MINUTES OF THE JOINT CITY OF OCOEE BOARD OF COMMISSIONERS,
PLANNING AND ZONING COMMISSION AND CITIZENS' ADVISORY BOARD ON
HOUSING ELEMENT WORKSHOP HELD JANUARY 16, 1990
PRESENT: Mayor Dabbs, Commissioners Combs, Foster, Johnson, and
Woodson, Planning and Zoning Chairman Michael Sims, Vice-Chairman
John Linebarier, Members Pat Bond, Gary Carroll, Darlene Rhodus,
Mickey Shiver, Jim Swickerath, Citizens' Advisory Board Vice-
Chairman Mike McEvers, Members Johan Bergh, Frank Karen, Gary
Prior, Gary Stanley, Mae Tomyn, and Libby Tomyn-Rainford.
Mayor Dabbs called the joint workshop to order at 6:40 p.m. in the
commission chambers. welcomed the Planning and Zoning Commission
and Citizens' Advisory Board members and turned the meeting over
to Associate Planner Lisa Claman. Ms. Claman then introduced
Citizens' Advisory Board Vice-Chairman McEver and Mr. Karen who
presented the list of goals prepared by the board: low to moderate
income housing developments with funding for this kind of
development, the development of affordable housing, establishment
of a housing assistance office, program to assist citizens in
keeping, their homes in living condition, review and strengthen
ordinances and standards and have arduous enforcement of them and
in increasing the fines and penalties on houses that do not meet
standards, have ordinances to establish qualifications. and apply
for grants especially for low income housing. The list is not as
~ yet prioritized. Mr. Linebarier suggested that the first move
should be to establish a municipal housing authority by ordinance
and have them prioritize the list and figure out how to enforce
it. There was discussion regarding the need for low income housing
and how developers could be encouraged to provide it. Mayor Dabbs
asked that a list be provided by the Planning Department and
Citizens Committee showing what kind of break the City can give to
developers to cause this to happen. Planning and Zoning Chairman
Sims said that you cannot reduce the specifications, but rather
should set aside land divided into smaller lots and put in
duplexes using zero lot line for affordable housing. Mayor Dabbs
restated the need for a list.
