Background Summary: The City is currently completing the first phase of the Bluford Avenue Stormwater and Utility project from Columbus Street to Delaware Street. The next phase in the Capital Improvement Plan continues the stormwater improvements north from Delaware to McKey St. The Utilities Department is in the process of completing the design of the West Sanitary Transmission Project which includes extending the sewer force main on Bluford Avenue north from Delaware to Silver Star Road. Public Works recognizes the value of completing the next phase of stormwater improvements in conjunction with the sanitary transmission line to shorten the disruption from construction activities in this vital City corridor. Public Works approached the Continuing Engineering Services firm, Brindley Pieters and Associates, Inc. (BPA), with the project due to their stormwater and roadway design experience, along with their sub-consultant for survey and utilities, Barnes Ferland and Associates, is under separate contract as the Engineer of Record for the Ocoee West Sanitary Transmission Project. The BPA surface improvements will also incorporate the design concepts developed in the City's Downtown Redevelopment Project currently under way with GAI Consultants. The $126,121.03 for the design is available in the Stormwater Capital Improvements under the Bluford Avenue Phase II Project. Public Works is also requesting the limits of the Bluford Avenue Phase II project be extended north from McKey Street to Silver Star Road. Public Works recommends approval of the design work with BPA. Issue: Request the City Commission to approve the Bluford Avenue Phase II Stormwater Projecct design work with Brindley Pieters and Associates, Inc. Recommendations: Recommend the City Commission approve the Bluford Avenue Phase II design work with Continuing Engineering Services firm, Brindley Pieters and Associates, Inc., for the not to exceed cost of $126,121.03 as funded in the Stormwater Capital Improvements and extend the limits of Phase II north from McKey Street to Silver Star Road. Also recommend the City Manager be authorized to approve change orders to this contract up to the limit of his purchasing authority for each change order, and up to the budgeted amount for this project for all change orders. Bluford Avenue from Delaware Street to Silver Star Road,in the City of Ocoee. The project length is approximately 3,100 feet,and the ROW width varies from 80 ft. to 55 ft.The City has provided proposed schematic typical cross sections, which have been prepared by others, which will be used to prepare the roadway improvements. The project includes roadway design, drainage, signing, pavement markings, permitting, utility coordination, traffic control, and cost estimating. The project will follow a utility improvement project which is being prepared by others that will include the removal and repairs of portions of the roadway.The proposed schematic typical cross sections will require widening of the roadway (0' to 5') to the east of the existing roadway. DESIGN SCOPE The BPA Team will provide services to design the roadway, prepare specifications and estimates and assist with the bidding process as required. BPA will address the following and specific project elements as outlined below: • Design Plans BPA will prepare the following plans and corresponding specifications. • Roadway improvement plans • Drainage plans • Signing and pavement marking plans • Utility Coordination • Maintenance of Traffic Plans • Traffic Signal Plans • Permits-water management and environmental • Project cost estimates • Provide coordination with any adjacent and/or future projects SPECIFIC PROJECT ELEMENTS 1. Construction plans for the roadway improvements on Bluford Avenue will include five typical sections, three non-urban and two urban. • Segment 1 is non-urban and is located approximately between Delaware Street and Ohio Street (within the 80' ROW). It consists of: o Twelve foot travel lanes o Eight foot wide sidewalks O Existing swales will be maintained • Segment 2 is non-urban and is located approximately between Delaware Street and Ohio Street (within the 70' to 65' ROW). It consists of: o Eight foot wide sidewalks o Twelve foot travel lanes o Existing swales will be maintained • Segment 3 is non-urban and is located approximately between Ohio Street and McKey Street (within the 55' ROW). It consists of: o Twelve foot travel lanes o Eight foot wide sidewalks • Segment 4 is urban and is located approximately between McKey Street and Franklin Street (within the 55' to 95' ROW). It consists of: o Eleven foot travel lanes o Eight foot wide sidewalks • Segment 5 is urban and is located approximately between Franklin Street and Silver Star Road (within the 55' ROW). It consists of: o Eleven foot and varies travel lanes o Eight foot wide sidewalks 2. Mill and Resurface 30 feet of the existing side streets roadway east and west of Bluford Avenue within the project limits. 3. At the McKey Street intersection maintain existing brick pavement to the greatest extent possible. 4. The existing traffic loops and pedestrian signals at the intersection of McKey Street, and on the south side of Silver Star Road will be relocated as needed. 5. Design drainage as required. • Install drainage as required for the new roadway. • Connect to existing system as necessary. 6. Environmental Permitting A SJRWMD Environmental Resource Permit (ERP) was not located for this segment of Bluford Avenue. It is anticipated that due to the nature of the work, sidewalks and minor increase of impervious area, a permit exemption will be obtained. 7. Utilities BPA shall coordinate affected utility relocations with Utility Owners within the project limits, with the exception of those being relocated in the utility improvement project in this corridor.The anticipated tasks associated with this coordination are described below. • BPA shall submit design plans (signal, roadway, demo, etc.) to the Utility Owners within the project limits. Plans submitted shall include and depict existing utility facilities and the facilities the design team recommends for relocations and/or adjustments based on the design improvements. Page 2 of 4 • BPA shall hold a Utility Meeting with all affected Utility Owners to discuss the project and the proposed improvements. BPA shall prepare and distribute meeting minutes within one week of the meeting. • BPA shall review and submit conflict resolution plans (marked by Utility Owners) showing the existing utilities and any relocation or adjustments necessary to accommodate the proposed improvements. 8. Geotechnical BPA has received the Draft Geotechnical report for the Ocoee West Sanitary Transmission Project, prepared by Antillian Engineering, and dated September 30, 2015. This report will be used to establish general ground water and soil conditions. 9. Signing and Pavement Markings BPA will prepare the signing and pavement markings plans to meet current criteria and FDOT Standards. Specific components will match existing components such as the sign posts. 10. Maintenance of Traffic The Maintenance of Traffic Plans will be designed to minimize impacts to the existing traffic, with any known constraints considered.These constraints include: • Working hour restrictions during holidays and other peak traffic travel days. • Working hour restrictions on days of special events or parades. • Consideration will be given to roadway closure and detouring of the traffic. 11. Lighting Plan Bluford Avenue,within the project limits, has street lights on the existing light poles.These poles may be relocated as part of the utility coordination effort.However,no lighting improvements are included as part of this project and is not included in the scope. 12. Cost Estimates Estimates will be prepared and updated for anticipated construction costs. 13. Landscape Design Landscape design is not included in the scope. 14. Survey The project corridor was surveyed for the utility improvement project which is being prepared by others. Additional survey, to complement the data already obtained, is included in this scope. Page 3 of 4 DESIGN REQUIREMENTS 1. The design typical section would reflect the schematic typical section and would match the existing roadway south of Delaware Street and south of Silver Star Road. 2. Applicable FDOT Standard Specifications and Standard Index, and City standards or preferences. 3. It is anticipated that the roadway pavement design will be provided by the City. PLANS DEVELOPMENT 1. Submittals • Design plans submittals are anticipated at 30%, 60%, 90%, 100% and Final (bid documents). • Review of plans by the City at each submittal is anticipated. 2. Meetings • Up to four meetings to review plans and City comments are anticipated. POST DESIGN SERVICES Bidding and Negotiation • Respond to questions and clarifications by the general contractors and subcontractors. • Prepare addenda as may be required during the bidding, including supplementary drawings and specifications. • Participate in pre-bid conferences, provide responses to questions of bidders, and clarify or interpret the bidding documents as required. • Provide consideration, analysis, comparisons, and recommendations relative to substitutions proposed by bidders prior to receipt of bids. CONSTRUCTION ADMINISTRATION Construction service are not included in the scope. Silver Star Road are to remain and be in service during the milling and resurfacing of the Bluford Avenue. Ghyabi & Associates (G&A) will provide a construction plans the replacement of the existing vehicle detection loops, relocation or replacement of the existing controller and cabinet(s), and upgrading the existing pedestrian signal features to ADA compliance. G&A will coordinate with Brindley Pieters' MOT plans to address the maintaining the existing traffic signals by notes and pay items. No temporary signalization is included in this scope. Scope of Services: Project Limits:the project will begin at the north side of the intersection with Delaware Street and go north to the south side of Silver Star Road,a distance of about 3000 feet. Topographic Survey:,Cross sections will be taken at 100 foot intervals along the project and will include up to 25 feet beyond the existing right of way. Side street tie-in will have shots taken at least 30 beyond the radius returns.All curb lines and break points in the cross section will be located with elevations.All improvements within the Topographic Survey limits will be located and identified.Improvements include,but not limited to,asphalt,concrete,buildings,signs,poles,fences,trees,landscaping,traffic signal poles and mailboxes. Sanitary and storm sewers will be located with pipe sizes and invert elevations.All above ground utilities and evidence of underground utilities will be located and shown. Right of Way: Additional right of way monumentation will be recovered to accurately depict the existing right of way.All corners found will be shown on the survey.A right of way survey is not part of this proposal. Control Survey:A survey baseline will be shown as part of the Topographic Survey.Control points will be rebar and caps or nails and discs set along the design corridor.Horizontal datum will be the Florida State Plane Coordinate System, East Zone,NAD 83/2011.Elevations will be in North American Vertical Datum of 1988(NAVD 88). Deliverables: All topographic survey information will be processed in AutoCAD Civil 3D.The Topographic Survey will include a DTM with break lines designed for a roadway design project. I realize any major scope changes due to the final GAI overlay would justify an adjustment. If I had a suitable cost proposal from you today, I could have it approved at the City Commission meeting next Tuesday. If not,we will shoot for May 3rd Commission meeting for approval. BFA has surveyed the right of way for the forcemain design under their contract with Utilities. Additional survey may be required to adequately determine what is needed for storm drainage. We should be receiving intersection details by the end of next week that we can forward to your attention. This project is currently funded in our Stormwater Program.
