MINUTES OF THE OCOEE BOARD OF CITY COMMISSIONERS WORKSHOP HELD
NOVEMBER 1, 1990
This Workshop Session of the Ocoee City Commision was called to
order at 7:02 p.m. by Mayor Dabbs.
Present: Mayor Dabbs, Commissioners Combs, Foster, Johnson and
Woodson. Also present were Ci ty Manager Shapiro, Planning Director
Behrens, Planner Claman and City Clerk Grafton.
Absent: None
COMPREHENSIVE PLAN ELEMENTS
Planner Claman made this presentation to the Commission.
Future Land Use
Planner Claman reviewed with the Commission the basic historical
and factual information presented in this section. She called
attention to the wide range of information that was presented in
numerous categories. The study placed emphasis on the current
conoitions and statistics, developing a strong basis for
projections. Environmental as well as other issues were addressed.
Patterns in development were explored. Interlocal agreements and
annexation policies were discussed. Projected gross acreage by
categories based on joint planning area was noted. Land use needs
were investigated. Recreational requirements were projected.

City Manager Shapiro questioned the basis for industrial
development which projected future on the basis of past
development. He feels that is not necesssarily the truth, with the
beltway program, etc. Mayor Dabbs asked who determined that the
current mix is the right mix? He recalled that previous meetings
on the Compo plan had determined that the objective was to be more
generic and not so specific. Planner Claman stated that the plan
had to be specific on projection on industrial employment and
industrial acreage, and stated a quadruple of all industrial was
quoted in the document. There is enough acreage to take care of the
industrial growth and employment.
Mayor Dabbs asked about the consistency statement in the plan. Ms.
Claman confirmed that the Ocoee plan would use the consistency
plan.
Commissioner Johnson stated that recreational problems could be
better solved if the developers were expected to provide facilities
in their packages.

Ms. Claman stated there was policy in the Recreation/Open Space
Element that states that the city will revise its land development
regulations to require private recreational facilities to be
included in residential developments of 200 or more units.
Mr. Shapiro pointed out that the City needs to revise its land use
regulations as the Compo Plan is finished. The State will
reimburse the money necessary, grant money, for preparing the land

use plan. He will be bringing a contract from the consulting firm
retained for the Compo Plan to do the land use regulations along
with a price that meets the grant price. A letter guaranteeing the
grant will be forthcoming.
Commissioner Johnson reiterated that this procedure seemed to
function and mentioned that he has seen it work. In discussion
concerning including these individual recreational areas in public
faciliities, it was concluded that they could be included, but it
might be counterproductive to do so.
Commissioner Foster inquired about the specifically stated 200
uni ts. Mr. Shapiro answered that it was at this point it was
financially possible for developers to provide private facilities.
Discussion continued on the subject of these recreational areas and
the sizes.
Commissioner Foster raised the question of mobile homes. There is
no more land available for mobile homes. Mobile homes must be
addressed in this document. The Comp. Plan can be amended to
increase or decrease the number of mobile homes.
Mayor Dabbs felt the redevelopment statrnent is too generic. He
~ understands it is necessary to prevent problems later. There is
a dedication to dealing wi th minimum housing and blighted area
problems. The word "blight" generally means lack of
infrastructure. Ms. Claman suggested a policy to specify a certain
date by which a committee would be formed to study areas in the
city where redevelopment funds may be used. This will be added.
Ms. Claman called special attention to "Special Strategy Areas".
This is a very important section. It identifies three areas.
Mr. Behrens mentioned that the Architectural Review Board has been
removed.
Under Goals and Objectives, the policy on redevelopment will be
added. Ojective 3 and Alternative Objective 3 were discussed. The
consensus of this group was to go with Objective 3.
Mayor Dabbs asked for clarification of "unclassified" in this
section. These are recently annexed properties that either are
awaiting zoning or that were unclassified in the county.
Capital Improvements
Ms. Claman went through this section page by page.

Mr. Shapiro stressed the importance of preparing this portion
accurately because of concurrency.

Planner Claman resumed her discussion. She reviewed the items one
by one. Concurrency Management system will be in place one year
after the Compo Plan is adopted. Mr. Shapiro mentioned that the
computer system currently being placed in the Building Department
has platting capability and nothing will be missed in the system.
Projected revenues were based on a 5% projection.
Commissioner Combs left at 8:35 p.m.
There was little discussion and there were no questions on this
section.
Ci ty Manager Shapiro commented that the City is in a very good
position, due in part to the early participation of the City in
long hard discussions and commitment to this program.
Intergovernmental Coordination Element
Ms. Claman explained this section as an inventory of all existing
coordina ting methodisms that the City had wi th s ta te agencies,
local authorities, counties, regional utilities and federal
agencies.

On page 24, strike "enter into interlocal agreements" and replace
it with "begin to develop dialogue". Policies 1 through 4 were
acceptable.
Ms. Claman advised that Mr. LaRue looks at this plan after each
change or addition. This plan is on the computer now and they are
able to immediately research items.

This section is very current.

Objective 3 on Page 36 was removed by concurrence of all.
There is a Public Hearing on the entire document scheduled for
December 4.
