Contact Number: 407-905-3159 City Manager: Robert Fran ,/ / ' ,1 Subject: Approval of Project Funding Increase B16-02 South Water Treatme t Plant Raw Water Re-Pipe Project Background Summary: On November 17, 2015, City Commission awarded a construction contract to SanPik, Inc. for the construction of the South Water Treatment Plant Raw Water Re-Pipe Project in the amount of$205,858.73. Change Order #1 was based on the following: the original total project budget was based on the construction awarded amount of $205,858.73, and did not provide for any contingencies. During the construction, deficiencies were discovered in existing piping, adjacent to the new piping, which extended beyond the project limits and required repair. In addition, it had been planned for staff to provide the electrical/data connection to the project's flow meter; but due to temporary, limited electrical staffing, the contractor was directed to complete the work. Change Order #2 is based on the following: the Maguire Road Reclaimed Water Booster Station Ground Storage Tank Construction Project included the automation-controls and piping needed to accommodate back filling the Maguire Road Pump Station's and the Ocoee Wastewater Treatment Facility's storage tanks with reclaimed water from any of the City's three reclaimed water sources, Consery II, the Orange County Northwest Wastewater Treatment Facility, and Ocoee's Wastewater Treatment Facility. The remaining work on this project is necessary piping (with appurtenances) at the Ocoee Wastewater Treatment Facility to allow the onsite reclaimed water tank to be backfilled. The scope of the additional work is very similar to the nearly completed work for the South Water Plant Raw Water Re-Pipe Project, therefore staff is recommending the addition of this work by way of Change Order#2 in the amount of$36,000.00. Issue: Should the Mayor and City Commission approve Change Order #1 in the amount of $4,317.00, and Change Order No. 2 in the amount of $36,000.00 for a cost increase of $40,317.00, and a total project cost of $246,175.73 for the South Water Treatment Plant Raw Water Re-Pipe Project? Recommendations Motion for Mayor and Commission to approve Change Order#1 in the amount of$4,317.00 and Change Order #2 in the amount of $36,000.00 for an increase of $40,317.00, and a total project cost of $246,175.73 for the South Water Treatment Plant Raw Water Re-Pipe Project. JUSTIFICATION C1.01 —At time of original project bidding, City electrical staff was going to install the necessary electrical equipment to the new raw water flowmeter. Flowmeter Electrical Panel and wiring including sunshield and 120V surge protection is necessary to make new raw well water meter function. At the time of installation, due to a vacant position in the City electrical staff, City electricians were unable to perform this work. C1.02—4X4X8 Concrete Stands necessary to mount flowmeter electrical panels and surge protection. C1.03—Once excavated, contractor found well #1 12"riser pipe damaged and needing to be replaced to prevent future pipe failures. New pipe segment and uniflange installed to repair problem. PAY ITEM# 17—This increase in 12"pipe materials was necessary to replace the damaged section of pipe discovered leading up to well#1. PAY ITEM#25—This increase in the number of 45 degree fittings is necessary to transition the 12"pipe from underground to above ground at well#1. III. NARRATIVE OF NEGOTIATIONS Time and Materials was used for cost at standard industry rates. IV. PAYMENT Payment by Change order#1 on Application for Payment #5 V. APPROVAL AND CHANGE AUTHORIZATION The original project and funding allocation was established by issuance of a CITY purchase order, subject to the terms and conditions contained in the CITY's solicitation, Project Manual, Drawings, Specifications, and/or the CONTRACTOR's service and price proposal, which collectively form the terms of an agreement between the CITY and the CONTRACTOR for the Change Order# 1 (Commission) SWTP Raw Water Re-Pipe Project Construction Project BID B16-02 2 performance of the Work. This proposed change to the agreement requires approval by the City Commission under the CITY's Purchasing Rules and Regulations and is consistent with any prior action by the City Commission to award the Work to the CONTRACTOR. It is expressly understood and agreed that the approval of the Change Order shall have no effect on the original agreement other than matters expressly provided herein. CONTRACTOR acknowledges, by its execution and acceptance of this Change Order,that the adjustments in contract price and time shown hereon constitute full and complete compensation and satisfaction for all costs and modifications of performance time incurred by the CONTRACTOR as a result of this Change Order. No other claim for increased costs of performance or modifications of time will be granted by the CITY for the Work covered by this Change Order. The CONTRACTOR hereby waives and releases any further claims for cost or time against the CITY arising from or relating to the matters or Work set forth or contemplated by this Change Order. JUSTIFICATION Items used in Change Order#2 are to complete Phase II of the Maguire Road Booster Station GSR Project. This Phase loops the City's interconnected reclaimed water distribution system which is supplementary feed from Conserve II and Orange County into the City's reclaimed water storage tank (GSR) at the A.D. Mims Road WWTP. This is accomplished by installing a buy-pass piping arrangement from the reclaimed HSP discharge manifold back into the fill piping to the GSR. Electrical controls and automatic valves disable pumps and allow water to back feed into the GSR. By back feeding water into the GSR during periods of low reclaimed water demand,this allows the Utilities staff to fill the GSR and provide added capacity during peak periods and increases system redundancy. III. NARRATIVE OF NEGOTIATIONS Time and Materials was used for cost at standard industry rates. IV. PAYMENT Payment of Change Order#2 on Subsequent Pay Applications V.
