MINUTES OF THE JOINT CITY COMMISSION/PLANNING AND ZONING COMMISSION/CITIZENS' ADVISORY BOARD CHAIRMEN WORKSHOP HELD ON FEBRUARY 3, 1990 The joint informal workshop was called to order at 5:00 p.m. at the Colony Plaza Hotel by Mayor Dabbs. Commissioner Foster opened the meeting with a prayer. PRESENT: Mayor Dabbs, Commissioners Combs, Foster, Johnson and Woodson, Planning and Zoning Chairman Sims, Members Bond, Carroll, Linebarier, Meeks, Swickerath, Switzer, Weeks, Citizens' Advisory Members Don Huber, Frank Karen, Mark Miller, Norman Moy, Jay Peacock, City Manager Shapiro, City Attorney Rosenthal, City Engineer Shira, City Planning Director Behrens, Senior Planner Harper, Associate Planner Claman, Administrative Secretaries King and Resnik, Building Official Flippen, Public Works Director Brenner, Police Chief Boyd, City Clerk Grafton and several interested citizens At Mayor Dabbs' request, City Manager Shapiro introduced the speaker. Jim LaRue, of LaRue Planning and Management Services and he in turn introduced York Phillips, who would assist him in his presentation. Mr. LaRue presented charts and slides showing the phenominal growth in this area, including Orange, Seminole and Lake Counties, saying that the population will soon reach 1,000,000. The purpose of this workshop was to brief those responsible for City government regarding strategic manangement to handle this growth, stressing the fact that if a community sets standards they cannot meet, there will be a moratorium placed on the city's building permits. Mr. Phillips distributed workbooks showing that the issues to be dealt with are 1) Urban Sprawl, 2) Affordable Housing, 3) Environment, 4) Infill/Redevelopment, and 5} Land Use. It was pointed out that key issues are Concurrency, Development Regulations, and Intergovernmental Strategies. Mr. York noted that it is important to prepare the needs analysis carefully, and act on it, as the movement will be monitored. Mr. LaRue stated that it is important to establish a plan and policy now and not wait until a problem develops because you did not pay attention, and he stressed the fact that planning is a management tool. It is most important to have data that is supported by policies (ordinances that follow up with the standards set by our plan), and all of these must tie in with our capital improvement plan. There was good audience participation as the issues were presented and vigorous discussion regarding affordable housing. Consensus was that the presentation was very helpful and Mr. LaRue and Mr. Phillips should be scheduled to come back. Questions for the next session are to be funneled thru the Planning Staff.
