CALL TO ORDER
Chairman Lowery called the regular meeting of the Ocoee Code Enforcement Board to order at 7:02 p.m.
in the Commission Chambers at City Hall. Vice-Chairman Carrington gave the invocation, and Member
Hopper led the Pledge of Allegiance to the Flag. The roll was called and a quorum was declared present.
PRESENT: Chairman Lowery, Vice-Chairman Carrington, Members Kelley, Odom, Hopper and
Osborne. Also present were Board Attorney Mary Sneed, Asst. Support Services Director -
Code Enforcement Manager Doug Gaines, Code Enforcement Officers Carmen Diaz,
Edward Loeffler, Theresa Rodriguez and Bob Siegrist; Administrative Assistant Bridgett
Coffey, and Recording Clerk Nichole DeRienzo.
ABSENT: Member Blynder.
GUESTS: None.
Administrative Assistant Coffey administered the oath to the code enforcement officers and to anyone
intending to speak regarding a case.
CONSENT AGENDA
ALL MATTERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED TO BE ROUTINE BY THE CODE ENFORCEMENT
BOARD AND WILL BE ACTED UPON BY ONE MOTION. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS
UNLESS DISCUSSION IS DESIRED BY A MEMBER OF THE BOARD, IN WHICH CASE THE CHAIRMAN WILL INSTRUCT THE
BOARD CLERK TO REMOVE THE ITEM FROM THE CONSENT AGENDA AND SUCH ITEM WILL BE CONSIDERED
SEPARATELY.

Officer Siegrist presented the case and gave its history. This was a citizen complaint regarding a storage
pod located in the driveway of this occupied property as well as an unauthorized shed located in the yard.
The respondent was given 30 days to have the storage unit removed. As of April 26, 2016, the property was
still in non-compliance; however, on May 23, 2016, the property was inspected and was in compliance.
Member Kelley, seconded by Member Osborne, moved that in Case #16-042, the respondent be found in
violation as cited as of April 25, 2016, and be found in compliance on May 3, 2016, and no fine be assessed
at this time. Motion carried unanimously.

Observation: shrub/landscape growth along easement with Adair Street blocking motorist,bike and pedestrian safe triangle of sight view.

Officer Loeffler presented the case and gave its history that included exhibits for this case. This was a
citizen generated complaint regarding the excessive growth of shrub hedges along the easement located off
of Adair Street. This raises a safety concern for the public that is blocking motorist within the sidewalks and
streets. Staff is requesting a compliance time of 5 days or to be fined $50 a day, with option to abate the
property.
Member Kelley, seconded by Member Odom, moved that in Case #16-044, the respondent be found in
violation as cited as of April 25, 2016, and be given until June 3, 2016, to come into compliance, or be fined
$100 per day for as long as the violation remains in non-compliance. Motion carried unanimously.

COMMENTS
Member Hopper wants to remember the Crawford family and ask to keep them in your thoughts. He also
wishes his wife a Happy Birthday!
Member Osborne inquires about the parking situation in her neighborhood and wants to acknowledge these
issues.
Officer Loeffler announces there is a memorial service this coming Friday.
Assistant Support Services Director Doug Gaines presents the option to host a refresher course for the
Board members and organize this workshop during one evening. Members agreed, but will revisit when
they decide on a date to have the training.
