called the public hearing back to order and asked for
further questions or comments. There were no comments and the
public hearing was closed.
Commissioner Woodson, seconded by Commissioner Combs, moved to
adopt Resolution 89-16, authorizing the issuance of Series 1989 A
and Series 1989 B bonds, subject to the annotations being made a
part of the original document and also to authorize the Mayor and
City Clerk to execute the Resolution. On roll call Commissioner
Combs voted "Aye," Commissioner Foster "Aye," Commissioner Woodson
~ "Aye, " Mayor pro tem Johnson "Aye," Mayor Dabbs "Aye. " Motion
carried.

Commissioner Combs, seconded by Commissioner Foster, moved to
adopt Resolution 89-17, authorizing the sale of the referenced
bonds to Barnett Bank of Central Florida, N.A.. On roll call,
Commissioner Combs voted "Aye," Commissioner Foster "Aye,"
Commissioner Woodson "Aye," Mayor pro tem Johnson "Aye," Mayor
Dabbs "Aye." Motion carried.
The closing will be held in the office of City Attorney Arkin on
Friday, December 29 at 10:00 a.m.
