Background Summary: The City recognizes the need for a road system parallel to State Road 50 in order to provide motorists alternative routes in this busy corridor. Part of this alternative system is the improvement to Maine Street which includes the extension from Maguire Road to the current western terminus at Bluford Avenue. The property owners have agreed to provide the right of way to the City for this extension and Public Works has taken the first step in establishing the road alignment by securing a topographic, survey, boundary survey and legal description work with Brindley Pieters and Associates, Inc. (BPA). The survey scope of services and legal descriptions will delineate the right of way to be dedicated to the City. Public Works approached the Continuing Engineering Services firm, BPA, with the project due to their roadway design experience and their sub-consultant for survey and utilities, Barnes Ferland and Associates, has already completed survey work on the connecting roads under a separate City contract. The $68,520.83 to move this design work forward is funded from Utilities annual water main program capital items and Streets resurfacing on Marshall Farms Road which is deferred until the completion of the FDOT SR 50 project. Public Works and Utilities recommend approval of the design work with BPA. Issue: Request the City Commission to approve the Maine Street Extension design work with Brindley Pieters and Associates, Inc. Recommendations: Recommend the City Commission approve the Maine Street Extension design work with Continuing Engineering Services firm, Brindley Pieters and Associates, Inc., for the not to exceed cost of $68,520.83 as funded from Utilities Annual Water Main Program Capital Items ($7,715.70) and Streets Division ($60,805.13) deferred capital resurfacing on Marshall Farms Road. Also recommend the City Manager be authorized to approve change orders to this contract up to the limit of his purchasing authority for each change order, and up to the budgeted amount for this project for all change orders. Financial Impact: The cost of the Utilities design work, $7,715.70, is adequately funded from Utilities Annual Water Main Program Capital Items Account, 401-533-10-6302 and the Streets Division design work, $60,805.13, is adequately funded in the deferred capital resurfacing on Marshall Farms Road. Bluford Avenue to Maguire Road, in the City of Ocoee. The project length is approximately 450 feet which will include 50 feet of the existing Maine Street, east of Bluford Avenue, which will be milled and resurfaced. The proposed project should match the cross section of the existing Maine Street. The project includes drainage, signing, pavement markings, irrigation, permitting, environmental, water main extension, lighting, and cost estimating. DESIGN SCOPE The BPA Team will provide services to design the roadway, prepare specifications and estimates and assist with the bidding process as required. BPA will address the following and specific project elements as outlined below. • Design Plans BPA will prepare the following plans and corresponding specifications. • Roadway extension and resurfacing plans • Drainage plans • Signing and pavement marking plans • Utility identification and relocation/protection plans • Lighting plans • Irrigation plans • Permits-water management and environmental • Project cost estimates • Provide coordination with any adjacent and/or future projects SPECIFIC PROJECT ELEMENTS 1. Construct a new roadway with 12-foot lanes west of Bluford Avenue. • Match the pavement of existing roadway east of Bluford Avenue. 2. Mill and Resurface 50 feet of the existing roadway east of Bluford Avenue. • This is to provide continuity with the extension. 3. Design the intersection with Maguire Road to accommodate traffic signals in the future. • The City is considering installation of traffic signals at both the Bluford and the Maguire intersections in the future. SCOPE OF SERVICES Maine Street Extension 4. Design drainage as required. • Install drainage as required for the new roadway. • Connect to existing system as necessary. 5. Environmental Permitting A permit modification will be required from the St. John's Water Management District, as the current permit has expired. • Mitigation for wetland impacts as may be determined. • Investigation/verification of impacts to any endangered species. 6. Utilities Underground utilities along the proposed extension, if any, will be designated. Each utility will be flagged at no greater than 100 foot intervals, marked with paint, wire flags or stakes. Each utility will be spot checked to verify type of utility and material. 7. Geotechnical The City will provide BPA the geotechnical report (if available) for the Maine Street project designed by Interplan. 8. Signing and Pavement Markings BPA will prepare the signing and pavement markings plans to meet current criteria and FDOT Standards. Specific components will match existing components such as the sign posts. 9. Maintenance of Traffic The Maintenance of Traffic Plans will be designed to minimize impacts to the existing traffic, with any known constraints considered.These constraints include: • Working hour restrictions during holidays and other peak traffic travel days. • Working hour restrictions on days of special events or parades. 10. Lighting Plan • Electrical Engineering as required to provide construction documents for the street lighting. 11. Irrigation • Irrigation Plans - Including all materials, equipment, layout, sizing of piping for the irrigation system to provide 100%coverage for all plant material. 12. Cost Estimates Estimates will be prepared and updated for anticipated construction costs. SCOPE OF SERVICES Maine Street Extension DESIGN REQUIREMENTS 1. The typical section for the extension should match the typical section for existing roadway east of Bluford Avenue. 2. Consideration should be given with respect to connection to the existing driveway on the west side of Maguire Road. 3. Applicable FDOT Standard Specifications and Standard Index, and City standards or preferences. PLANS DEVELOPMENT 1. Submittals • Design plans submittals are anticipated at 60%, 90%, 100%and Final (bid documents). • Review of plans by the City at each submittal is anticipated. 2. Meetings • Up to four meetings to review plans and City comments are anticipated. POST DESIGN SERVICES Bidding and Negotiation • Respond to questions and clarifications by the general contractors and subcontractors. • Prepare addenda as may be required during the bidding, including supplementary drawings and specifications. • Participate in pre-bid conferences, provide responses to questions of bidders, and clarify or interpret the bidding documents as required. • Provide consideration, analysis, comparisons, and recommendations relative to substitutions proposed by bidders prior to receipt of bids. This proposal includes the proposed scope, fee, schedule and all work and services needed to successfully complete the services requested as a subconsultant to Brindley Pieters and Associates, Inc. (BPA). The procedures and design requirements shall be performed in accordance with the City of Ocoee's Engineering Standards Manual. SCOPE OF SERVICES Task 1.0— Subsurface Utility Engineering(SUE); and Task 2.0 - Water Main Improvements. Task 1.0—Subsurface Utility Engineering (SUE) a. Designates: As an option, BFA will designate and mark underground utilities for inclusion as part of the Topographic Survey. It is understood that the City will mark those underground utilities that are part of the City's systems. b. Soft Digs: Excavation of underground utilities will be performed at tie-in points and at critical crossings throughout the project to determine horizontal and vertical location, the size, type and material of the utility. For this scope of services, the number of tie-in locations and critical utility crossings are estimated to be six (6). Task 2.0—Water Main Improvements Water Main Improvements required for a proposed water main along the Maine Street extension that will connect to an existing 12" water main along Bluford Avenue and an existing 10" water main along Maguire Road (approximately 500 feet). 2.1 Preparation of Construction Documents The proposed water main improvements will be included as part of the construction documents prepared by BPA. Construction documents shall be complete and meet all requirements for competitive bid of the construction contract and subsequent construction of the Project. Design documents shall comply with current City requirements and design standards. BFA will provide quality assurance and "constructability" reviews prior to all submittals to the City. Design services will include submittal of construction documents at the 60%, 90%, and 100% level of completion. Full size construction drawings shall be 11"x17" with plan and profile sheets prepared at a scale of 1-inch equals 40-ft, and a vertical scale of 1-inch equals 4-ft. BFA will use the City's standard front-end documents, technical specifications and engineering standards manual, and contract for the project manual. City will provide existing electronic documents accordingly. BFA#2015-03 Exhibit A—Scope of Services—City of Ocoee Maine Street Extension Project April 12, 2016 Page 2 60% Construction Document Submittal The 60%complete construction document submittal shall be defined as a complete set of plan and profile drawings indicating all survey and topographic information, existing utility locations, new utility connections, applicable construction details, a preliminary draft of all sections of the technical specifications and an opinion of the probable construction cost. Stations and offsets from the baseline to the proposed mains shall be shown. a. Coordinate with utility companies potentially affected by the proposed pipeline alignment. Submit one(1)printed set or pdf version of 60%construction drawings to the utilities with a cover letter requesting markups or verification of utilities not affected. b. Submit three (3) sets of construction drawings and technical specifications and a digital copy as a single PDF file at a 60% level of completion to the City for review. c. Meet with the City to discuss the 60% submittal, prepare a written list of City comments, and submit to City for verification. 90% Construction Document Submittal a. The 90% complete construction document submittal shall be defined as a complete set of bid ready construction drawings and Bid Schedule. b. Submit three (3) sets of construction drawings and Bid Schedule and a digital copy as a single PDF file of the 90%to the City for review. c. Meet with the City to discuss the 90% submittal, prepare a written list of City comments and submit to the City. 100%Construction Document Submittal a. The 100%complete construction document submittal shall be defined as a complete set of bid ready construction drawings and Bid Schedule with the City's 90% review comments addressed. b. Submit three (3) hardcopy sets of construction drawings and Bid Schedule, a digital copy of the drawings as a single PDF and a copy of the drawings in AutoCADTM Release 2013 format to the City. Bid Schedule will be in Microsoft WordTM format. 2.2 Permitting a. Prepare and submit Project related permit applications and supporting documentation necessary to obtain required permits for construction and operation of the Project from the following Jurisdictional Agencies: 1. FDEP Notice of Intent to Use the General Permit for Construction of Water Main Extensions for PWSs. • Respond to requests for additional information. • Permit application fees will paid by the City or the Contractor. Items above accessible ceilings may be spot checked to verify existing condition however, all items, exact routings of conduit, piping, and/or duct, and exact circuitry, etc. will not be check verified. 4.5. Observation of Work: 4.5.1.It is understood and agreed that the Engineer's Basic Services under this Agreement do not include project observation or review of the Contractor's performance or any other construction phase services, and that such services will be provided by the Client. The Client assumes all responsibility for interpretation of the Contract Documents and for construction observation and supervision and waives any claims against the Engineer that may be in any way connected thereto. In addition, the Client agrees, to the fullest extent permitted by law, to indemnify and hold the Engineer harmless from any loss, claim or cost, including reasonable attorney's fees and costs of defense, arising or resulting from the performance of such services by other persons or entities and from any and all claims arising from modifications, clarifications, interpretations, adjustments or changes made to the Contract Documents to reflect changed field or other conditions, except for claims arising from the sole negligence or willful misconduct of the Engineer. If the Client requests in writing that the Engineer provide any specific construction phase services and if the Engineer agrees in writing to provide such services, then they will be compensated for as Additional Services at the standard hourly rates shown below. 4.6. It is assumed that all building systems required to be connected to and extended are extendable and comply with all applicable codes and/or standards. Reworking of existing main equipment is not included in this proposal (i.e. Main Electrical Distribution Equipment, etc.) 4.7. Environmental Scope of Services 1. Conduct a qualitative field review of the site to determine if jurisdictional wetlands exist within the project limits. The field review would also include a pedestrian survey of the site for the presence/absence of protected (threatened and endangered) species. 2. Prepare a summary letter report of environmental findings subsequent to the field review. Estimate fees- not to exceed$1,100 Assumptions: 1. The cost of delineating wetlands, if present, is not included in this scope. 2. The boundaries of the project site will need to be delineated in the field and/or clearly marked on aerials before the field review can be conducted. 3. However, we need to do a quick site review to verify this. There may be gopher tortoises within the area which will need to be permitted and relocated if the road extension comes within 25' of a tortoise burrow. We can probably conduct this quick site review by Thursday and let you know. EMD is a sub consultant to BPA in the recently awarded City of Ocoee continuing contract.The City has asked us for a scope and fee to extend Maine Street which is located south of Main Street and intersects with Bluford Avenue. The extension will go from Bluford avenue to Maguire Road, and is approximately 500 feet. We do not know the extent of the environmental work needed. We do not know if it is a wetland or if any environmental work is needed. Can you take a look and let us know what you think? SCOPE OF SERVICES: JCR Consulting(JCR) shall prepare Irrigation Plans for an extension of 500 linear feet of Main Street from Bluford Avenue to Maguire Road in the City of Ocoee. Main Street to the east has presently landscape and irrigation improvements. This proposal does not provide for Landscape Plans. The City shall provide direction understand potential future planting designs that may include sidewalk planting urban cut-outs and within the medians. This can affect the irrigation design related to types of heads, separation of zones and location of valves. The primary intent is to connect to the existing irrigation system's main lines, wiring and controller systems. Irrigation Plans for the adjacent project shall be provided by others. The design shall be coordinated with Brindley Pieters and Assoc.(BPA)and the City for determining irrigation needs to serve future landscape plantings. A. Irrigation Plans: 1. Attend meeting with Engineer to discuss irrigation design criteria as needed. City shall provide general landscape design that they are planning to be done in the area. 2. Obtain all CADD base sheets and updates, as applicable, from Engineer. 3. City to provide landscape and irrigation plans completed for the adjacent Main Street project. 4. Irrigation design shall provide 100%water coverage of future plantings,low volume that will be efficient and allow for minimal trans-evaporation loss. System shall connect to the existing irrigation system to the east if possible. Owner to provide these construction documents. Design features may include: rain sensor, soil moisture, flow sensors and quick couplers if requested. 5. Should new water tap be required,it shall be provided by others. Water tap shall include a water tap(s)(pipe size to be determined by JCR Consulting),backflow preventor,water meter,valve location and cap for irrigation water connection(s). 6. Controller,if required,shall be consistent with that presently used on project to the east. Electrical connection to the controller shall be provided by others. Location(s)shall be discussed with the Owners. 7. Design Development Documents of the Landscape,Hardscape and Irrigation Plans shall be submitted to Client for distribution to applicable persons for review and comment. 8. Reproducible vellums may be provided at the request and expense of the Client. JCR Consulting shall only be responsible for changes made to the reproducible drawings completed by this firm. IV. ACCEPTANCE Acceptance of this Proposal shall serve as authorization to begin work subject to receipt of a signed copy of this Agreement.
