HELD JANUARY 16, 1990
Mayor Dabbs called the workshop to order at 6:05 p.m. in the City

meeting was to consider action regarding a contract with City
Manager Ellis Shapiro. Mayor Dabbs briefed the new commissioners
regarding the evaluation process which was started in September
and advised that the decision to be made was whether or not to
have a contract and the conditions of that contract, as City
Manager Shapiro had agreed to work for a set amount for the first
year without a raise and that year will be completed in February.

friendship between the Johnson family and Shapiro had not
materialized.
