McCosker De artment Director: Chief o n Contact Number: X 3055 City Manager: Rob Frank Subject: COPS Hiring Program (CHP) Grant Background Summary: The Fiscal Year 2016 COPS Hiring Program (CHP) is a competitive solicitation open to all state, local, and tribal law enforcement agencies with primary law enforcement authority. CHP provides funding to hire and re- hire entry level career law enforcement officers in order to preserve jobs, increase community policing capacities and support crime prevention efforts. CHP grants may be used to (1) hire new officers (including existing vacancies that are no longer funded in an agency's budget); (2) rehire officers already laid off by any jurisdiction as a result of state, local, or Bureau of Indian Affairs (BIA) budget reductions unrelated to the receipt of grant funding; and/or (3) rehire officers scheduled to be laid off by the grantee's jurisdiction on a specific future date as a result of state, local, or BIA budget reductions unrelated to the receipt of grant funding. The Grant provides 75 percent of the approved entry-level salaries and fringe benefits of each newly hired and/or rehired full-time officer, up to $125,000 per officer position, over the three year (36 month) grant period. The grant would commence on October 1, 2016. The Ocoee Police Department wishes to apply for funding to hire three police officers. Issue: Should the Honorable Mayor and the Board of City Commissioners authorize the Ocoee Police Department to apply for the COPS Hiring Recovery Grant to fund three police officer positions? Recommendations Staff respectfully recommends that the Honorable Mayor and Board of City Commissioners authorize the Ocoee Police Department to apply for the COPS Hiring Recovery Grant to fund three police officer positions. Attachments: Grant Application Package SF-424 Financial Impact: The COPS Hiring Recovery Grant will pay 75% of the salary and benefits for three entry-level sworn police officer positions for three years $560,250 (this comes to $186,750 each year of the grant). Over the three year grant the City of Ocoee will pay a total of$186,750 towards the salaries and benefits (this comes to $62,250 each year of the grant) and then be required to retain these positions at the end of the third year.
